LA QUINTA REDEVELOPMENT AGENCY
MINUTES
May 5, 2009
A regular meeting of the La Quinta Redevelopment Agency was called to
order by Chairman Kirk.
PRESENT: Agency Members Adolph, Franklin, Henderson, Sniff,
Chairman Kirk
ABSENT: None
PUBLIC COMMENT -None
CLOSED SESSION
1. Conference with Agency's real property negotiator, Douglas R. Evans,
pursuant to Government Code Section 54956.8 concerning potential
terms and conditions of acquisition and/or disposition of real properties
identified as APNs: 773-370-028 and -029 (Silverhawk Apartment
Homes). Property Owner/Negotiator: Apartments at La Quinta
Village, LP, James C. Gianulias; and Deutsch Bank, Berkshire
Mortgage, Inc., Mark S. Pencheck, Esq.
2. Conference with Agency's real property negotiator, Douglas R. Evans,
pursuant to Government Code Section 54956.8 concerning potential
terms and conditions for the acquisition and/or disposition of real
property located southeast of the Miles Avenue and Washington
Street intersection and north of the Whitewater Channel. Property
Owner/Negotiator: CP Development La Quinta, LLC, Richard Oliphant.
The Redevelopment Agency recessed to Closed Session to and until the hour
of 7:00 p.m.
700 P.M_
The Redevelopment Agency meeting was reconvened with no decisions
being made in Closed Session which require reporting pursuant to
Government Code Section 54957.1 (Brown Act).

APPROVAL OF MINUTES
MOTION - It was moved by Agency Members Sniff/Adolph to approve the
Redevelopment Agency Minutes of April 21, 2009, as submitted. Motion
carried unanimously.
CONSENT CALENDAR
1. APPROVAL OF DEMAND REGISTER DATED MAY 5, 2009.
MOTION - It was moved by Agency Members Sniff/Adolph to approve
the Consent Calendar as recommended. Motion carried unanimously.
BUSINESS SESSION -None
STUDY SESSION
1. DISCUSSION REGARDING ESTABLISHING A NEW AFFORDABLE
HOUSING PROGRAM INVOLVING THE PURCHASE, REHABILITATION,
AND SALE OR RENTAL OF FORECLOSED SINGLE FAMILY HOMES.
Assistant City Manager-Development Services Evans presented the
staff report.
Agency Member Sniff stated the City has purchased 50 homes for 53
million in the past to protect a $1 million investment; and suggested
staff purchase 20 homes and approve Option 3, and can add to the
inventory if the Commission continues for a length of time.
Agency Member Henderson questioned if staff is looking for direction
on the number of units to purchase. Assistant City Manager-
Development Services Evans stated it would be desired if the Agency
concurred on a target range as staff will be looking at opportunities
and work with bands to purchase in groups. Agency Member

Henderson stated she has no problem with purchasing 20 homes as
long as there is some flexibility of the purchases.
Chairman Kirk stated the target could be 15 to 20 units with the
flexibility to purchase more if it was cost effective; stated this is the
right time and right place to purchase; there are houses in our
neighborhoods that are being affected due to the foreclosures and lack
and property maintenance; this is an opportunity to stabilize the
community and provide jobs to contractors; and conveyed his support
of staff's recommendation with Option 3 for the Housing Authority.
Agency Member Adolph concurs with the comments made; unsure
with which direction want to go regarding maintenance of homes; and
questioned if staff will be acquiring houses that need attention.
Agency Member Sniff stated there is a need to deal with this issue.

Sniff/Adolph to adjourn. Motion carried unanimously.
