sites and artifacts.
There being no other changes it was unanimously approved.

the possibility of including their website.
o A note on the plaque which is located at the Palm Desert
National Bank (PDNB).
The Commissioners were in agreement on the title photo and the fact
that staff was heading in the right direction. They asked if they would
continue to receive updates on the brochure. Staff replied they would.

A. Update on California Preservation Conference - Palm Springs,
California - April 16-19, 2009.
Planning Manager Sawyer referred to the packet enclosure and said
the City would provide the registration cost and make car pool
arrangements.
Commissioner Sharp asked where the Conference was actually being
held. Staff said they did not have that information presently but
would be updating the Commissioners as soon there was more
information available.
Staff discussed the printed material and pointed out there were
various sessions the Commissioners could attend. Commissioner
Redmon asked if they could submit their suggested session lists to
staff for reservations. Staff responded they could.
Commissioner Wright commented he would be unable to attend the
Conference as he would be out of town on those dates.

A. Phase 1 Review of City Historic Sites Map

Planning Manager David Sawyer presented a mock-up brochure with
suggested information/photos of the City's historic sites as previously
suggested by the Commissioners. He then offered to answer any
Commissioner questions.
Commissioner Sharp commented on an article in The Desert Sun about
Old Town La Quinta's website, and suggested adding the map to that
website. Staff said it could not be added as it was not a City website.

Recreation Supervisor, Tustin Larson introduced and explained
his involvement with the design and update of the City's current Art,
and Bike Maps. He explained the procedures staff would be following
to prepare and complete the Historic Sites map. He also described
how long each step of the process would take as well as budget
considerations.
Planning Manager Sawyer said staff's goal was to have the brochure
ready to go at the beginning of the next fiscal year, with anticipated
completion by the end of July.
Discussion followed on various items shown on the map and it was
noted that this would be a driving, not walking, map.
The following items were discussed:
• How and when updates would be brought back to the Commission.
• How the Commission would be notified if there was a change or
delay in preparing the map.
• Making City Hall the starting point of the map.
• There should only be about 10 items on the map.
• There should be a brief note under each item title.

A. Confirmation of Attendance for City of Rancho Mirage Recognition of
Designated Sites on February 24, 2009.
Staff commented that Commissioner Wilbur wished to attend this
presentation. Commissioner Redmon said she would be attending and
they could carpool.
B. Chairwoman Puente asked about sending a welcome letter, on behalf
of the Commission, to the California Preservation Conference. Staff
stated a letter had already gone out under Mayor Adolph's signature
and that should suffice. The Commissioners agreed.
Vill. PLANNING STAFF ITEMS:
A. There was a question about the La Quinta Hotel update; what was
happening with it and when it would come before the Commission.
Ms. Wiedmaier from The Desert Sun, commented there would be a
meeting at the La Quinta Hotel on February 22, 2009, at 3:00 p.m.
with a presentation of the proposed changes.
Planning Manager Sawyer said, as part of the total application, the
Commission would be reviewing archaeological, paleontological, and
historical reports. He anticipated the reports would be completed and
scheduled within the next several months.
There was general discussion of what the changes might be and staff
advised the Commissioners that the information they were concerned
about would be included in the historic report. The Resort is
proposing some significant changes M which will be included in the
reports.
Planning Manager Sawyer said s ff t about the creation
of a historical district. Commissioner Wright asked if the Cove District
would be included and staff responded it would only involve the

RE: Final Report on Archaeological & Paleontological Monitoring of Earth -
Moving Activities at Tentative Tract 33076
In recent meetings, the Historic Preservation Commission has requested to be
appraised of the outcome of any final reports of archaeological and paleontological
monitoring. Staff reviews these reports upon receipt for compliance with their
respective mitigation monitoring programs and files them with their respective cases.
In compliance with the mitigation monitoring requirements of Tract 33076, CRM Tech
has submitted their final monitoring reports on behalf of La Quinta Partners, LLC,
developers of The Madison Club.
The final paleontological report noted that no significant paleontological localities were
identified within the project area. The final archaeological report noted the discovery
of four archaeological sites and six isolates during grading, including three human
cremation remains confirmed by the Coroner and the remnants of an aboriginal
structure dating to different periods. The site which included human remains was
identified as potentially eligible for listing in the California Register of Historical
Resources. Area Tribal representatives were consulted on all findings.
The final reports noted that the investigative work, data recovery, and re -interment of
cremation remains fulfilled their portion of the required mitigation measures and
included the statement that the project has been undertaken in compliance with
CEQA and City guidelines on cultural and paleontological resources.
Due to the sensitivity of this information, the Management Summary for each report
is attached for your review. The full reports are available for Commission Members to
review at the Planning Department and at the time of the March 19`h Commission
meeting.

