CALL TO ORDER
A regular meeting of the Community Services Commission was called to order at
5:30 pm by Chairperson Leidner.
Commissioner Darroch led the audience in the Pledge of Allegiance.

STAFF PRESENT: Edie Hylton, Community Services Director; Steve Howlett, Golf
& Parks Manager; and Angela Guereque, Senior Secretary
PUBLIC COMMENT
Peter Scott, 50410 Via Puente, La Quinta, CA 92253. Mr. Scott spoke about
travel teams using the Sports Complex and the large number of Indio kids. Mr.
Scott inquired as to how many days and hours the La Quinta Sports Youth
Association was back charged for their use of the fields.
Director Hylton stated that staff met with La Quinta Sports Youth Association and
negotiated a rate of $50 per player for 5 travel teams. The City received $2,800
from LQSYA for the use of the Sports Complex and will continue to pay for all
future travel teams. Staff will be looking into a field use fee for all sports teams.

the website, what content visitors are viewing, what keywords visitors are
searching, and what browsers visitors are searching with.
Commissioner Gassman suggested adding a section to introduce "New Artists" and
advertising on Internet Explorer and Google. Ms. Salamone stated she would look
into adding a "New Artists" section, but the advertising cost for Internet Explorer
and Google is very expensive.
Chairperson Leidner asked if the site might take away revenues from the Festival.
Ms. Salamone stated that there is a concern of that, but people will continue to
come to the Festival and purchase art.
Commissioner Brodsky asked if there was a way to measure the cost of website.
Ms. Salamone stated the start up costs for the website was $7,500 and there are
limited costs to run it.
Commissioner Quill asked if the numbers for the Festival were up this year. Ms.
Salamone stated attendance was up by 1,700.

Motion — It was moved by Commissioners Gassman/Biegel to approve the minutes
as submitted. Motion carried unanimously.

1. Consideration of Participation for the Multi -Generational Talent Show
Director Hylton presented the staff report. Commissioners Brodsky/Gassman
volunteered to participate in the Multi -Generational Talent Show.
Motion — It was moved by Commissioners Quill/Biegel to assign Commissioners
Brodsky/Gassman to participate as emcees for the Multi -Generational Talent Show.
Motion carried unanimously.

Director Hylton explained the significant impact of Desert Sands Unified School
District not participating in the Sports Complex project. The City will be moving
forward with the drainage improvements, sitting areas, restrooms, and core areas
of the project.
Commissioner Quill suggested that the pool be opened the weekend that school
gets out instead of the following Monday. Director Hylton stated that staff would
look into that for next year.

OPEN DISCUSSION
Commissioner Quill talked about the top ten things she learned from the CPRS
conference in March. These included 1) The only way you can succeed is to
succeed as a team; 2) Parks & Recreation improves quality of life; 3) Other
Commissioners in other cities have the same issues La Quinta has (The
Commissioners Board would like to host a seminar on how to be a better
Commission); 4) Baby boomers do not want to be called Seniors they would like to
be called Active Adults; 5) Drowning is preventable even though it is the second
leading cause of death in 1 to 14 year olds; 6) A water slide could be put in 4 feet
of water, a 7 foot closed one twist slide costs approximately $40,000; 7) The
public always has a right to comment on agenda and non agenda items at
meetings; 8) Dog Parks are a very hot item everywhere and latches for the gates
should be wheelchair accessible; 9) The number of Frisbee golf courses have tripled
in the last ten years from 634 in 1997 and 2,307 in 2007 and it is a sport
everyone can play regardless of age, ability, and gender; 10) Everyone at the
conference is looking forward to Palm Springs in 2010.
Director Hylton asked which Thursday or Friday in October or November would
work best for the Commissioners to have an upcoming Commissioners seminar for
valley cities. October 23, 2009 and November 13, 2009 were the two most
convenient dates. Director Hylton will contact the Commissioners Board member
to set up the seminar.

