Mr. Rob Ballew, the Executive Director of the Family YMCA of the Desert has been invited to attend the meeting to provide the Commission with information and answer questions the Commission may have regarding services and programs the YMCA offers. The YMCA is also under contract with the City to operate the Fritz Burns Pool during the summer. Swimming Lessons went from 40 minutes in length to 30 minutes in length. We did this so we could get more kids in swimming lessons in the morning before open and recreational swim began. We also did this because our parent -child classes had a hard time staying focused for the 40 minute lessons last summer. 2. The cost of swimming lessons increased: The lessons were $56 for members and $65 for non-members last summer. The cost was $65 for members and La Quints residents and $75 for non-members this summer. We increased costs to off -set an increase in wages for employees and the costs of open and recreational swim. 3. We offered senior water aerobics and adult water aerobics this summer, however the interest level has been relatively low thus far. We have suggested to a few customers that call and look into water aerobics at Eisenhower. Party rentals increased drastically: We went from 13 party rentals last summer to 20 rentals this summer. Nearly every elementary and some middle schools in La Quints utilized the pool for an end of the year party. Water Polo Clinics: We had comments from parents that they preferred a *drop -in approach for water polo. Many said that it was easier to come in when they had time as opposed to committing to two full weeks based on traveling schedules. Water polo was not as successful this summer. Water Aerobics: We only had about three customers ask about water aerobics this summer. However, those that did also mentioned allowing a lower drop -in rate that they could come in whenever they had the time. If we would like to go with this suggestion, we may look into offering it during regular swim lesson hours and/or during open/recreational swim time. In this light, no matter what the turnout, we could always offer the class for anyone wishing to take it (drop -in $5, $6 p/class?) 5 Swim Lessons: All in all, the number of participants in swimming lessons decreased. This is based on a number of factors: a. The cost of lessons increased due to an increase in wages b. The lessons were shorter. However, only three parents this summer wrote in evaluations that they would prefer 40-minute lessons c. We capped each class at 6 participants per class this summer. We did not do this last summer, so more could enroll per class. However, we found that parents were happier with smaller class sizes because their children received more one-on-one time. We did need to turn some away for each session due to classes being 'full' d. The 'La Quinta resident' fee was put in place this summer, which means that for every resident that paid the 'non-member' fee last summer, they actually paid the 'member' fee this summer. This generated less revenue e. All in all, the economy has been a tough hurdle to jump. The cost of everything is increasing, including gas and the overall cost of living. Keeping this in mind, our society is having a harder time participating in the 'fun summer activities' that they once enjoyed. We are seeing this in all aspects of our programs f. To fix this problem next year, our options are as follows: - Maintain the cost of lessons to balance employee wages, but increase lesson time so participants get more for their money. This plan will work until economy gets back on its feet - Offer more instructors for more lessons. In this light, even if a class is full, we will have the ability to start a waiting list and open another one at the same time and same level - Really market the 'financial aid' prospect. This may be needed now more than ever - Research and apply for grants from the Anderson Foundation (last year we had this grant and this year we did not). We will also apply for the Hannon Foundation in addition to the Anderson Grant to get' FREE SWIM LESSONS FUNDED Positives for the Summer Our numbers of open and recreational swimmers increased by two hundred participants this summer. • We had seven more party rentals than last summer, and more requests coming in after the pool closed October 1". 90% of our evaluations about the swimming lessons came back from our customers. Of those evaluations, 96% of them came back as all 5out-of-5. The other 5% had a couple of 4's. The staff was spectacular this year, from running swimming lessons to life guarding to training on using the lift for the pool. Many of them would like to return next summer. • Pristine did a much more thorough job this summer with pool. • We had waiting lists for our parent -child and pike swimming classes and had to open a couple more to accommodate our customers. What we need to work on • Finding a balance between costs of classes and amount of time for each class that suits our customers to the best of our abilities • Promoting some of the programs we have going on be it aerobics, swim lessons, City parties, etc • Targeting the adults of the community: how can we get the adults in doing lessons/aerobics/water sports, etc? • If we offer anything beyond 4PM : The City and YMCA need to promote hiring 'second shift' staff that would like to work from 4-7PM or 4-812M. Morning staff that does the swimming lessons and life guards from 8AM to 4PM won't be able to work evenings. • Keep all parties informed throughout the summer, including: YMCA employees, aquatics director, La Quints employees, etc. ADA Joyce Pena has prepared us to work with anyone with disabilities, and we appreciate her special situation for that. 7 APPROVAL OF MINUTES: 1 COMMUNITY SERVICES COMMISSION MINUTES November 17, 2008 CALL TO ORDER A regular meeting of the Community Services Commission was called to order at 5:30 pm by Chairperson Leidner. Commissioner Biegel led the audience in the Pledge of