2000 06 06 RDA Minutes LA QUINTA REDEVELOPMENT AGENCY MINUTES JUNE 6, 2000 A regular meeting of the La Quinta Redevelopment Agency was called to order by Chairperson Henderson. PRESENT: Board Members Adolph, Pe~a, Perkins, Sniff, Chairperson Henderson ABSENT: None PUBLIC COMMENT - None CLOSED SESSION 1. Conference with Agency's real property negotiator, Mark Weiss, pursuant to Government Code Section 54956.8 concerning potential terms and conditions of acquisition and/or disposition of real property located at the southeast corner of Washington Street and Miles Avenue. Property Owner/Agent: The North Central Group. 2. Conference with Agency's real property negotiator, Mark Weiss, pursuant to Government Code Section 54956.8 concerning potential terms and conditions of acquisition and/or disposition of real property located on the south side of Highway 111 between Washington Street and Adams Street. Property Owner/Negotiator: Kenny Cruz. 3. Conference with Agency's real property, Mark Weiss, pursuant to Government Code Section 54956.8 concerning potential terms and conditions of acquisition and/or disposition of real property located on the southeast corner of Highway 111 and Washington Street. Property Owner/Negotiator: Dale Frank. 4. Conference with Agency's real property negotiator, Jerry Herman, pursuant to Government Code Section 54956.8 concerning potential terms and conditions of acquisition and/or disposition of real property located at the northwest corner of Jefferson Street and Avenue 48. Property Owner/Agent: Catellus Residential Group. The Agency recessed to Closed Session to and until the hour of 7:00 p.m. 7:00 P.M. PUBLIC COMMENT - None Redevelopment Agency Minutes 2 June 6, 2000 PUBLIC HEARINGS JOINT PUBLIC HEARINGS WITH THE LA QUINTA CITY COUNCIL 1. JOINT PUBLIC HEARING BETWEEN THE LA QUINTA REDEVELOPMENT AGENCY, THE CITY OF LA QUINTA, AND CATELLUS RESIDENTIAL GROUP TO CONSIDER TERMINATION OF TWO AFFORDABLE HOUSING AGREEMENTS BETWEEN THE REDEVELOPMENT AGENCY AND CATELLUS RESIDENTIAL GROUP. Community Development Director Herman reported staff is requesting a continuance to June 20, 2000. MOTION - It was moved by Board Members Sniff/Adolph to continue the public hearing to consider termination of two Affordable Housing Agreements with Catellus Residential Group to June 20, 2000. Hal Lynch, 101 Shipyard Way, Newport Beach, representing Recreaction Group Companies, commented on the prospect of his company working with the City. Paul Svenson, 82-243 Ogden, Indio, stated he hoped to see this resolved soon because people are waiting to purchase homes in the development. Frank Spevacek, consultant with RSG, advised the units with moderate-income covenants can still be sold, but not the market-rate units at this time. However, reservations can be taken on the market-rate units in anticipation of a finalized agreement. Motion carried unanimously. 2. JOINT PUBLIC HEARING BETWEEN THE LA QUINTA REDEVELOPMENT AGENCY, THE CITY OF LA QUINTA, AND RECREACTION GROUP OF COMPANIES AND LINC HOUSING TO CONSIDER TWO AFFORDABLE HOUSING AGREEMENTS BETWEEN THE REDEVELOPMENT AGENCY AND RECREACTION GROUP OF COMPANIES AND LINC HOUSING. Community Development Director Herman reported staff is requesting a continuance to June 20, 2000. Redevelopment Agency Minutes 3 June 6, 2000 MOTION - It was moved by Board Members Sniff/Adolph to continue the public hearing to consider two Affordable Housing Agreements with Recreaction Group of Companies and LINC Housing to June 20, 2000. Motion carried unanimously. CONFIRMATION OF AGENDA - Confirmed APPROVAL OF MINUTES MOTION - It was moved by Board Members Pe~a/Sniff to approve the Minutes of May 16, 2000, as submitted. Motion carried with Board Member Perkins ABSTAINING. CONSENT CALENDAR 1. APPROVAL OF DEMAND REGISTER DATED JUNE 6, 2000. MOTION - It was moved by Board Members Sniff/Adolph to approve the Consent Calendar as recommended. Motion carried unanimously. BUSINESS SESSION - None STUDY SESSION - None DEPARTMENT REPORTS - None CHAIR AND BOARD MEMBERS' ITEMS - None The Agency recessed to Closed Session as delineated on Page 1. The Agency meeting reconvened with no decisions being made in Closed Session which require reporting pursuant to Section 54957.1 of the Government Code (Brown Act).