Commissioner Brodsky suggested a student cooking event be held in the Fall at Old
Town La Quinta with proceeds going to the school.
Commissioner Quill suggested taking 40 to 50 acres of SilverRock Resort for a park
with soccer fields, volleyball courts, basketball courts, disc golf, biking and walking
trails, etc. Director Hylton explained that 38 acres of SilverRock is designated for a
passive park site that was to be developed with the original Specific Plan of
SilverRock. Changes have not been discussed relevant to that Specific Plan.
Commissioner Fitzpatrick asked how the SilverRock land was purchased. Director
Hylton stated that the property was purchased by the Redevelopment Agency
specifically for Economic Development.
ADJOURNMENT
It was moved by Commissioners Brodsky/Fitzpatrick to adjourn the Community
Services Commission meeting at 7:00 p.m. Motion carried unanimously.

budget will be determined by the project.
BACKGROUND AND OVERVIEW:
On March 9, 2009, the Community Services Commission recommended to City
Council that a Request for Proposals (RFP) be sent out for the design and painting of
signal boxes at various locations throughout the City.
On April 7, 2009, the City Council authorized staff to distribute an RFP to design and
paint signal boxes at six locations (Attachment 1). The locations include:
• Washington Street and Avenue 48
• Washington Street and Highway 1 1 1
• Washington Street and the Village Shopping Center
• Washington Street and Avenue 50
• Washington Street and Avenue 52
• Eisenhower Street and Calle Tampico
On May 15, 2009, proposals were submitted from the following Artists:

All the artists have been invited to attend the Community Services Commission
meeting to describe their design.
The Commission is being asked to make a recommendation for City Council
consideration. Recommendations may include: Selecting one proposal for
consideration, selecting one or more proposals for consideration or recommending that
none of the proposals be considered. Staff will present the Commission's
recommendation to the City Council at the July 7, 2009 City Council meeting.
ALTERNATIVES:

CITY OF LA QUINTA
REQUEST FOR PROPOSALS
FOR THE DESIGN AND PAINTING OF SIGNAL BOXES AT VARIOUS
LOCATIONS IN THE CITY
The City of La Quinta is requesting proposals from qualified individuals to provide originally
designed murals to be designed and painted on signal boxes and electrical service cabinets at
various locations in the City. This proposal will include design, painting, sealing, and all
materials.
PROPOSAL:
Applicants are encouraged to keep their proposals brief and relevant to the specific services
required. The City has set aside a budget not to exceed $10,000 for the entire project,
"turnkey," including, but not limited to:
Design, plan, estimate, professional services, permits, approvals, any and all meetings,
of original signal box murals that fit with the location.
For this proposal, the Artwork is defined as follows:
"Originally designed murals" means art that has been designed by an individual that is
recognized as an Artist. The artwork must be able to withstand the natural elements
with little maintenance, and in scale to the structures on which they are placed.
Themes can relate to the individual location of each signal box as well as history,
culture, sports, and flora and fauna of the area. Other creative themes are also
encouraged. The artwork includes, but is not limited to: design and development of
original artwork on each signal box and electrical service cabinet at the following
locations:
• Washington Street and Avenue 48
• Washington Street and Highway 111
• Washington Street and the Village Shopping Center
• Washington Street and Avenue 50
• Washington Street and Avenue 52
• Eisenhower and Calle Tampico
Ten copies of the proposal shall be submitted and should include the project approach, project
schedule, development team (including all artists involved), and a listing of similar projects
with references that are relevant to this type of work. In a separate sealed envelope,
applicants must submit a cost breakdown for each location of the proposed work.
SELECTION PROCESS:
The Community Services Commission will rank the proposals based upon the artist's
experience, approach to the project, project schedule, qualifications, written proposal, and
verbal presentation to the Community Services Commission. It is anticipated that interviews
will be conducted on June 8, 2009 at 5:30 p.m. Upon Community Services Commission
review, a recommendation will be forwarded for City Council consideration at the July 7, 2009
City Council meeting. The successful artist will be expected to enter into an Art Purchase
Agreement.

CITY RIGHTS AND OPTIONS:
This solicitation does not commit the City of La Quinta to award a contract, to pay any cost
incurred with the preparation of services of a qualifications statement, or to procure or
contract for services or supplies. The City of La Quinta reserves the right to accept or reject
any or all submittals received in response to the request, to negotiate with any qualified
source, or to cancel in whole or in part this process if it is in the best interest of the City to do
so. Subsequent to negotiations, prospective Artists may be required to submit revisions to
their statements. All artists submitting proposals should note that any contract pursuant to
this solicitation is dependent upon the recommendation of City staff and the approval of City
Council.
The City of La Quinta reserves the right to postpone selection for its own convenience, to
withdraw the Request for Proposals at any time and to reject any and all submittals without
indicating any reason for such rejection. As a function of the RFP process, the City of La
Quinta reserves the right that specific personnel with specific expertise be added to the team
if the City determines that the specific expertise is lacking in the project team.
The City of La Quinta reserves the right to abandon the RFP process and/or change its
procurement process for the contract at any time if it is determined that abandonment and/or
change would be in the City's best interest. In the event of an abandonment or change, the
City will not be liable to the Artist for any costs or damages arising out of its response to the
RFP.
The request to receive proposals will close at 5:00 p.m. on Friday, May 15, 2009.