Allegiance. PRESENT: Commissioners Biegel, Brodsky, Darroch, Fitzpatrick, Gassman, Quill, Chairperson Leidner STAFF PRESENT: Edie Hylton, Community Services Director; Steve Howlett, Golf & Parks Manager; Christina Calderon, Recreation Supervisor; and Angela Guereque, Senior Secretary PUBLIC COMMENT - None. Approval of October 13, 2008 Minutes Motion - It was moved by Commissioners Fitzpatrick/Biegel to approve the minutes as submitted. Motion carried unanimously. CONSENT CALENDAR - None. PUBLIC HEARING - None. BUSINESS ITEMS 1. Consideration of Park Repairs and Improvements 0 Community Services Commission Minutes November 17, 2008 -2- Mr. Howlett presented the staff report Mr. Howlett stated that the new playground equipment for Fritz Burns Park may include an interactive "Simon Says" feature. Commissioner Fitzpatrick asked if the new equipment will be ADA compliant in which Mr. Howlett stated it would be. Commissioner Brodsky asked if skate stoppers would be used to prevent the damage to the sidewalk tiles at Fritz Burns Park. Mr. Howlett stated that he would look into that. Commissioner Gassman stated that the Commission should table the items on the list that are not health or safety related. Commissioner Quill asked staff where the money comes from for the improvements. Director Hylton stated that there are funds set aside for equipment replacement and Quimby Funds have been allocated for land acquisitions, Sports Complex Rehabilitation, and lighting at Colonel Paige. Commissioner Quill stated that the Master Plan survey showed that residents want more fitness and health in the City. Commissioner Biegel stated she agreed that safety items should be considered and the grass volleyball and disc golf could wait until the economy is different. Commissioner Fitzpatrick suggested the City look into partnering with Eisenhower Medical Center to help increase the disability amenities at Fritz Burns Park. Commissioner Fitzpatrick suggested the City partnership for a kid's project to tile the Desert Pride sandbox. Director Hylton stated that a decision needs to be made on whether to keep the sandbox or remove it. Chairperson Leidner stated that he is concerned about the finances the City is going to be facing and feels the Commission needs to be fiscally responsible. He suggested approving the park projects with the removal of the grass volleyball and the disc golf. Commissioner Quill stated that she represents a huge portion of La Quinta residents who have young children at home that would like things to do such as the grass volleyball and disc golf. Motion — It was moved by Commissioners Gassman/Fitzpatrick to recommend the proposed park improvements as revised by deleting the Adams Park trail and curbing; deleting the Seasons Retention Grass Volleyball; and deleting the 9-hole disc golf for the Fiscal Year 2009/2010 Budget. Motion carried with Commissioner Quill opposing. 91 Community Services Commission Minutes November 17, 2008 -3- Commissioner Quill stated she would like City Council to include all park projects that pertain to fitness and health into the Fiscal Year 2009/2010 Budget. 2. Consideration of Participation in Holiday Tree Lighting Ceremony and Breakfast with Santa Director Hylton presented the staff report. Commissioners Gassman and Fitzpatrick volunteered to participate in the Holiday Tree Lighting Ceremony and the Breakfast with Santa. Commissioner Biegel volunteered to participate in the Breakfast with Santa. Commissioner Darroch volunteered to participate in the Holiday Tree Lighting Ceremony. Motion - It was moved by Commissioners Biegel/Fitzpatrick to appoint Commissioners Biegel, Fitzpatrick, and Gassman to assist with the Tree Lighting Ceremony and Commissioners Darroch, Fitzpatrick, and Gassman to assist with the Breakfast with Santa. Monthly Department Report for October 2008 Commissioner Fitzpatrick suggested that if the deficit in Volunteer hours affects staff time she would like to be contacted to help out whenever needed. Commissioners Fitzpatrick and Gassman suggested the Savor A Taste be scheduled later in the evenings and/or to hold it in the Summer months. The Community Services Commission is being asked to select one outstanding senior recipient who meets the following criteria: the honoree should be at least 70 years old; reside in the City of La Quinta; demonstrate involvement in community affairs for a lengthy period of time; and personify a healthy and active attitude and lifestyle. Staff sent out a letter (Attachment 1) to the following organizations: La Quinta Chamber of Commerce, La Quinta Historical Society, La Quinta Rotary Club, Friends of the La Quinta Library, La Quinta Arts Foundation, Friends of the La Quinta Senior Center, and Soroptimist International of La Quinta requesting nominees for the 2009 Senior Inspiration Award Program. Three nominations were received, Mildred Donley from the La Quinta Chamber of Commerce; Alex Hertzberg from the Friends of the La Quinta Senior Center; and Yvonne Sessums. All three nominees met the criteria for the award and brief synopses are provided as Attachments 2, 3, and 4. Besides volunteering at The Chamber, Mildred has been volunteering at our local police station and from what we hear she is as caring, helpful and grarcious there too. He was also employed as an Engineering Program Manager with the Dept of Defense. In 1996 Mr. Hertzberg opted for an early retirement from the U.S. Army's Space and Missile Defense Command and following frequent vacations in this area, Mr. and Mrs. Hertzberg decided to establish their new residence in La Quinta. Alex has been a very active and dedicated volunteer at the La Quints Senior Center for the past 4 years. He is well respected and highly regarded by all participants of the Center's programs. Alex is very compassionate with the elderly and particularly with the disabled. In addition to being involved in various Senior Center activities, Alex is also the Centers contact person for the Riverside