Community Services Commission Agenda 2 APPROVAL OF MINUTES: 1 COMMUNITY SERVICES COMMISSION MINUTES July 13, 2009 CALL TO ORDER A regular meeting of the Community Services Commission was called to order at 5:32 pm by Chairperson Leidner. Commissioner Biegel led the Pledge of Allegiance. PRESENT: Commissioners Biegel, Brodsky, Lawrence, Spirtos Chairperson Leidner ABSENT: Commissioners Darroch and Fitzpatrick STAFF PRESENT: Edie Hylton, Community Services Director; Steve Howlett, Golf & Parks Manager; and Angela Guereque, Senior Secretary Chairperson Leidner welcomed Commissioner Lawrence to the Commission. PUBLIC COMMENT None. CONFIRMATION OF AGENDA Motion - It was moved by Commissioners Biegel/Spirtos to confirm the agenda. Motion carried unanimously. PRESENTATIONS Presentation by Len Kapner and William Schinsky of ArtsOasis. ArtsOasis is a 501(c)3 non profit working under the Coachella Valley Arts Alliance, dedicated to developing the creative economy of the California Desert region. ArtsOasis believes that, properly developed, our region's multidisciplinary creative enterprises will serve to diversify and strengthen our overall economy. ArtsOasis believe our region's creative sector is uniquely positioned to boost our economy through establishment and growth of smaller businesses; increased tourism, both cultural and vacation; talent development and retention; and higher visibility on the national and global stage. .A formal leadership council of arts administrators and 3 Community Services Commission Minutes July 13, 2009 -2- creative professionals has been recruited and are working to articulate its mission and develop its programs. ArtsOasis plans to help build our creative economy through four interlocked partnership projects: PROMOTE: develop and promote a web -based information resource that speaks with a coherent voice to promote creative enterprises, events and individuals locally, regionally, nationally and internationally, through traditional and new media. NETWORK: present periodic community events that bring together members of the creative economy for educational, networking and planning opportunities. ADVOCATE: with professional guidance, begin to implement the above and advocate public and private policies that encourage the growth of our creative economy. Classical KUSC-FM has provided initial funding for ArtsOasis. ArtsOasis seeks additional support from stakeholders who recognize, support and are likely to benefit from the long-range economic potential we have identified. Commissioner Spirtos asked what the ArtsOasis was looking for from the Commission. Mr. Kapner stated they were looking for advocacy and financial support. Director Hylton stated staff would send them a grant application for the next quarter. APPROVAL OF MINUTES 1. Approval of June 8, 2009 Minutes Motion — It was moved by Commissioners Brodsky/Spirtos to approve the minutes as submitted. Motion carried unanimously. CONSENT CALENDAR - None. PUBLIC HEARING - None. BUSINESS ITEMS 1. Election of Chairperson Director Hylton presented the staff report. Commissioner Brodsky nominated Commissioner Spirtos. n Community Services Commission Minutes July 13, 2009 -3- Motion — It was moved by Commissioners Brodsky/Leidner to elect Commissioner Spirtos as Chairperson for the Community Services Commission. Motion carried unanimously. 2. Election of Vice Chairperson Director Hylton presented the staff report. Commissioner Spirtos nominated Commissioner Biegel. Motion — It was moved by Commissioners Leidner/Spirtos to elect Commissioner Biegel as Vice Chairperson for the Community Services Commission. Motion carried unanimously. Commissioner Leidner turned the meeting over to Chairperson Spirtos. 3. Consideration of Art in Public Places Projects by the Stone Foundation Director Hylton presented the staff report. Roger Hopkins was present from the Stone Foundation. Mr. Hopkins presented two stonework proposals for Art in Public Places: one at the Civic Center Campus and the other at the top of the cove. Mr. Hopkins stated the Stone Foundation is based out of New Mexico and has approximately 800 members. The Foundation is expecting approximately 150 to attend a conference which may be held in La Quinta. The proposal submitted is negotiable. Commissioner Biegel stated that the Commission did not seek this proposal and since development is at a stand still the City is not receiving any additional APP fees from developers at this time. She stated it would be nice to see some art projects at SilverRock Resort and in North La Quinta. Commissioner Brodsky noted that the Foundation is asking the Commission to spend more than half of the APP balance on one project. He asked Mr. Hopkins if this project would be a non profit project. Mr. Hopkins stated that this project is not profit oriented. The Foundation is trying to defray the costs of fees for the conference. Chairperson Spirtos stated that this was an interesting art project, but the City can not use APP funds to offset conference costs for entrants. Motion — It was moved by Commissioners Biegel/Brodsky to not recommend the Artful Wall(s) or the Cerro Lagardo and do not appropriate any Art in Public Places funds for the project. Motion carried unanimously. 