PCRES 2000-018. - ;~.~ PLANNING COMMISSION RESOLUTION 2000-018 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LA QUINTA, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL THAT IT DENY TRACT 25289, AMENDMENT #2 ENVIRONMENTAL ASSESSMENT 2000-398 LA QUINTA FAIRWAYS HOMEOWNERS' ASSOCIATION WHEREAS, the Planning Commission of the City of La Quinta, California, did, on the 25th day of April, 2000 hold aduly-noticed Public Hearing to consider Environmental Assessment 2000-398 prepared for Tract 25389 (Amendment #2), a request to have a resident exit gate for La Quinta Fairways at the intersection of Calle Rondo and Avenida Tujunga; and WHEREAS, the Community Development Department has prepared an Initial Study (EA 2000-398); and WHEREAS, upon hearing and considering all testimony of all interested persons desiring to be heard, said Planning Commission did find the following facts, _ findings, and reasons to justify a recommendation to the City Council to deny Amendment #2 to Tract 25389: The proposed Calle Rondo access gate will be detrimental to the health, safety, or general welfare of the adjacent neighborhood based on the findings of Environmental Assessment 2000-398. The proposed Amendment to Tract 25389 has the potential to degrade the quality of the environment, as the project in question is not consistent with City's General Plan Goals, Policies and Objectives. 3. The proposed Amendment to Tract 25389 may create long-term environmental problems for Calle Rondo residents due to an over concentration of traffic. 4. The proposed Amendment to Tract 25389 creates environmental effects that will adversely affect the human population, either directly or indirectly, as the proposed project will funnel La Quinta Fairways traffic onto Local Streets. 5. That there are no changes in circumstances which make it necessary to modify Condition #9 of Resolution 91-115 for Tract 25389. _ NOW THEREFORE, BE IT RESOLVED by the Planning Commission of the City of La Quinta, California, as follows: That the above recitations are true and correct and constitute the findings of the Planning Commission for this Environmental Assessment.
