ENVIRONMENTAL CONSERVATION COMMITTEE - CITY OF LA QUINTA

CALL TO ORDER
A. The meeting was called to order at 7:02 P.M. by Vice Chairman Quill.
Committee Member Brummel led the flag salute.
II. ROLL CALL
A. Vice Chairman Quill asked for a roll call. Present: Committee Members
Johnson, Kennedy, Metkus, Brummel and Vice Chairman Quill.
B. Staff Present: Principal Planner Fred Baker, Associate Planner Wally
Nesbit, and Department Secretary Betty Anthony.
III. CONSENT CALENDAR
A. Committee Member Kennedy moved and Committee Member Brummel
seconded the motion to approve the Minutes of June 26, 1991 and
August 14, 1991. Unanimously approved.
IV. BUSINESS SESSION
A. Vice Chairman Quill informed the members that nominations for the
election of a new Chairperson were open. Discussion followed among
the members in regard to holding the matter over until all members were
present. Committee Member Metkus moved that the nominations be made
at this meeting. The motion died for lack of a second. Committee
Member Kennedy moved that the elections be held over until all members
were present. Committee Member Brummel seconded the motion and it
passed unanimously. It was further moved by Committee Member
Brummel that the Vice Chairman act as Chairman until all members were
present. Committee Member Metkus seconded the motion and it carried
unanimously.
B. Associate Planner Wallace Nesbit gave a report of the survey results .
from the property owners who responded.
1. Committee Member Johnson asked Staff if any further efforts
were being made to contact those property owners who had not
responded. Staff responded that they were unable to obtain any
new address listings to reach those property owners.

Dear Mr. & Mrs. Devoe:
On July 26, 1991, the City of La Quinta mailed you a survey to
solicit responses regarding open space/hillside property. The
survey was intended to provide our Environmental Conservation
Committee with some guidance as to how owners of these
properties feel about exchanges, dedication or sale of their
lands for equal value properties with more developable
characteristics, so as to preserve the natural hillsides and
open space areas. Our records indicate that a completed survey
form was not returned for your property.
We realize that some of the property owners who were sent
surveys are single family homeowners. However, because some
properties do have portions of their lots or parcels within
hillside areas or on rocky slopes, they were included in the
study area. The City does not intend to try to acquire or ask
those property owners to dedicate their property because they
are single family uses and will remain as such. This survey
was primarily geared toward large land holdings in the southern
and southeastern portion of the City and some of the westerly
portions which have hillside development potential. However,
we would like to get responses from everyone within the study
area.
We would appreciate your cooperation in completing and
returning the enclosed blank survey form, for which we have
also provided a self addressed stamped envelope. Please also
be sure to include your name, address and assessor's parcel
number in the space provided.

will be taken. The Committee was formed by the City Council to
assess the viability of exchange and/or acquisition of hillside
parcels and to determine the best method(s) to implement the
Hillside Conservation Ordinance.

Hillside/Open Space Survey which was mailed to you in July.
This letter is being sent to all those who responded to our
survey regardless of the nature of your response.

this letter invites you to attend the next Environmental
Conservation Committee meeting which is scheduled for October
30, 1991, at 7:00 P.M. in the City Council Chambers. This

properties for the benefit of those with an interest in this

of La Quinta.

The Wildlife Conservation Board purchases lands to meet wildlife
protection goals. Lands are usually managed by the California
Department of Fish and Game. In the Santa Rosa Mountains they would
probably be most interested in purchasing/exchanging lands with
bighorn sheep habitat values.

The Trust for Public Lands acts in several capacities to assist
individuals, communities, and organizations in the protection of open
space. They can accept trade lands, and they can assist in assist in
acquisition of open space lands. In the latter case, they may act as an
intermediary, purchasing land at fair market value for later transfer to
a local, State, or Federal agency. This kind of transfer can be a great
advantage to the private landowner; because TPL is a non-profit
organization some significant tax advantage may be available.