19 Community Services Commission Minutes July 13, 2009 -4- 4. Consideration of a Glass Tile Mural at Plaza Calle Tampico Director Hylton presented the staff report. Larry Cush presented the glass tile mural proposal to the Commission. Mr. Cush stated that the glass will be '/4" thick and will be done in sectional glass. Commissioner Lawrence asked how the mural could be secured from vandalism. Mr. Cush stated that the glass could be broken but they are repairable and can be replaced. Commissioner Biegel asked about lighting the mural. Mr. Cush stated that the developer is looking into lighting the mural from the top of the portal. Chairperson Spirtos asked who owns the replacement pattern in case any pieces are broken. Mr. Cush stated the pattern can be archived with notes and colors for future use. Motion — It was moved by Commissioners Biegel/Brodsky to recommend the purchase of the glass tile mural at Plaza Calle Tampico for $10,000 using APP funds. Motion carried unanimously. BACKGROUND: The Community Services Department is requesting the assistance of two Commissioners to assist staff in the upcoming Artist Appreciation Day Program. Staff requests support in organizing the event which will take place on Wednesday, October 28, 2009 from 10:00-1 1:30 a.m. at La Quinta High School. Staff would also like to request the assistance of one member from the La Quinta Arts Foundation for this event to help acquire artists. The Artist Appreciation Day Program was last presented to La Quinta High School art students in October 2008. This program consists of four or five local artists volunteering their time to speak to high school art students about their work. Each presentation is approximately 15 minutes and artists may provide examples of their work and welcome questions from students. 10 ALTERNATIVES: The alternatives available to the Commission include: 1. BACKGROUND AND OVERVIEW: The Community Services Marketing Plan (Attachment 1) has been developed to refine and improve the methods of communicating the programs, services, and events to City residents. This plan provides the Community Services Commission with information regarding the current number of programs and services, cancellation rates, and marketing methods. New methods of promoting have also been identified to reach residents. Staff has included the 2007-2008 and 2008- 2009 attendance figures (Attachment 2). This plan also is aligned and coordinated with the Economic Development Marketing and Promotions Plan approved by City Council. This year's plan addresses the recommendations and action items in the Community Services Master Plan to increase marketing efforts. This marketing plan seeks to reach more residents through a variety of print, web, public relations and promotion methods. The key elements of this plan are included in the 2009- 2010 budget approved by City Council on July 7, 2009. New promotion methods that staff has implemented include: Facebook — This social networking membership website connects the Community Services Department directly with other members who include citizens, businesses, and other agencies. This site allows the Department to post event listings, event photo albums, discussion items, status updates, and program reminders and updates. There are currently 155 fans of the page (Attachment 3). S:\Community Services\CS Commission\CSC Meetings\2009\09-14-09\B3 - Marketing Plan 09-10.doc 12 Event Calendar Websites - These websites are viewed by thousands of people per day and allow users the ability to add the event information directly to their computer calendar, confirm attendance, ask questions, leave comments, and add our event "widgets" to their own websites. • www.eventful.com • upcoming.yahoo.com • www.zvents.com • www.kpsplocal2.com Survey Monkey — This survey based website allows the department to create surveys for general information or very specific programs. The users follow a link posted on the department webpage and can simply point -and -click the survey answers — then submit them to us electronically. Currently there are 62 results submitted. WebTrac Tutorial Video — Staff has created and embedded a video that walks the online user through the WebTrac registration process step-by-step. The video was placed on the WebTrac login instructions page of the City website so users would have to scroll passed it in order to login to the system. Currently there are 72 video views. Expanded Registration & Payment Protocol — During the months of June through August 2009, the Recreation Coordinator's hours were adjusted to work afternoons and evenings on Mondays, Tuesdays, and Thursdays. This schedule permitted staff to take on -site class registrations at the Senior Center and meet with potential facility renters after the normal operating hours. LQ Active — The Senior Center recently re -designed their newsletter to include a more streamlined, photo -friendly look. Entitled "LQ Active," the newsletter contains information on programs and activities for active older adults. Along with a new design also came a new distribution method. The newsletter is available