Fire Department personnel have reviewed and have approved the plans you submitted for the
above referenced project. Please be advised the following conditions apply as a part of the
conditions for the issuance of a building permit.
The following conditions must be met prior to occupancy:
Deferred Submittals Required:
1) Fire Sprinkler — Tenant Improvement plans must be submitted and reference the installing
contractor performing the work. Permit fees in the amount of $614.00 will be required.
2) Fire Alarm — Tenant Improvement plans must be submitted and reference the installing
contractor performing the work. Permit fees in the amount of $627.00 will be required.
3) Hood Suppression System- Tenant Improvement plans must be submitted and reference the
installing contractor performing the work. Permit fees in the amount of $215.00 will be
required.
4) High -Pile & Rack Storage — Tenant Improvement plans must be submitted showing the
changes of layout and type of racks and shelving as affected by this tenant improvement.
Permit fees in the amount of $348.00 will be required.
Buildings/facilities
1) Install Knox Key Lock box, mounted per recommended standard of the Knox Company. If
the building/facility is protected with a fire alarm system or burglar alarm system, the lock
boxes will require "tamper" monitoring. Special forms are available from this office for the
ordering of the Key Switch. This form must be authorized and signed by this office for the
correctly coded system to be purchased.
2) Provide keys to the tenant space for inclusion in the main building Knox Box. Key(s) shall
have durable and legible tags affixed for identification of the correlating tenant space.
3) Approved- building address shall be placed in such a position as to be plainly visible and
legible from the street and rear access if applicable. Building address numbers shall be a
minimum of 12". Minimum 6" tall suite addressing shall be provided to both the front and
rear entrances. All addressing must be legible and of a contrasting color with the background
and adequately illuminated to be visible from the street at all hours.
Other requirements:
1) Install portable fire extinguishers per Title 19, but not less than 2AIOBC in rating. All new
and existing portable fire extinguishers shall have current annual servicing performed and
tagged.
2) All fire -rated drop door assemblies are required to have a current annual certification at time
of final inspection.
3) Applicable room door(s) shall be posted "ELECTRICAL ", "FACP", "FIRE RISER" and
"ROOF ACCESS" on the outside of the door so it is visible and in a contrasting color.
4) A durable sign stating "This door to remain unlocked during business hours" shall be placed
on or adjacent to the front exit doors. The sign shall be in letters not less than one inch high
on a contrasting background.
5) Illuminated Exit Signage and Egress Illumination placement and functional test will be
witnessed by OFM Fire Inspector at time of final inspection.
6) Exit designs, exit signs, door hardware (panic hardware), exit markers, exit doors, and exit
path marking shall be installed per the 2013 California Building Code.
7) Air handling systems supplying air in excess of 2000 cubic feet per minute to enclosed spaces
within buildings shall be equipped with an automatic shutoff. 2013 California Mechanical
Code.
8) Access shall be provided to all mechanical equipment located on the roof as required by the
Mechanical Code.
The Fire Department approved plans and conditions letter must be at the job site or NO inspection
will be performed.
Applicant/installer shall be responsible to contact the Fire Department to schedule inspections.
Requests for inspections are to be made at least 72 hours in advance and may be arranged by
calling (760)863-8886.
SUBJECT TO FIELD INSPECTION - Nothing in our review shall be construed as encompassing
structural integrity. Review of this plan does not authorize or approve any omission or deviation
from all applicable regulations. Final approval is subject to field inspection.

I have been retained by Mr. Joe Donati, Niche Builders, Inc: (Permit Applicant) to provide pre -

submittal consulting services for the above referenced Tenant Improvements. The project has
'
received a Conditional Use Permit (Permit No. 2015-0004) for a family entertainment center,
full -service restaurant, and bar with a beer and wine license. The family entertainment will'
consist of a state-of-the-art laser tag game, a high ropes course, laser made, and video games. To '
compliment the family entertainment, there will be several Party Rooms on each level reserved
for birthdays and other types of celebrations. In addition, there will also be several
administrative offices on the second level. Thus, the occupancy groups for this establishment
will be A-2 (Restaurant), A-3 (Amusement Arcade/Special Amusement), and B (Offices).
The existing building is a two-story, conventional light wood -framed, structure: The wood- '
framed roof structure is exposed to the interior of the building. The approximate ground floor - w
area (interior and exterior covered area) is 15,787 SE The approximate second`floor area is
4,059. The approximate gross building area is 19,846 SF. The building contains an existing
automatic fire sprinkler system that will be modified as required for the new improvements.;'
Thus, it is my opinion, this building is currently classified as Type V-B Construction.
The applicant desires to retain the exposed wood -framed roof structure and much of the existing, .
rooms, walls, doors, floors, ceilings, that are currently non -rated construction. After several code -
analysis based on the above building parameters and an A-2 (non -separated, most restrictive), I
concluded the building would require to be re-classified as a Type V-A Construction structure.
This would require the structural elements, inclusive of the exposed wood -framed roof structure,
to be protected equal to a 1-hour fire -resistance rating: .

