Please be advised the following conditions apply as a part of the conditions for the issuance of a building permit. \ 1) These conditions are for a shell building and will receive a shell final only. No fire and life safety clearance will be issued for a tenant space until the specific occupancy classification has been established and tenant improvement plans have been reviewed and conditioned by the Riverside County Fire Department. 2) Fire Department approval is based upon the 2001 CBC requirements for Group B occupancies. It is prohibited to use, process or store any materials in the occupancy that would classify it as a Group H occupancy per Sec. 307 of the 2001 CBC. 3) The Fire Department is required to set a minimum fire flow for the remodel or construction of all commercial buildings using the procedure established in the 2001 CFC. A fire flow of 2750 gpm for a 4 -hour duration at 20 psi residual operating pressure must be available before any combustible material is placed on the job site. 4) The required fire flow shall be available from a Super hydrant(s) (6" x 4"x 21/2" x 2'/2') located not less than 25' or more than 165' from any portion of the building(s) as measured along approved vehicular travel ways. 5) Prior to the issuance of a building permit, applicant/developer shall furnish one blueline copy of the water system plans to the Fire Department for review. Plans shall conform to the fire hydrant types, location and spacing, and the system shall meet the fire flow requirements. Plans must be signed by a registered Civil Engineer and/or the local water company with the following certification: "I certify that the design of the water system is in accordance with the requirements prescribed by the Riverside County Fire Department". 6) Install a complete fire sprinkler system per NFPA 13. The post indicator valve and fire department connection shall be located to the front within 25' to 50' of a hydrant, and a minimum of 25' from the building. System plans must be submitted to the Fire Department for review, along with a planllnspection fee. The approved plans, with Fire Department Job card must be at the job site for all inspections. 7) Whenever sprinkler overhead mains of 4" size or larger are provided, the Riverside County Fire Department requires documentation from a structural engineer that the roof structural members will be capable of supporting the weight of the water filled mains and attached lines. Provide appropriate detailed documentation, with a wet stamp and signature, by the project structural engineer. Valve monitoring, water -flow alarm and trouble signals shall be automatically transmitted to an approved central station, remote station or proprietary monitoring station in accordance with 2001 CBC, Sec. 904.3.1. An approved audible sprinkler flow alarm shall be provided on the exterior in an approved location and also in the interior in a normally occupied location. A C-10 licensed contractor must submit plans, designed in accordance with NFPA 72, 1999 Edition, to the Fire Department for review and approval prior to installation. 9) Install Knox Key Lock box, Model 3200, mounted per recommended standard of the Knox Company. If the building/facility is protected with a fire alarm system or burglar alarm system, the lock boxes will require "tamper" monitoring. Special forms are available from this office for the ordering of the Key Switch, this form must be authorized and signed by this office for the correctly coded system to be purchased. 10) All egress doors shall comply with CBC Sec. 1003.3.1.8 for proper door hardware. 11) Second floor shell construction must be provided with at least one man door during construction to allow access into the tenant space. 12) Provide an additional layer of sheet gypsum board behind the fire extinguisher cabinet where occurs in one- hour fire resistive construction as noted on Detail 24 of Sht All 2.1. (The exception to the additional layer of gypsum board would not occur if the cabinet is Listed as one-hour fire resistive.) 13) Combination fire/smoke dampers must be of either of spot/area detection type or Listed for in -duct applications. Air -sampling tube type duct smoke detectors will not be accepted for Combination fire/smoke dampers activation, as they will not detect smoke below Listed velocities of air movement or static conditions while air -handling equipment is not operating. 14) Install portable fire extinguishers per Tittle 19, but not less than 2A1 OBC in rating. Contact certified extinguisher company for proper placement of equipment. 15) Approved building address shall be placed in such a position as to be plainly visible and legible from the street and rear access if applicable. Building address numbers shall be a minimum of 12" for building(s) up to 25' in height, and 24' in height for building(s) exceeding 25' in height. All addressing must be legible and of a contrasting color with the background. 16) Electrical room door shall be posted "ELECTRICAL ROOM" on the outside of door. As requested, we have reviewed the referenced Geotechnical Investigation report as it relates to the design and construction of the proposed commercial complex. The project site is located north of Avenue 48 west of Caleo Bay in the .Lake La Quinta area of the City of La Quinta, California. The referenced Geotechnical Investigation report includes recommendations for the design and construction of the commercial building foundations. Based upon our review of the referenced report and our previous site observations, it is our opinion that the recommendations included in the above referenced report remain applicable for the proposed development. Footings should extend at least 12 inches beneath lowest adjacent grade. Isolated square or rectangular footings at least 2 feet square may be designed using an allowable bearing value of 1500 pounds per square foot. Continuous footings at least 12 inches wide may be designed using an allowable bearing value of 1500 pounds per square foot. Allowable increases of 200 psf for each additional 1 foot of width and 250 psf for each additional 6 inches of depth may be utilized if desired. The maximum allowable bearing pressure should be 3000 psf. The allowable bearing pressures are for dead and frequently applied live loads and may be increased by 1/3 to resist wind, seismic or other transient loading. 47-�¢7 " may. February 18, 2005 -2- Project No. 544-5137 05-02-193 The recommendations made in the preceding paragraph are based on the assumption that all footings will be supported by properly compacted soils. Prior to the placement of the reinforcing steel and concrete, we recommend that the footing excavations be inspected in order to verify that they extend into the firm compacted soils and are free of loose and disturbed materials. Settlements may result from the anticipated foundation loads. These estimated ultimate settlements are calculated to be a maximum of 1 inch when using the recommended bearing values. As a practical matter, differential settlements between footings can be assumed as one- half of the total settlement. These elastic settlements are expected to occur during construction. Resistance to lateral loads may be. provided by a combination of friction acting at the base of the slabs or foundations and passive earth pressure along the sides of the foundations. A coefficient of friction of 0.45 between soil and concrete may be used for dead load forces only. A passive earth pressure of 275 pounds per square foot, per foot of depth, may be used along the sides of footings which are poured against properly compacted native or approved import soils. Retaining walls may be required to accomplish the proposed construction. Cantilever retaining walls may be designed using "active" pressures. Active pressures may be estimated using an equivalent fluid weight of 35 pcf for native backfill soils with. level free -draining backfill conditions. For walls that are restrained, "at rest".pressures should be utilized in design. At rest pressures may be estimated using an equivalent fluid weight of 55 pcf. Walls should be provided with adequate drainage. As described within the previous reports, the subject lot was previously graded during the initial rough grading of the Lake La Quinta development. The rough grading included overexcavation. of the native surface soils along with the placement of engineered fill material to construct the building pads. The site grading is summarized in the previous grading reports along with the compaction test results. The referenced reports include recommendations pertaining to the construction of residential . structure foundations. Based upon our review of the referenced reports, it is our opinion that the structural values included in these reports remain applicable for the design and construction of the proposed residential structure foundations. It should be noted that the site is located within'a seismically active area of Southern California and it is likely that the proposed structures will experience strong ground shaking as a result of an earthquake event along one of the faults in the region during the expected life of the development. As a minimum, structures should be designed based upon Seismic Zone 4 design criteria included in the Uniform Building Code (UBC). The potential for liquefaction or other geologic/seismic hazards occurring at the site is considered to be negligible. Testing indicated soluble sulfate content of less than 1000 ppm that is generally considered non -corrosive with respect to concrete. The use of special sulfate resistant concrete unit designs should not be necessary. Concepts contained in the code that will be relevant to construction of the proposed structures are summarized below.