in print and also as a pdf, which can be uploaded to the City website and emailed to a mailing list. Pre -determined Press Release Schedule — Staff has compiled a list of events and activities through March 2010 that has been submitted to Furino Greene for press releases. This list gives both City staff and Furino Greene staff a strategic, workable timeline to get information out to the news media in a preset, timely manner. The new format will include two guides themed to the "Hot" and "Cold" seasons. The Fall 2009/Winter 2010 guide is the first example of this format. The "Cold" guide advertises programs from September 2009 through February 2010. The "Hot" guide will include the remainder months of March 2010 through August 2010. By reducing one guide per year the cost savings is approximately $20,000 in print and postage. ALTERNATIVES: The alternatives available to the Commission are: 1. For the third year the Community Services Department has implemented a comprehensive marketing plan with the goal to promote active lifestyles through quality recreational and cultural opportunities. The Community Services Marketing Plan contains a complete listing of Print, Web, and other media used to promote activities, as well as specific objectives and the marketing efforts this Department plans to undertake during the 2009-2010 Fiscal Year. The plan sets out to accomplish a direct and indirect communication with residents; keep them informed of important City news and programs; and promote activities and special events, which enhances the quality of life in La Quinta. The 19 Department's focus remained on Fitness and Wellness programming, so the promotional items were selected to promote "a healthier La Quints." Users can post news articles, promote 21 events and other programs, post pictures and video, and blog about happenings in the community. o www.laauintacove.org ❖ Email blasts - The Community Services Department maintains a large email database and sends out an email blast monthly to promote upcoming events and programs. For a more targeted marketing approach, the City collaborates with many non-profit service providers and their email databases to promote activities. o Non -Profit Service Providers include: • La Quinta Boys and Girls Club • La Quinta Chamber of Commerce • La Quinta Arts Foundation • La Quinta Historical Society • YMCA of the Desert • La Quinta Cove Association • Friends of the Library PAST COMMISSION SUGGESTIONS ❖ Promotional Items - Should be tied into healthy families and healthy kids in the future. ❖ Flyers - Should be placed at Automobile Club, seasonal rental offices, local coffee shops, and Old Town businesses. News Media - Promotions should be sent to local television and radio for both the English and Spanish speaking markets. Requests should be made for featured television programs (i.e. Eye on the Desert, etc.). ❖ Banners - Should be placed at approved locations to promote events (i.e. Trails Day, Community Picnic, Open Air Cinema, etc.). ❖ Word of Mouth - Speak to past program users to identify new ways to effectively promote within targeted markets. 22 OBJECTIVES BY DIVISION 23 RECREATION PROGRAMS I SPECIAL EVENTS I EXCURSIONS ❖ Continue providing information by updating and adding new content to our delivery systems regularly, highlighting new classes and programs, and include facility locations, maps and other information needed for increased user participation. ❖ Work toward an annual program cancellation rate of 25% or less by actively promoting class participation using a combination of the delivery systems. (2008-2009 cancellation rate was 36%) ❖ Promote the new $29 SUPER SAVER Excursions using the above delivery systems. ❖ Encourage contract instructors to actively promote their classes to increase user participation and increase revenue. ❖ Identify new programming opportunities through City partners, surveys, and user feedback. Coordinate with City partners to promote activities and programs through word of mouth and targeted marketing mailing lists. •:• Continue to send out monthly e-mail blast newsletter to all households in the RecTrac/WebTrac database. Place special event banners at selected locations to promote certain events such as Trails Day, Holiday Events, Youth Festival, Community Picnic and Birthday Party, and Open Air Cinemas. Banners will also be used by service providers such as the Desert YMCA to promote other youth programs and services. ❖ Increase Summer Golf Tour participation and retain Adult Soccer League participation by mailing out flyers to invite past participants. Promote new sports programs including basketball and kickball leagues, sand volleyball and Frisbee tournaments. PZI PARKS Maintain the Facilities and Rentals sub -section on the City website to include a listing of all facilities and parks, photos, their amenities, and provide information on-line to check facility availability for rentals. ❖ Utilize the Kaboom website to review, rate and comment on City parks. Submitted comment and rate information can be used to align park maintenance with objectives listed in the Community Services Master Plan. • Update Activities Guide and include