MANAGEMENT SUMMARY
Between February 2005 and September 2008, at the request of N.D. La Quinta
Partners, LLC, CRM TECH carried out an archaeological monitoring program
during earth -moving operations on Tentative Tract No. 33076 in the City of La
Quinta, Riverside County, California. The subject property consists of 470 acres
of rural land located on the south side of Avenue 52, between Madison and
Monroe Streets, within Section 10 of T6S R7E, San Bernardino Base Meridian.
The monitoring program was required by the City of La Quinta, Lead Agency
for the project, pursuant to the California Environmental Quality Act (CEQA)
and the City's Historic Preservation Ordinance.
The purpose of the monitoring program is to assist the City of La Quinta and the
project proponent in identifying, evaluating and, if necessary, protecting any
subsurface archaeological resources encountered during grading and other
earth -moving operations in the project area, as mandated by CEQA and the City
ordinance. In order to accomplish these objectives, CRM TECH provided on -
site monitoring services, carried out data recovery excavations, and pursued
laboratory analysis of all items recovered through the field procedures.
As a result of the monitoring program, four archaeological sites and six isolated
finds were recorded within the boundaries of the project area. Site CA-RIV-7841
(33-14734) consisted of three human cremation remains and the remnants of an
aboriginal structure dating to differing time periods. Sites CA-RIV-7842 (33-
14735), -8094 (33-15327), and -8095 (33-15328) consisted primarily of ceramic
sherds from bowls, storage vessels, water jars, and cooking pots. Because Sites
CA-RIV-7842, -8094, and -8095 have not yielded any important information
regarding the prehistory of the Coachella Valley, they do not appear to qualify
as "historical resources" under CEQA guidelines.
Site CA-RIV-7841 appears to be a "historical resource," as defined by CEQA,
because of the type of information it held regarding prehistoric activities in the
Coachella Valley. Furthermore, not only is the presence of human remains
scientifically significant, but they are even more important to the living
descendents of the ancient families once inhabiting this village. Thus, the
cremation features identified at Site CA-RIV-7841 contribute to the significance
of the site and its eligibility for listing in the California Register of Historical
Resources.
Because CA-RIV-7841 constitutes a historical resource under CEQA, proper
mitigation measures are required at the site to reduce project impacts to levels
less than significant. The mitigation requirement has been partially fulfilled
through data recovery during this study, culminating with the compilation and
presentation of this report, and will be concluded when proper repatriation and
reinterment of the cremation remains and associated grave goods are carried out
in coordination with the Torres -Martinez Desert Cahuilla and when the
remaining artifacts are curated at an appropriate facility.

Based on these findings, CRM TECH recommends to the City of La Quinta a
determination that the grading operations and other earth -moving activities
monitored during this study have had no unmitigated effects on the significance
of a "historical resource," and that the project has been undertaken in
compliance with CEQA and City guidelines on cultural resources.
Copies of the final report have been submitted to N.D. La Quinta Partners, LLC
and the Eastern Information Center at the University of California, Riverside.
Field notes, photographs, and original maps pertaining to this study are on file
at the CRM TECH office in Riverside, California.

MANAGEMENT SUMMARY
Between February 2005 and September 2008, CRM TECH carried out a
paleontological monitoring program on approximately 470 acres of rural land in
the City of La Quinta, Riverside County California. The project area, Tentative
Tract No. 33076, is located on the south side of Avenue 52, between Madison and
Monroe Streets, within Section 10 of T6S R7E, San Bernardino Base Meridian.
The monitoring program is part of the environmental review process for the
proposed development project on the subject property. The purpose of the study
is to assist the City of La Quinta and the project proponent, N.D. La Quinta
Partners, LLC, in protecting any significant nonrenewable paleontological
resources encountered during grading and other earth -moving operations in the
project area, as mandated by the California Environmental Quality Act (CEQA)
and the City's Historic Preservation Ordinance.
In order to accomplish this objective, CRM TECH provided on -site monitoring
services during grubbing, grading, and trenching activities associated with the
proposed development project, collected soil samples, and completed analysis of
materials recovered. As a result of these procedures, no significant
paleontological localities were identified within the project area. Analysis of soil
samples collected from the property indicate that only the common varieties of
freshwater mollusks and ostracods are present in the sediments in the project
area.
Based on the findings of the paleontological work carried out in the project area,
CRM TECH recommends to the City of La Quinta and N.D. La Quinta Partners,
LLC, a finding that the earth -moving operations on Tentative Tract No. 33076
have been undertaken in compliance with CEQA provisions on paleontological
resources. No further paleontological investigation is recommended for the
project unless development plans undergo such changes as to include areas not
covered by this study.
