The on -going review of standards in the Circulation Element is supported by the General Plan, as changing conditions warrant. 2. Public Welfare. The proposed amendment will not negatively impact public safety, insofar as the traffic engineer determined that the change will not affect roadway capacity. 3. General Plan Compatibility. The proposed General Plan amendment will be compatible with the other standards of the Circulation Element, and provides the City with greater flexibility in developing a safe, comprehensive circulation system. 4. Property Suitability. The proposed amendment is city-wide. The City's roadway system and functional classification system support the change. 5. Change in Circumstances. The continued development of the City requires the continued analysis of the best methods to build out a safe and efficient roadway system, and this amendment continues to support that development.