information of park locations, amenities, and rental information. Coordinate with La Quinta Chamber of Commerce to update the Chamber's City map to include the locations of all City parks. ❖ Identify new opportunities to promote City parks using the department's extensive delivery systems. ❖ Distribute Facility Rental brochures to local non-profit agencies and schools for use of the parks. Develop a new parks map indentifying the City park locations and the amenities. ❖ Consider adding new park signs at neighborhood and mini park locations. FISCAL IMPLICATIONS: The Fiscal Year 2009-2010 budget included $30,000 for the maintenance and repair of Art in Public Places. BACKGROUND AND OVERVIEW: After reviewing all of the art works throughout the City, the following pieces are considered priority for maintenance and repair for this fiscal year: 1. Paint the two entry features at Jefferson and west of Washington along Highway 111 2. Wax and repaint the bases of the three Acknowledgement Sculptures at the Campus. The Veteran's Acknowledgement is having two additional panels made to accommodate the growing number of names and the piece will require additional expansion for future honors. 3. Assist the developer in the removal of the "Gem" at Highway 111 and Washington and restore the corner to a grassy area 4. Replace the broken mosaic tiles at Fritz Burns Park 5. Replace the broken mosaic tiles at the Civic Center Campus 6. The two Civic Art Purchases at the south entrance to the City Hall will be relocated as part of the turf reduction project to the south section of the parking lot. In Fiscal Year 2008-2009, maintenance and painting were completed on the Bridge railings along Washington Street; the Bear and Fish Trap located at the top of the Cove were restored; the Veteran's, Artists, and Sports Acknowledgement pieces were waxed and the bases were painted; the plumbing was repaired at the Mosaic Spray Feature at Fritz Burns Park; and the Spirit of La Quinta was cleaned and waxed. Staff has been working with the developer on the removal of the Gem sculpture at Washington Street and Highway 111. Vandalism of Art in Public Places is random and will be corrected immediately following the occurrence. Some vandalism may be corrected in-house with staff while other occurrences may require an art maintenance contractor. ALTERNATIVES: The alternatives available to the Commission are: 1. A gasket failed on one of the water jets which created a hole in the rubber surface. The replacement gaskets were installed and staff worked with the manufacturer of the rubber surface to have the safety material repaired. The dog parks have been receiving more evening use due to the hot days and longer daylight hours. Residents contacted staff about the irrigation system operating after 8pm while the facilities were still being used. The problem has been corrected and the irrigation does not begin until after 10pm. A new large trails map has been installed at the Cove Oasis that replaces the original map. The original map was oriented with "North" up which caused confusion due to the Cove Oasis and Trails having a "South" orientation. In May, two similar but smaller signs were installed at the two entry locations at the top of the Cove. All three new signs feature a trails map that is similar to the new trails maps that are available at the Community Services desk. Despite the summer heat, the parks continue to receive a lot of use by residents. Fritz Burns Park is busy with the swimming pool, picnics on the grass during the weekends, tennis in the mornings and evenings, skate boarding, and daily use of the dog park in the evenings. La Quinta Park is also very active with users throughout the day at the interactive water feature and shaded playground area. The landscape contractor has been conditioning the turf areas throughout the parks to keep them in their current excellent shape. The only problem turf areas are in the dog parks because of the heavy use. The current playground needed costly repairs. Therefore, a replacement was budgeted in Capital Improvements for Fiscal Year 2009-2010. A letter was sent to neighboring homes informing the residents of the removal of the current playground and the installation of a new one. Staff is finalizing the playground Request for Proposals. The La Quinta AYSO is conducting their annual week long soccer camp at La Quinta Park. The camp teaches soccer skills to children of all ages. Registration for the soccer season was conducted during the soccer camp with registration preference given to La Quinta Residents. The landscape at the entrance to the Fritz Burns parking lot was renovated. The new landscaping continues to use water efficient plants with drip irrigation and decomposed granite for ground cover. The renovation was done under the current Parks Maintenance Contract. The City's Parks Maintenance Contractor has been working closely with the City of La Quinta and CVWD to make our City Parks as water efficient as possible. Worked with the National Monument and CVWD to install trail markers, new signage, and developed trail maps. A new plaque for the "Fish Trap with Bear" art piece was also installed. Street