These icons will be presented in an upbeat semi graphic style using silhouettes painted in clean,
fresh, solid colors over a base color for each box.
The scale of the silhouettes will be fairly large and will be placed on the boxes in a way that will
adjust to the handles and functional needs and location of each box.
Each signal box location will be assigned one icon.
Paint selection will be based on industrial quality metal paints.
Work will be performed in a timely fashion and will be subject to weather conditions especially
wind and rain.

GEM OF THE DESERT
A Proposal for Traffic Signal Boxes

I propose to paint the six traffic signal boxes with a theme taken from La Quinta's
City slogan, "Gem of the Desert".
Each traffic signal box would prominently feature a large colorful gemstone,
which would be visible on at least two sides of the box. Additional items to be
included would be desert flora and fauna, but the focus would be on the
gemstone. Having a large gemstone on each box would give unity to the project,
even though the boxes are spread out over a large distance.
I believe that public art should be site specific and address the community for
which it is intended. For this reason, I would like to incorporate La Quinta's
commitment to preserving the desert environment as well as playing up its "Gem
of the Desert' slogan. '
Most of the traffic signal boxes that the City of La Quinta is requesting to be
painted will be seen from automobiles- automobiles going 50 miles per hour.
Therefore, it is important that the designs be large-scale and colorful in order to
initially grab the viewer's attention for the few seconds that they will be viewed.
In the locations where pedestrians would be able to look at the designs more
closely, the secondary design elements would be of interest. Sometimes I also
include a bit of text in my murals, but in this case it would probably be minimal —
perhaps just "La Quinta, Gem of the Desert", or other short historical references.

Much the imagery in my painting is based on nature. I try to create a "magic"
quality through the use of color and form. I feel that these boxes would have that
same "magic'. My style tends toward realism.
I have worked on numerous public art murals, and enjoy the research and
opportunities to get input from the community when planning a mural. Some of
my public murals may be seen at the following locations:
• City of Palm Desert, Public Arts Commission, Library Community Room
• City of 29 Palms, Action Council, 'Bill and Prudie Underhill'
■ Indio, Van Buren Elementary School, "Writing and Reading"
• Indio, Andrew Jackson School, "Solar System", 'Rainforest', and "Desert
Animals"
■ College of the Desert Campus, Palm Desert, "World Art History" and
"Nursing, the Art of Caring"
As I always do in my murals, I use only high quality artist grade acrylic colors in
pigments that are rated high in light -fastness. I always finish my work by
protecting it in a UV protective varnish or anti -graffiti coating.
I would be the designer and painter for the mural boxes, although I might hire a
professional painter to prep the boxes. I estimate it would take me about 6
weeks to complete the actual painting of the boxes once the design is finalized.

Whether you're a resident, snowbird, or a visitor traveling through La Quinta you can't help but observe the beauty of our
mountains, public art and wonderful golf courses. But resting at a signal light you might take notice to the large bland
boxes sitting at the intersection , uncovered and out of place. By painting attractive murals on the boxes, with subjects
related to the City of La Quinta, this will tie the beauty of our city together and withhold our title as the "Gem of the Desert".
■ Themes:
Each location will be designed with a different theme. Themes range from modern interpretations of our palm trees,
desert landscape, Spanish architecture, tennis and golf courses, and Gamby the Quail.

■ Process:
Prime all boxes to make applicable to absorb paint. Paint murals with metal exterior paint by Sinclair
Paint Company. Seal with epoxi sealer to protect colors from weather damage and chipping.
■ Timeline for phase one:
Phase one work will start on September 9, 2009. Each location will take up to 8 days from preparation to completion
depending on mural and size. Total job will take approximately 3 months.

■ Maintenance:
The epoxi sealer protects the boxes from sun and rain damage. Due to unexpected events maintenance may be
required. If vandalized with spray paint, a process is available to remove the graffiti. Cost is $65.00 per hour for repair.

