RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF'
LA QUINTA, CALIFORNIA COMMENDING KATIE BARROWS FOR HER
SIX YEARS OF SERVICE AS A PLANNING COMMISSIONER

WHEREAS, Katie Barrows has served as a member of the Planning Commission
of the City of La Quinta for six years with dedication and loyalty; and
WHEREAS, since her appointment in July, 1990, Ms. Barrows' dedicated interest
and devotion to the betterment of La. Quinta has earned her the respect of the citizens of La
Quinta, her fellow Commissioners, and staff; and,
WHEREAS, in conjunction with her appointment to the Planning Cottnnission, Ms.
Barrows has served as a member o1.' the Design Review Boazd and Historical Preservation
Commission; and,
WHEREAS, her duties as a member of these Commissions and Boards required a
contribution of her time and energy on behalf of the citizens of La Quinta to attend Planning
Commission meetings, Design Review Board meetings, Historical Preservation Commission
meetings, Joint City Council meetings, as well as time devoted to Study Sessions and other City-
related meetings and functions to further the growth and maturity of the City of La Quinta; and,
WHEREAS, during Ms. Barrows' term some of the major governing decisions of
the Commission have included the Hillside Conservation Ordinance, the General Plan Update, the
Housing Element, Sign Regulations, Fencing Standards, Adult Oriented Businesses, Subdivision
Regulations, the Bike Route Plan, the Beaz Creek Bike Path, Energy Standards, the Rural
Residential Overlay, the Equestrian Overlay Ordinance, Fugitive Dust Control Amc;ndment, the
Transportation Demand Management Flan, the Compatibility Ordinance, Redevelopment Plan for
Project Areas No. 1 and No. 2, Conununication Tower Ordinance, Transfer of I)c:velopment
Rights, Regulations for the control of Subdivision Flags, and the Zoning Code Upolate; and
WHEREAS, during ]VIs. Barrows' term some of the major ~de:velopment
accomplishments have been the review and recommendation to the Ciry Council for approval of
the Civic Center Complex and Senior Center, the One Eleven La Quinta Shopping Center, which
includes the Wal-Mart, Albertsons Supermarket, and other retail businesses; La Quinta Village

Shopping Center which includes Ralphs Supermarket, Video Depot, Pizza Hut, Sesame
Restaurant, Taqueria Restaurant, and other retail businesses; Anchovies Pizza, the Community
Park North, Palm Royale Park Design, and the Fritz Burns Park, the Desert Sands Unified School
District Educational Services Center, the Boys & Girls Club, the La Quinta Cafe, and the Family
YMCA building; and,
WHEREAS, during Ms. Battows's term some of the major housing tracts that were
approved were: La Quinta Hotel addition, Rancho La Quinta Country Club, PGA West,
Travertine, The Quarry, Quinterra, the Seasons Senior Housing Project and Single Fatnily
Housing Tract, The Citrus, La Quinta Highlands, Deane Homes, Cactus Flower,
Rancho Ocotillo, Two Angels Bed and Breakfast Inn, Lake La Quinta,
and the Terracina Apartment Complex; and,
WHEREAS, her sense of fairness that has been demonstrated in all her duties has
been an influence for sound growth, environmental concerns, and the natural progress for the
development of the City of La Quinta; and
WHEREAS, her dedication to the public welfare should be alppropriately
commemorated.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of La Quinta, California that due to the amount of time and energy that has been devoted to the
City of La Quinta by Ms. Barrows, this Resolution shall be recorded as part of the official Minutes
of the Planning Commission for this meeting.
PASSED, APPROVED, and ADOPTED at a regular meeting of the La Quinta
Planning Commission, held on this 23rd day of July, 1996, by the following vote, to wit:
AYES: Corcrsssioners Anderson, Butler, Gardner, Newkirk, Tyler, and
Chairman Abels