names were painted on the Bear Creek Trail to help users identify their location. Fritz Burns Park. Resurfaced six tennis courts; installed new tennis nets and screens; repaired and painted the arbors; replaced the playground play area sign; replaced the shade structure at the Fritz Burns Pool; installed new skate park rules sign; and replaced plants at the park entry. La Quinta Park. Completed painting of the perimeter fencing; installed light pole fixtures near the water feature, playground, and pavilion; installed a new misting station; planted trees in the skate park; completed water feature repairs and installed a new skate park rules sign. A distance sign was placed in the park to inform users of the walking distance. Civic Center Campus. Replaced the compressor at the lake feature; repaired the lake fountain; added picnic tables; and replaced the putting green and the landscape around it. A large section of hardpan soil in the north portion of the property was tilled to allow native vegetation to grow. Staff continues to work with the contractor who installed the perimeter fence to make repairs as needed. Velasco Park. Planted two shade trees; replaced two park benches; and installed decomposed granite around the perimeter landscape of the park. Desert Pride Park. Replaced the drinking fountain and painted a mural on the sandbox. Sports Complex. Completed the La Quinta Sports Complex Needs Analysis and Rehabilitation Plan. Renovated all six in -fields and added new material. Pioneer Park. Installed two additional benches in the dog park areas. Playgrounds. All park playgrounds (except for Fritz Burns, Adams, and Seasons) were "topped off" with new safety material. The other three parks will receive new safety material with the equipment replacement project. Green Projects. The City has partnered with CVWD to develop "Green Projects" throughout the City. These special projects are designed to not only be more water efficient but also provide examples to the community of things that can be done that are water efficient, cost effective, and attractive to the community. 1. Replacing the turf between the City Hall south parking lot and the Civic Center Campus with plants, drip irrigation, and decomposed granite. 2. Replacing the turf between the fence and the sidewalk at Eisenhower Park with plants, drip irrigation, and decomposed granite. 3. Removing 18 inches of turf along the west wall at Saguaro Park. 4. Removing the grass islands between the sidewalk and the street at Adams Park and replacing with plants and decomposed granite. Staff also worked with CVWD to develop the new Tier Rates for the parks. Park improvements and repairs scheduled for Fiscal Year 2009-2010 include: Fred Wolff Bear Creek Nature Preserve. A trail of decomposed granite is budgeted for construction along the inside of the split -rail fence which spans Avenida Montezuma between Calle Ensenada and Calle Chillon. The trail will serve the user of the FWBCNP as well as local residents who are walking along Avenida Montezuma. The new trail is identified as a component of the Fred Wolf Nature Preserve Master Plan. It is anticipated that the mailboxes and posts will be funded through the Recycled Materials Grant. Cost: TBD Sports Complex (Desert Sands Unified School District). Upon approval by the Desert Sands Unified School District and the City Council, renovations will be made to the Sports Complex "Core Area" that includes new fencing, hardscapes, and the addition of a new restroom facility. There is currently $542,663 in the 2009-2010 CIP Budget for this project. Cost: TBD Colonel Paige Middle School (Desert Sands Unified School District). Upon approval by the Desert Sands Unified School District and the City Council, staff has requested funding in the 2008-2009 CIP for the lighting of the sports fields at Colonel Paige Middle School. This is to provide additional field space for teams that are currently congested on the fields at La Quinta Park. Cost: $323,349 Seasons Retention Basin (Park). Construction of a dog park that will include fencing, sand, shade structures, benches, drinking fountains, landscape lighting, parking, and paved walkways. Cost: $200,000 Replacement of playground equipment and installation of new safety material. Cost: $37,868 La Quinta Park. Replace the tree in the interactive water feature. Cost: $6,000 Adams Park. Replacement of playground equipment and installation of new safety material. Cost: $155,257 Renovation of the decomposed granite trail. Cost: $20,000 Fritz Burns Park. Replacement of the playground equipment and installation of new safety material. Cost: $160,306 Pioneer Park. Expansion of the existing large dog park into the CVWD well -site on the west side of the property that will include fencing, shade structures, benches, drinking fountains, landscape lighting, relocating the irrigation clock, and paved walkways. The project will also include an addition of 20 parking spaces along Seeley Drive. Cost: $500,000 Civic Center Campus. Ozone system repairs and the perimeter "Green Project" which will replace the turf around City Hall, the Campus, the Senior Center, the Library and the bus stop.