Since my final analysis was not in agreement with the applicants goals, I decided to research any
available information regarding the new 2016 CBC code edition that will commence on January
1, 2017. This new edition is not available to the public until July, 1, 2016. However, I was able
to research a printing of the model code, the 2015 IBC. It appears the IBC Chapter 5 tables have
been amended in several ways that are beneficial to our project. Upon review of the basic values
found in Tables 504.3. 504.4. and 506.2 for an A-2 occupancy (non -separated, most restrictive I
concluded our project qualifies as a Type V-B Construction where all structural elements can be
non -rated. The basic values for an A-2 (non -separated. most restrictive) are: 60' maximum
building height (ok): 2 stories (ok): and 18.000 SF allowable area per floor old)^
To confirm, I researched any proposed amendments by California state agencies, specifically, the
Office of the State Fire Marshal, to the above referenced tables. I found no proposed
amendments pending. Perhaps you are able to confirm my findings should you have access to a
copy of the upcoming 2016 CBC.
On behalf of the applicant and in accordance with CBC Section 104.11, we are requesting the
project be allowed to incorporate 2015 IBC Tables 504.3, 504.4 and 506.2 into our design so that
we may classify the structure as a Type V B Construction where all structural elements can be
non -rated.

accordance with Secton 903.3.1.2 (NFPA 13R).
Since there are no specific height limitations for
buildings permitted to use an NFPA 13D sprinkler
system, the height limitations for a nonsprinklered
building should be used for this option.
Note a: Chapters 4 and 5 contain provisions for
special detailed requirements based on use and
occupancy, some of which include exceptions to
these height limitations. An example is open parking
garages, Section 406.5. Open parking garages have
their own area and height limitations stated in Table
406.5.4. Similarly, this chapter contains some
provisions that are exceptions to the height limitations
contained in this section. An example is Section 507,.
which contains different height limits for unlimited
area buildings.
Note b: Section 903.2 specifies thresholds for
occupancies that require sprinklers, regardless of

height and area or type of construction. For instance,
a fire area containing a Group A-2 occupancy greater
than 5,000 square feet (465 mz), or an occupant load
greater than 100, or one that is located above the
level of exit discharge must be equipped with a
sprinkler system, as well as all of the intervening
floors from the level of exit discharge to the floor
containing the A-2 fire area. If there were floors above
this occupancy that were not sprinklered, then the
building would be designed based on "NS,"
Nonsprinklered, because the building is not equipped
throughout with a sprinkler system.
Note c: This is a specific mention of an item in
Section 903.2 as already mentioned in Note b. All
new construction in Group H occupancies is required
to be equipped with a sprinkler system. Therefore the
"NS" row will never apply.
Note d: There are some applications where "NS"
values are given, but do not apply to new

505.2.1 Area limitation. The aggregate area of a mezzanine
or mezzanines within a room shall be not greater than one-
third of the floor area of that room or space in which they are
located. The enclosed portion of a room shall not be included
in a determination of the floor area of the room in which the
mezzanine is located. In determining the allowable mezzanine
area, the area of the mezzanine shall not be included in the
floor area of the room.
Where a room contains both a mezzanine and an equip-
ment plarfonn, the aggregate area of the two raised floor lev-
els shall be not greater than two-thirds of the floor area of that
room or space in which they are located.
Exceptions:
1. The aggregate area of mezzanines in buildings and
structures of Type I or II construction for special
industrial occupancies in accordance with Section
503.1.1 shall be not greater than two-thirds of the
floor area of the room.
2. The aggregate area of mezzanines in buildings and
structures of Type I or II construction shall be not
greater than one-half of the floor area of the room in
buildings and structures equipped throughout with
an approved automatic sprinkler system in accor-
dance with Section 903.3.1.1 and an approved emer-
gency voice/alarm communication system in
accordance with Section 907.5.2.2.
•:• So as not to contribute significantly to a building's
inherent fire hazard, a mezzanine is restricted to a
maximum of one-third of the area of the room with
which it shares a common atmosphere. The area
may consist of multiple mezzanines open to the same
room at the same or different levels, provided that the