■ About the Artists:
Julie Kirk:
Started her business, Julie Ann Designs, in La Quinta 13 years ago. It started as a small adventure for an artist and
evolved into a vast business painting murals for children's rooms, trompe o' leil stapes, faux finishes, Venetian plas-
ters, and canvas. Her art is most recently featured in Newport Beach at Fleur -de -Lys where you can view over 15 can-
vas: She has created art work in various locations through out the Coachella Valley including La Serena Villas Hotel,
Iris, Lady Bugs and Leap Frogs, Trio, and 100's of private estates.
Jake Pratt:
Julie's son has followed in his mothers foot steps as an artist. He has completed a year and a half at the Art Institute
of California, and has worked for Julie Ann Designs for 6 years, creating over 20 murals in homes throughout the
desert. His work can be viewed at Howard's Gallery and Custom Framing in Rancho Mirage and Big Mania's Soul food
in Cathedral City.

Parks Activities Updates
For April 2009
Both Velasco and Eisenhower Parks have received new decomposed granite in the
natural areas of the parks. These parks are both located in the Cove and received
landscape improvements as part of the "Green Projects" to make the City parks
more water efficient.
The lake at the Civic Center Campus still continues to operate without the fountain
in the center. The fountain is mainly a visual element and was damaged several
weeks ago. The company that installed the water feature is no longer in business
and staff is working with a local lake contractor to reconstruct the fountain without
having to drain the lake. Staff hopes to have the fountain back in operation within
the next few weeks.
The interactive water feature at La Quinta Park has been reopened and was in use
during the Annual City Picnic on April 25`h. The water feature will remain open
through the summer and fall during the hours of 8am to 10pm.
This month, staff along with two members of the Community Services Commission
and the Monument Manager from the Bureau of Land Management hiked the Bear
Creek Oasis Trail from the Cove Oasis. During the hike, 6 trail markers were
installed to help guide hikers through the trail. These trail markers are four feet tall
and four inches wide and are made from recycled materials. Similar trail markers
were installed in the Cove Oasis (in November) and along the Cove to Lake Trail (in
February). Staff will schedule a future hike on the Boo Hoff Trail to finish the
installation of trail markers into the National Monument.
New safety material (wood chips) was added to the playgrounds at La Quinta Park,
Desert Pride Park, Monticello Park, Velasco Park, and Eisenhower Park. This
material was added to the existing material which has settled over time. The
remaining playgrounds at Fritz Burns Park, Adams Park, and the Seasons Retention
Basin will receive new safety material as part of their playground renovations in
Fiscal Year 2009/2010.
Two new replacement shade covers were installed at the Fritz Burns Pool.
Two new shade trees were planted inside the skate park at La Quinta Park. These
trees were triple staked and are intended to provide shade for the skate park users
for years to come.
A Notice to Proceed letter has been issued to Taylor Tennis Courts for the
resurfacing of the tennis courts at Fritz Burns Park. Taylor Tennis is scheduled to
begin work on May 111h. The contract requires two tennis courts to remain open
to the public during the resurfacing project. Taylor will resurface the four tennis
courts on the north side first and then resurface the remaining two courts on the
south side.

Parks Activities Updates
For May 2009
La Quinta resident Werner Boettcher, of Boettcher Concrete Construction,
volunteered his time, staff, and equipment for work at the Fred Wolff Bear
Creek Nature Preserve. The Nature Preserve Master Plan identifies certain
areas within the property where tilling is necessary for native plant growth.
Mr. Boettcher offered his services and agreed to a volunteer Contract for
Professional Services. On May 1 ", he and his staff spent the entire day at
the Nature Preserve tilling the hardpan soil with their equipment. As we have
observed with the removal of the berm at the Fred Wolff Bear Creek Nature
Preserve, we are expecting native plant growth to also re -vegetate the areas
that were turned by Mr. Boettcher and his staff.
The interactive water feature at La Quinta Park was repaired earlier this
month and is back in operation. Vandals had torn a hole in the rubber safety
surface. The water feature was shut down and an installer for the New
Jersey based company made the repairs.
The resurfacing project for the tennis courts at Fritz Burns Park is finished.
All six tennis courts have been finished and are open to the public.
New trail signs have been installed at both trail entry locations to the Cove
Oasis. The new signs feature a trails map that is similar to the new trails
maps that were designed and are available at the Community Services desk.
Staff along with two members of the Community Services Commission and
the Monument Manager from the Bureau of Land Management hiked the Boo
Hoff Trail from the Cove Oasis. During the hike, eight trail markers were
installed to help guide hikers through the trail. These trail markers are four
feet tall and four inches wide and are made from recycled materials. Within
the past six months, trail markers have been installed in the Cove Oasis,
along the Cove to Lake Trail, along the Boo Hoff Trail, and along the Bear
Creek Canyon Oasis Trail.