County Foundation on Aging - Nutrition Grants Program, which provides food for hungry seniors during Thanksgiving. Alex is the President of the Board of the "Friends of the La Quinta Senior Center". He recommends acquisition and donation by the "Friends" of new furnishings for the Senior Center. Alex is also the operator of the weekly 'Thursday at the movies„ program. FISCAL IMPLICATIONS: Dependent upon the Community Services Commission's direction, a recommendation to approve Art in Public Places funding of $6,000 will be forwarded to City Council. The Friends of the La Quinta Library have also agreed to donate $1,000 toward the project. BACKGROUND AND OVERVIEW: The Friends of the La Quinta Library have requested consideration to coordinate, design, and construct four 3' by 5' panels to be placed on the walls of the children's classroom at the La Quinta Library (Attachment 1). The Friends of the Library have requested Karen Kiley, Executive Director of the Scrap Gallery, to administer the panel project. Ms. Kiley will hold four art workshops with elementary school children to design the ideas and work with La Quinta High School students to create and assemble the panels. Once the panels are painted, recycled materials will be used to enhance and add texture to the project. If approved, this project will be coordinated with the City Librarian and The Friends of the Library. It is anticipated this project will take four months to complete. Nature through the eyes of children is the aim of a unique art creation proposed by the S.C.R.A.P. Gallery — The Art Museum for the Environment for the children's area of the La Quinta Public Library. The Four Seasons — Le Quattro Stagioni will be a series of four 3' x 5' panels designed by local children and reinterpreted on canvas by La Quinta High School artists. In addition to painting on canvas, a variety of selected found and reused objects will create an assemblage reflecting the ideas and the contemplations of children through their literary interaction at the library. The objects will offer an extra textural interest to the panels and encourage visitor interest. Working with Library staff, the S.C.R.A.P. Gallery will offer recycled art workshops for children and launch a contest for children to enter their interpretation of one of the four seasons. The winning entries will be selected by the Friends of the La Quinta Library and La Quints Library Children's Librarian to initiate the formation of the panels. The S.C.R.A.P. Gallery will then work with high school artists to create the paintings/assemblage panels. The S.C.R.A.P. Gallery is the only arts organization in the Coachella Valley dedicated to providing hands-on art opportunities for children and adults using recycled, found and/or reused materials. We believe that exploration with discarded materials that are then turned into art forms, enhances creativity, critical 21 thinking and curiosity —all components to making responsible and constructive global citizens. S.C.R.A.P. Gallery programs are developed by professional staff and through their connections within the community. Working and collaborating with other agencies, educators, artists and community members, inspires our organization to create artistic programs and projects that also offer solutions to environmental problems and concerns. The cost for this project will be approximately $6,000 and will include all materials; artist, management and staffing fees; and will include an honorarium of $1,000 to the La Quinta High School Art Department. BACKGROUND AND OVERVIEW: AGENDA CATEGORY: BUSINESS SESSION: 3 CONSENT CALENDAR: STUDY SESSION: PUBLIC HEARING: On October 4, 2008, the Community Services Commission held a Special Meeting to tour the Parks and Public Art. The Parks and Art Tour was held to provide the Commission an opportunity to visit the parks and make suggestions to the City Council for future repair and replacement projects as well as new amenities. On November 17, 2008 the Community Services Commission did not recommend the following projects for Fiscal Year 2009/2010: Adams Park Repair perimeter trail with new DG and install curbing $20,000 Seasons Retention Basin Grass volleyball (net with court lines and signage) $1,500 Location to be Determined 9-hole disc golf course $9,000 As a result of the Commission's Joint Session with the City Council on November 25, 2008, Commissioner Quill has requested that several items that were not recommended by the Commission for funding in Fiscal Year 2009/2010 year be reconsidered. The Commission may also want to discuss projects that are to be considered in Fiscal 23 Year 2010/2011. Staff was not able to obtain pricing on several of the projects listed below prior to the meeting, but could provide pricing at later date if the Commission would like more information. These markers are intended to guide hikers through the Cove Oasis to three main hiking trails: the Cove to Lake Cahuilla; the Boo Hoff; and the Bear Creek Oasis trails. These markers are made from recycled plastic and were purchased with grant funds. Color arrows have been placed on the markers to identify each trail. The arrow colors are orange for the Cove to Lake Cahuilla Trail, blue for the Boo Hoff Trail, and green for the Bear Creek Oasis Trail. Maps are also being developed with the same color coding. More markers will be installed in the near future as staff coordinates the installation with the Bureau of Land Management (BLM). The Civic Center Campus and City Hall were over -seeded the first week of November. The over -seeding for these areas was delayed a month because of scheduled events through the month of October. The resurfacing of the tennis courts at Fritz Burns Park has been delayed. Three informal bids were received for the project but now staff is working with the Public Works Department to see if the project needs to be advertised for formal bid. Two additional benches have been installed in the dog park at Pioneer Park.
