Mr. Jang: The Madison Club Design Review Committee reviewed the Final Design package submitted for Lot 113B at the Madison Club. The committee is recommending approval of the project subject to the comments listed below being addressed prior to the request for setback inspection at the lot. 1. The Site Plan shows the pool equipment location combined with a trash yard on the south side of the property while the Mechanical plan shows three air conditioning units on one side and two on the other. Screening has not yet been provided and the units could not be located on the Landscape -Site Plan. 2. With regards to item #1 above, the Landscape plan shows yard walls bisecting the air conditioning units where shown on the Architect's Utility plan and both sides have planting in the same location as the air conditioning units if the Architect's Utility plan locates them correctly. Please review the plan sheets for consistency throughout and resubmit the corrected plans. 3. The Utility plan provided in the architectural submittal shows the gas and electric meter locations however there does not appear to be walls or landscape screening proposed to hide the meters which is a requirement per the guidelines. 4. The Landscape -Site plan shows a wall in the side yard setback called out as an Outdoor Shower (see architectural plans). The committee could not locate a height for the wall and the grading plan has a note to that refers back to the Landscape plan. The maximum height allowed for a wall in the side yard is 6' therefore the wall height should be noted as such. In addition, screening of outdoor shows is required. 5. Courtesy comment: the North arrow shown on the Landscape Plans is incorrect however the Civil Engineer's plan does indicate the proper orientation. 6. There is a tower that is dimensioned as 28'-0" above the approved pad height. The maximum allowable height in the Madison Guidelines is 26' above approved pad, however the committee would recommend approval of a variance request due to the design and proposed location. 7. Courtesy comment: Again the committee cautions against the design of a southern orientation with very little overhang. The preference is that sun protection be designed as an integral part of the initial design to avoid potential requests for retractable awnings or other like additions that are not always complimentary to the overall design of the home. 8. The detailing and materials specified are compatible with the expectations set forth in the guidelines. 9. The landscape plans will be further reviewed once the various site plans are corrected to be consistent with one another in relationship to hardscape and meter locations. EXCEPTION 2: Lighting in detached storage building less than 1000 square feet located on a residential site is not required to comply with §150 k 11. §150(k)12: Luminaires recessed into insulated ceilings shall be listed for zero clearance insulation contact (IC) by Underwriters Laboratories or other nationally recognized testing/rating laboratory; and have a label that certifies the lumiunaire is airtight with air leakage less then 2.0 CFM at 75 Pascals when tested in accordance with ASTM E283; and be sealed with a gasket or caulk between the luminaire housing and ceiling. §150(k)l3: Luminaires providing outdoor lighting, including lighting for private patios in low-rise residential buildings with four or more dwelling units, entrances, balconies, and porches, which are permanently mounted to a residential building or to other buildings on the same lot shall be high efficacy. EXCEPTION 1: Permanently installed outdoor low efficacy luminaires shall be allowed provided that they are controlled by a manual on/off switch, a motion sensor not having an override or bypass switch that disables the motion sensor, and one of the following controls: a photocontrol not having an override or bypass switch that disables the photocontrol; OR an astronomical time clock not having an override or bypass switch that disables the astronomical time clock; OR an energy management control system (FMCS) not having an override or bypass switch that allows the luminaire to be always on EXCEPTION 2: Outdoor luminaires used to comply with Exceptionl to §150(k)l3 may be controlled by a temporary override switch which bypasses the motion sensing function provided that the motion sensor is automatically reactivated within six hours.
