A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF LA QUINTA,
CALIFORNIA, RECOMMENDING THE REPEAL OF
SPECIFIC PLAN 87-009, FOR THE VILLAGE AT
LA QUINTA
REPEAL OF SPECIFIC PLAN 87-009
VILLAGE AT LA QUINTA
WHEREAS, the Planning Commission of the City of La Quinta, California,
did on the 26`" day of May, 1998, hold aduly-noticed Public Hearing for consideration
of a recommendation to repeal Specific Plan 87-009; and,
WHEREAS, said application has complied with the requirements of "The
Rules to Implement the California Environmental Quality Act of 1970" (as amended;
Resolution 83-68 adopted by the La Quinta City Councip in that the Community
Development Department has prepared an Initial Study (EA 98-353); and,
WHEREAS, the Community Development Director has determined that
the repeal of Specific Plan 87-009 will not have a significant adverse effect on the
environment and that a Negative Declaration of Environmental Impact should- be filed;
and
WHEREAS, upon hearing and considering all testimony and arguments,
if any, of all interested persons desiring to be heard, said Planning Commission did
find the following facts, findings, and reasons to justify a recommendation to repeal
said Specific Plan:
1. The proposed Specific Plan repeal will not be detrimental to the health, safety,
or general welfare of the community, either indirectly or directly, in that no
significant impacts have been identified.
2. The proposed Specific Plan repeal will not have the potential to degrade the
quality of the environment, as the repeal action does not involve physical
development, nor is it anticipated to significantly affect existing patterns or
trends in the Village area's development.
3. The proposed Specific Plan repeal does not have the potential to achieve short-
term environmental goals, to the disadvantage of long-term environmental
goals, as the proposal will not alter the types or intensity of the Village

Commercial uses already contemplated in the General Plan.
4. The proposed Specific Plan repeal will not have impacts which are individually
limited but cumulatively considerable when considering planned or proposed
development in the immediate vicinity, as repealing the Specific Plan will not
create any physical environmental impacts. The proposed Guidelines and
zoning are a consistent representation of the project type desired in The Village
area as long as the current General Plan land use designations are applicable.
5. The proposed Specific Plan repeal will not have environmental effects that will
adversely affect the human population, either directly or indirectly, as the
proposed Guidelines and Zoning revisions encourage uses similar to those
already assessed under ultimate development of the La Quinta General Plan and
for The Village at La Quinta Specific Plan, and which were addressed in the EIR
previously certified for the General Plan.
NOW, THEREFORE, BE IT RESOLVED by the Planning- Commission of the
City of La Quinta, California as follows:
That the recitations are true and correct and constitute the findings of the
Planning Commission for this Specific Plan repeal action.
2. That it does hereby recommend to the City Council repeal of Specific Plan 87-
009 for the reasons set forth in this Resolution.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the La
Quinta Planning Commission held on this 26"' day of May, 1998, by the following
vote, to wit:
AYES: Commissioners Abels, Gardner, Tyler, Woodard, and Chairman Butler.
NOES: Commissioner Seaton.
ABSENT: Commissioner Kirk
ABSTAIN: None
