2018-19 2018-21 HR Green Pacific Amendment 1 - On-Call Engineering Plan CheckAMENDMENT NO. 1 TO AGREEMENT
WITH HR GREEN CALIFORNIA, INC.
This Amendment No. 1 to Agreement with HR Green California, Inc.
("Amendment No. 1") is made and entered into as of the Iff it, day ofileze-mbrr-,jtvhwur
20i g2e1.71"Effective Date") by and between the CITY OF LA QIJINTA ("City"), a California
municipal corporation and HR Green Pacific, Inc., a corporation ("Consultant").
RECITALS
WHEREAS, on or about July 1, 2016, the City and Consultant entered into an
Agreement to provide On -Call Engineering Plan Check services for the City. The term
of the Agreement expires on June 30, 2018; and
WHEREAS, HR Green California, Inc. has requested to transfer and assign its
contract rights and obligations to HR Green Pacific, Inc. the branch of their corporation
specializing in public sector services; and
WHEREAS, the contract officer shall be changed to Bryan McKinney, Interim City
Engineer or such other person as may be designated in writing by the City Manager of
City; and
WHEREAS, the Term of the Agreement shall be extended to June 30, 2019 per
final "extended term" in Section 3.4; and
WHEREAS, the City is utilizing Consultant for On -Call Engineering Plan Check
services;
NOW THEREFORE, in consideration of the mutual covenant herein contained,
the parties agree as follows:
AMENDMENT
In consideration of the foregoing Recitals and the covenants and promises
hereinafter contained, and for good and valuable consideration, the sufficiency and
receipt of which are hereby acknowledged, the parties hereto agree as follows:
1. Consultant Name is amended from HR Green California, Inc. to HR Green Pacific,
Inc.
2. Section 4 is amended to read as follows:
Section 4.2 - Contract Officer. The "Contract Officer" shall be Bryan McKinney, PE,
Interim City Engineer or such other person as may be designated in writing by the
City Manager of City.

3. Exhibit C - Schedule of Performance - Contract Term is extended per "extended
term" through June 30, 2019.
In all other respects, the original Agreement shall remain in effect.
IN WITNESS WHEREOF, the City and Consultant have executed this Amendment
No. 1 to the Agreement on the respective dates set forth below.

Schedule of Performance
Consultant shall complete all services within the TIME LINE ALLOWED BY THE
TOTAL CONTRACT SUM. The Agreement Term is extended through June 30, 2019
Consultant shall complete ail services Identified in the Scope of Services, Exhibit"A„
of this Agreement i n accordance with the attached Project Schedule, attached hereto and
incorporated herein by this reference.
OFFICE HOURS
The Consultant shall maintain normal office hours between 8:00 a.m. and 5:00 p.rn.,
Monday through Friday. The Consultant shall be available to meet with City Staff during
normal working hours with 48 hours advance notice.
SCHEDULE
The Consultant shall adhere to the following plan check schedule:

For larger, more complex projects such as golf course developments, one (1) additional
week for the 1St and 2fld plan check shall be provided, if necess-a ry to complete a thorough
plancheck. The consultant shall advise the Contract Officer, in writing, if additional time
is needed.
Normal plan check operations will be conducted, as follows:

Upon completing the 1st review, the Consultant shall submit the "red lined" plans and a
copy of the applicable Plan Check List to the City. The City will providesupplemental
comment as necessary and, forward "red linedf' plans to the applicant.
2"d and SubsequentSubmittaIs
Upon receipt of the 2ndd round plan check subnnittal From the applicant and upon
completing the 2nd review, the Consultantshallsubmit"redlined' plans and a copy of the
applicable 2'11 review Plan Check List to the City. The City will provide supplemental
comment as applicable and forward 2"d review "red lined" plans to the applicant. The
process of applicant correction, Consultant review followed by City review and "red lined"
plan return to applicant shall continue until approvable plans are generated and a plan
approval letter is submitted to the City by the Consultant.
If necessary, the Consultant shall be available tomeetwithCitystaff and/Or theapplicant
to review the plan check comments. The Consultant tirvlll .communicate directly with the

applicantregardingplan checkissuesand clarifications. The City desi res an averageof no
more than 3 plan check rounds before final plan approval,
The Consultant shall also maintain a plan check log as follows to track the plan check
status. The plan check log shall include the following information:
1) ReceiptDate
2) Transmittal Dates
3) Who is Receiving the Information
4) Status of Plan Check
5) Project Description and City Plan Check Number
6) Plan Check Fees
The Consultant shall maintain all files for a period of three years. Copies of requested
files will be furnished to the City upon request.
