On 2/3/95 Mr. Bruce Fickett called late am and requested a
underground conduit.inspection for that afternoon. He stated that
he.changed his electrical service "from a 100amp to a-200.amp-
service and needed his conduit inspected. I"stated"to Mr. Fickett
thata Monday inspection would be preformed if he called in to
the inspection line and scheduled for it.
On 2/6/95 Mr. Fickett called for a underground electrical
conduit inspection. I scheduled the inspection..and confirmed with
Kirk that the inspection was not ours but for Imperial Irrigation
District (I -ID), But I was curious and kept the inspection
scheduled.
2/6/95' (am) I,inspected the residents at -54-811, and found
numerous life safety violation. I left a correction -iotice to
inform Mr. Fickett that he needed to contact IID and schedule an
inspection for his undergroiind.electrical conduit installed.
The following permit violations were cited:
1. Expired permit
2. No permit for electrical service change out
3. No framing inspection - visual entry framing -problems post to
beam connection
4. No okay to wrap inspection
5. No lath inspection - visual lath problems south and rear of
house, improperly lathed.
6. House 60 percent browned - interior framed walls not drywalled
7. Aerial overhead.electrical service bootlegged to 200amp
service installed.
8. Exposed 220 romex ran along exterior eve of house: to A/C
9. No permit for A/C installation - A/C installed -in south 5'

•10. Exterior.electrical light boxes open and not protected
4:30 (pm) Informed Mark of findings, and asked Bruce to'
accompany me to confirm permit violation. -Bruce -confirmed my
finding and had a Polaroid camera and documented some of the
violation. At 4:55(pm) notified IID to have a inspector; inspec t
the bootleg connection at the electrical service.
To_m and Kirk not 2/7/95 (am). Red tag issued 9:45 (am).
Meet Charles H. Legaspi I.ID Inspector at residents. IID inspector
reported his findings to Mr: Steve Canles Service Department
Supervisor for IID. Mr. Canles authorized service disconnect.
10:45 (am) electrical service disconnected at 54-811 Rubio.
Three attempts were made.to contact Mr. Fickett 2/7/95 at
7:30am, 8:30am and 2:.15pm. A.call was placed,to Mr Fickett 4:50pm

Dear Mr. Fickett:
Please accept this follow-up note to our conversation at the Building and Safety Department
counter, as well as your scheduled final inspection for your remodel, at the above address.'
As discussed on Friday, your permit for this project was set to expire by limitation as set forth in
the 1.991 Uniform Building Code Section 303(d) if the final did not meet all of the requirements of
the model codes and/or Municipal Code. You received a comprehensive'list of items which must
be completed prior to the City accepting the remodel as per plan. I must inform you at this time
that your permits, numbers 14.738 and 12511, are expired, and no further work may take place
until new permits have been obtained.
We extended your permit for the first time in February of 1995. Work progressed for roughly one
month until April 24, 1995 at which time you had completed drywall nailing. Th.e permit then
expired as no further inspections were requested until after October 24, 1995. At this time the
Building Official granted a second extension to a date you both agreed upon, .January 31,1996.
The extension was granted upon the agreement you would complete the project, not schedule an
inspection by that date. An item I'd like to point out to you is the set -back adjustment granted to
you by Planning to allow an air conditioning condenser to be within 2'3" of the south property line
appears to have been exceeded. Should this condenser be less than 2T' from the property line
Planning will have to approve or you must relocate to provide that dimension tc the property line.
Should you wish to obtain a new permit to complete this project we will need you to do so no
later than February 20, 1996. If no action is taken by you on or before that date I will be left no
recourse but to "tum this matter over to our Code Compliance Division and City Attorney's Office
to begin a formal abatement proceeding. J
