A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LA QUINTA, CALIFORNIA, RECOMMENDING TO
THE CITY COUNCIL APPROVAL TO CHANGE THE
STANDARDS IN THE CIRCULATION ELEMENT OF THE
GENERAL PLAN RELATING TO MINIMUM INTERSECTION
SPACING ON MAJOR ARTERIALS FOR COMMERCIAL
FRONTAGE
CASE NO.: GENERAL PLAN AMENDMENT 2001-082
APPLICANT: CITY OF LA QUINTA
WHEREAS, the Planning Commission of the City of La Quinta, California,
did on the 11th day of December, 2001, hold a duly noticed Public Hearing to review
a General Plan Amendment to change the minimum intersection spacing on Major
Arterials for commercial frontage to 1,060 feet; and
WHEREAS, at said public hearing, upon hearing and considering all
testimony and arguments, if any, of all interested persons wanting to be heard, said
Planning Commission did make the following mandatory findings recommending
approval of said General Plan Amendment:
Internal General Plan Consistency. The proposed amendment to the Land Use
Map would change the standards for Major Arterials that require minimum
intersection spacing of 2,600 to 1,060 feet for commercial frontage. The
proposed amendment was analyzed by a professional traffic engineer, and was
determined to be a logical change in General Plan standards. The on -going
review of standards in the Circulation Element is supported by the General Plan,
as changing conditions warrant.
2. Public Welfare. The proposed amendment will not negatively impact public
safety, insofar as the traffic engineer determined that the change will not affect
roadway capacity.
3. General Plan Compatibility. The proposed General Plan amendment will be
compatible with the other standards of the Circulation Element, and provides
the City with greater flexibility in developing a safe, comprehensive circulation
system.
4. Property Suitability. The proposed amendment is city-wide. The City's roadway
system and functional classification system support the change.
5. Change in Circumstances. The continued development of the City requires the
continued analysis of the best methods to build out a safe and efficient roadway
system, and this amendment continues to support that development.

NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of La Quinta, California, as follows:
1 . That the above recitations are true and constitute the findings of the Planning
Commission in this case;
2. That it does hereby confirm the conclusion that the Environmental Assessment
(EA 2001-433) assessed the environmental concerns of the General Plan
Amendment; and,
3. That it does recommend approval to the City Council of GPA 2001-082 for the
reasons set forth in this Resolution and as contained in Exhibit "A" attached
hereto and made a part of.
PASSED, APPROVED, and ADOPTED at a regular meeting of the La
Quinta Planning Commission held on this 11th day of December, 2001, by the
following vote, to wit:
AYES: Commissioners Butler, Robbins, and Chairman Abels
NOES: Commissioners Kirk and Tyler