5061.2 Mixed -occupancy, one-story buildings. The allow-
able area of a mixed -occupancy building with no more than.
one story above grade plane shall be determined in accor-
dance with the applicable provisions of Section 508.1 based
on Equation 5-1 for each applicable occupancy.
The allowable area of a building with more than one
occupancy is dependent upon the option used in Sec-
tion 508 for the multiple occupancies. The commen-
tary for Section 508 will delve into this in some detail.
The code provides three basic options for mixed
occupancies: accessory occupancies, nonseparated
occupancies and separated occupancies. The avail-
ability of the options depends upon the area of each
story desired for each different occupancy and the
relationship of one occupancy to the other.
Example: A single -story business office of 23,000
square feet (2137 m2) contains a lunch room that is
2,000 square feet (186 m2) in area. The main
occupancy is Group B and the accessory occupancy
is Group A-2. Since the Group A-2 occupancy has a
floor area of less than 10 percent of the overall floor
area of the single story, this can be viewed as an
accessory occupancy and there is no fire separation
requirement between the Group A-2 and B
occupancies. For purposes of evaluating the area
limitation, the building is evaluated. solely as Group B.
In contrast to the accessory occupancy provisions
illustrated above, the fundamental concept for
nonseparated occupancies is that the allowable
building areas are based upon the most restrictive
requirements of each of the occupancies in the mixed
occupancy building.
Example: A single -story Type 11B building contains
both Group B and M occupancies and is being
evaluated under the "nonseparated occupancies"
provisions of Section 508.3. The Group B portion is
1,000 square feet (93 m2) in area while the Group M
portion is 10,000 square feet (929 m2) in area. The
building does not have a sprinkler system and does
not qualify for any frontage increase. With the
exception of Type I construction, the area limitation of
Section 503.1 is more restrictive for Group M than for
Group B.
Group M: A.= 12,500 + 0 = 12,500 square feet
Therefore, for purposes of evaluating the area limi-
tation of Table 503, the building is evaluated solely as
Group M.
Since the total area is 11,000 square feet (1022 m2),
the building can be constructed as a Type IIB
building, or another evaluation:

The separated occupancies concept requires the
different occupancies to be separated in accordance
with Table 508.4. The sum of the ratios of the actual
floor area of each separated occupancy contained
therein, as compared to the area allowed per story by
Section 506.2, must not exceed one (see Section
508.4.2).
Example: A single -story Type IIB building contains
separated Group B and M occupancies. The Group B
portion is 1,000 square feet (93 rn) in area while the
Group M portion is 10,000 square feet (929 m2) in

` I have been retained by Mr. Joe Donati, Niche Builders, Inc. (Permit Applicant) to provide pre- '
submittal consulting services for the above referenced Tenant Improvements. The project has
. received a Conditional Use Permit (Permit No. 2015-0004) for a family entertainment center, _
full -service restaurant, and bar with a beer and wine license. The family entertainment will
consist of a state-of-the-art laser tag game, a high ropes course, laser made, and video games. To
compliment the family entertainment, there will be several Party Rooms on each level reserved
for birthdays and other types of celebrations. In addition, there will also be several
administrative offices on the second level. Thus, the occupancy groups for this establishment
will be A-2 (Restaurant), A-3 (Amusement Arcade/Special Amusement), and B (Offices). '
The existing building is a two-story, conventional light wood -framed, structure. The wood -
framed roof structure is exposed to the interior of the building. The approximate ground floor
area (interior and exterior covered area) is 15,787 SE The approximate'second floor area -is,
4,059. The approximate gross building area is 19,846 SF. The building contains an existing
yi automatic fire sprinkler system that will be modified as required for the new improvements.
Thus, it is my opinion, this building is currently classified as Type V-B Construction.
The applicant desires to retain the exposed wood -framed roof structure and much of the existing
rooms, walls, doors, floors, ceilings, that are currently non -rated construction. After several code
analysis based on the above building parameters and an A-2 (non -separated, most restrictive), I:
concluded the building would require to be re-classified as a Type V-A Construction structure.
r This would require the structural elements, inclusive of the exposed wood -framed roof structure

Since my final analysis was not in agreement with the applicants goals, I decided to research any
available information regarding the new 2016 CBC code edition that will commence on January
1, 2017. It appears the new 2016 CBC Chapter 5 tables have been amended in several ways that
are beneficial to our project. Upon review of the basic values found in 2016 CBC Tables 504 3
504.4, and 506.2 for an A-2 occupancy (non -separated most restrictive) I concluded our project
qualifies as a Type V-B Construction where all structural elements can be non -rated The basic
values for an A-2 (non -separated, most restrictive) are: 60' maximum building height (ok) 2
stories (ok, without area increase): and 18,000 SF allowable area per floor or 36 OOOSF total
allowable building area for two stories (ok, without area increase)
On behalf of the applicant and in accordance with 2013 CBC Section 104.11, we are requesting
the project be allowed to incorporate the new 2016 CBC Tables 504 3 504.4 and 506.2 into our
design so that we may classify the structure as a Type V-S Construction where all structural
elements can be non -rated.

I understand it is the property owners responsiblilty to submit copies of weight tickets or receipts to the District
Environmental Coordinator as these hauls occur. I hereby certify that completion, Implementation and adherence of the
Debris Management Plan (DMP) for the above named project shall guarantee that at least 50% of the jobs'rte waste is
diverted from Iandfilling. The remaining material will be recycled or reused. I will divert, for recycling or re -use, remaining
materials generated from the first day of the project through the completion of the project in accordance with this plan. This
DMP is issued in the name of the property owner(s) and shall remain their property throughout the construction and/or
demolition project. A contractor serving as agent of the owner may obtain a DMP for the owner. However, the DMP is still
issued in the name of the property owner(s) and the owner retains legal responsibility for ensuring that the provisions of the
OMP are adhered to. The property owner(s) and general contractor shall be kept informed of the diversion progress through
bi-monthly reports. If self -hauling, all refuse material from this project site must be taken to_ an approved recycler or transfer
