The HOA performed voluntary seismic modifications to some 1200 units all with individual permits over a 6 year time period. Later on, when we encountered the slab problems due to soils and fault line issues, the HOA prepared slab/footing repairs designed by Dunn Savoie Engineers. On several submittals, the plans were reviewed but no application was required because the voluntary scope of work was not an area covered by the plan check permit application. This was confirmed by several discussions with Gregg Butler and documentation. This is my recollection, but there may have been an application fee paid. Some of the addresses included as part of our slab/footing repairs are the following: 55111 Firestone, 55272 Firestone, and 55837 Congressional.
