The following comments are based upon my observations and requirements to approve the application of Change of Use and Occupancy. 1. Please provide written evidence of Community Development Department approval for this application. Please contact Community Development and apply for a Village Use Permit. Contact Community Development Department directly at (760) 777-7125. Please submit an approved copy of the Village Use Permit to Building Department. 2. As part of the Village Use Permit, it is a common requirement to provide public parking. Provide written evidence of Public Works Department approval for parking. Please submit a parking and site accessibility plan to Public Works Department for review and approval and forward an approved copy to the Building Department for review. Please contact the Public Works Department directly at (760) 777-7075. 3. Please provide written evidence from Riverside County Fire Department for Life Safety & Occupancy approval to the Building Department prior to the issuance of a Certificate of Occupancy by the Building Department for the Change of Use. Contact Walter Brandes, Fire Safety Specialist, directly at (760) 863-8886. 4. Please Submit a Floor Plan drawn to scale with an occupant load analysis. Prepare the occupant load analysis in accordance the 2001 California Building Code Table 10-A. The Floor Plan shall identify the use of each room. I have included an occupant load analysis at the end of this letter for your assistance. 5. Please submit information on the Floor Plan to provide readily achievable barrier removal to the disabled in public accommodation facilities. Demonstrate in Plan an accessible path of travel from parking, pedestrian walks, the main entrance and a toilet facility. A remodel permit will be required for accessible barrier removal construction. Please submit two (2) complete plan sets with an application to the Building Department for, review and approval. I have included illustration details for reference to assist with plan development to achieve accessibility compliance. 6. A building permit is required for the French door remodel and the relocation of the hot water heater to the storage room. Floors and landings on each side of a door shall not be more than '/z inch lower than the threshold of the door way. Please include notes and/or details for construction to correct the landing construction observed in the field during my site visit. You may include this scope of work with the change of use remodel permit application noted above or please submit a separate remodel permit application. 7. During the field inspection you disclosed to me that the pool is not used by employee, family or the public. Please submit an affidavit stating that the pool is not for use as a "swimming pool" in the common law sense of the term intended for public use, but is for landscaping and decorative purposes only. Please incorporate Community Development Village Use Permit, Public Works parking and accessibility plan along with a Building Department permit application with plans into one application and plan set submittal. Please submit a Building Department permit application with two (2) complete Plan sets for plan review and permit approval. Cross slopes of walking surfaces shall be the minimum possible and shall not exceed 114 inch (6 mm) per foot (2.083% gradient). The slope of any appreciably warped walking surface shall not ex- ceed 1 unit vertical in 12 units horizontal (8.33% slope) in any di- rection. Where pedestrian grade separations cross streets or other vehicular traffic ways, and where a street level crossing can rea- sonably and safely be used by persons with physical disabilities, there shall be provided conforming curb ramps and a usablepath- way. EXCEPTIONS: 1. When the grade differential of the walking sur- face of a pedestrian grade separation exceeds 14 feet (4267 mm) due to required height clearance and grade conditions, and the enforcing agencyfinds that because of right-of-way restrictions, topography or natural barriers, wheelchair accessibility or equivalent facilitation would create an unreasonable hardship, such accessibility need not be provided However, the requirements in these regulations relating to other types of mobility shall. be complied with. 2. Each lot or parking structure where parking is provided for the public as clients, guests or employees, shall provide accessible parking as required by this section. In parking facilities that do not serve a par- ticular building, accessible parking shall be located on the short- est accessible route of travel to an accessible pedestrian entrance of the parking facility. In buildings with multiple accessible en- trances with adjacent parking, accessible parking spaces shall be dispersed and located closest to the accessible entrances. Table 11B-6 establishes the number of accessible parking spaces re- quired EXCEPTION: This subsection shall not apply to existing facilities where compliance with local ordinances precludes satisfying the above requirements or of providing equivalent facilitation unless a change of occupancy occurs. 1129B.2 Less Than Five Spaces. When less than five parking spaces areprovided at buildings and facilities subject to these reg- ulations, one shall be 14 feet (4267 mm) wide and lined to provide a 9 -foot (2 743 mm) parking area and a 5 -foot (1524 mm) loading and unloading area.
