Box 1504 78-450 Avenida La Fonda 4,,Quinta;.CA.92.247715.0.4 t RE: Tract 32279 Model Slabs (Lots 13. 14, 15) Dear Mr. Kirkland: February 06, 2007 Thispurpose of this letter is to discuss the history of the pour of the model slabs at tract 32279 (Palo Verde), and propose a resolution that will` satisfy the City of LA Quinta Building and Safety Department related to the missing pre -slab inspection record signatures. The background to the pre -slab inspection is as follows. Standard Pacific scheduled a footing inspection for the model .lots, which the City shows record of and approval., The slabs were poured under the supervision of a deputy inspector using a monolithic technique. The Construction Manager, Chris Hayes, was covering two. model complexes at the time, and has placed slabs in many neighborhoods that were post tension; monolithic pours, which is why one inspection was called instead of two. The building cards were lost after- the. plumbing inspection by the contracted plumber, and were re- issued. This re -issue process occurred at or about the time of the footing / :pre=slab inspection. Standard Pacific contends that the footing. inspection was a footing, and pre - slab inspection witnessed by Steve Willett, who is no longer with the City. In an attempt to gain an, additional perspective, Standard Pacific has left voice mails on Mr. Willett's personal cell phone, but to date, has not received a call back. That said, the City of LA Quinta does not show a record of a pre -slab inspection. Standard Pacific is a leading home builder with high integrity, and would not intentionally by-pass an inspection process, and' strongly desires to resolve this issue in a timely manor to the satisfaction of the City. Standard Pacific proposes to X-ray the each one of the model slab's -in a random location in order to demonstrate that the rebar reinforcement is in substantial conformance with the engineering drawings drafted by the structural engineer of record. Additionally, a core sample can be taken at a random location in each model slab in order to confirm the slab:thickness is Jn conformance°with the approved plans. This proposal has been discussed with RGF Engineering, the. engineer who drafted the structural drawings for this neighborhood, and they are in agreement that these steps will demonstrate conformance, with the plans, and will write a letter to that effect. pending the results ofthis proposal. They will also review the load tickets, deputy inspection report, and concrete placement .location •map as part of their review. If the City is in agreement with this proposal, Standard Pacific will hire a third party to perform these tests in a timely manor. In order to maintain schedule, Standard Pacific F requests. the.
