Ted Pritchett and Heather Engel of the Coachella Valley Water District have been invited to attend the meeting to provide the Commission with information and answer questions regarding the water savings programs. In addition, Ted Pritchett and Steve Howlett, Parks and Golf Manager, will discuss citywide turf and water use reduction plans. Commissioner Brodsky led the Pledge of Allegiance. PRESENT: Commissioners Biegel, Brodsky, Darroch, and Chairperson Spirtos ABSENT: Commissioners Fitzpatrick, Lawrence, and Leidner STAFF PRESENT: Edie Hylton, Community Services Director; Steve Howlett, Golf & Parks Manager; Tustin Larson, Recreation Supervisor; Angela Guereque, Senior Secretary; and Jean Wilson, Office Assistant PUBLIC COMMENT — None. CONFIRMATION OF AGENDA Motion - It was moved by Commissioners Biegel/Brodsky to confirm the agenda. Motion carried unanimously. PRESENTATIONS None. APPROVAL OF MINUTES 1. Approval of July 13, 2009 Minutes Motion — It was moved by Commissioners Brodsky/Darroch to approve the minutes as submitted. Motion carried unanimously. CONSENT CALENDAR - None. PUBLIC HEARING - None. M Community Services Commission Minutes September 14, 2009 -2- BUSINESS ITEMS 1. Consideration of Commission Meeting Dates Director Hylton presented the staff report. Motion — It was moved by Commissioners Biegel/Darroch to approve the Community. Services Commission meeting dates as presented. Motion carried unanimously. 2. Consideration of Artist Appreciation Day Director Hylton presented the staff report. Commissioner Brodsky suggested that Artist Appreciation Day be broad and not limit the presenters. Commissioners Brodsky and Biegel volunteered. Director Hylton stated that Commissioner Fitzpatrick participated in this program last year as an alternate. Motion — It was moved by Commissioners Darroch/Spirtos to assign Commissioners Brodsky/Biegel and Commissioner Fitzpatrick as an alternate to participate in the Artist Appreciation Day Program. Motion carried unanimously. 3. Consideration of the 2009-2010 Community Services Marketing Plan Tustin Larson, Recreation Supervisor, presented the staff report. Mr. Larson noted that on page 32 of the Marketing Plan, the date for the Pillars of the Community event should be January 15, 2010. Commissioner Brodsky asked how patrons find out about the Survey Monkey. Mr. Larson stated that survey cards are handed out to participants at the end of an excursion and at the last class of a program. Commissioner Brodsky noted that one of the responses on the Survey Monkey was that the online registration process was not user friendly. He asked how staff has addressed that. Mr. Larson stated that a step by step video on how to register online has been posted to the City website. Commissioner Brodsky noted that there was also a response complaining about the Resident Card restrictions for multiple homeowners. Director Hylton explained the Resident Card rules and noted that the City does not accept fractionalized housing for Resident Cards. Community Services Commission Minutes -3- September 14, 2009 Motion — It was moved by Commissioners Biegel/Brodsky to approve the 2009- 2010 Community Services Marketing Plan. Motion carried unanimously. 4. Consideration of Art Maintenance Priorities Steve Howlett, Golf & Parks Manager, presented the staff report. Chairperson Spirtos asked if there was anyway to protect the mosaics at Fritz Burns Park. Mr. Howlett stated that the weather conditions and open sun will continue to damage them because they are glass mosaics and subject to heat. Motion — It was moved by Commissioners Brodsky/Darroch to approve the art maintenance priorities as listed. Motion carried unanimously. STUDY SESSION — None. DEPARTMENT REPORTS 1. Monthly Department Report for July and August 2009 2. Parks Improvements for Fiscal Year 2009-2010 COMMISSIONER ITEMS 1. Report from Commissioners Regarding Meetings Attended. Commissioner Spirtos attended the San Clemente Ocean Festival Excursion. Commissioners Brodsky/Fitzpatrick attended the Back to School Luncheon. 2. Calendar of Monthly Events Director Hylton noted that the Los Angeles Lobster Festival excursion has been cancelled due to low enrollment. She noted that it was the first Super Saver Excursion to cancel. PUBLIC HEARING — None. BACKGROUND AND OVERVIEW: —I— The purpose of this report is to identify several discussion items for the City Council and Community Services Commission Joint Meeting to be held October 27, 2009. The following topics have been reviewed by the Community Services Commission and are part of the recommendations of the Community Services Master Plan Executive Summary (Attachment 1). Future Land Acquisition for Sports Fields The Community Services Commission would like to discuss the need to purchase property for future sports fields. This is an important issue based on the growing demand and the use of current playing fields. A forty (40) acre site is desired for the future growth and demands for sports activities. Sports Field Renovation and Use Staff is working with sports organizations to relocate children from La Quinta Park to the Colonel Paige Middle School on Saturdays. The Community Services Commission would like the City Council to support lighting the fields to provide additional use at this facility which adds up to five youth sized fields for evening practices and Saturday games. The Community Services Commission would like to express thanks for the support of the Sports Complex Renovation project and the future improvements to the core area. S:\Community Services\CS Commission\CSC Meetings\2009\1 0-1 2-09\Joint Meeting Discussion.doc 8 Improvements to the Cove Hiking Trails The Commission is proud to announce that work has been completed at the Top of the Cove regarding the trail improvements, trail signage, and promotional maps for this area. Design Plan for the Whitewater Channel The approved Community Services Master Plan outlines the public interest in off -road trail corridors for biking and walking. A detailed design plan is needed to identify the scope of work and the costs associated with this project. Staff continues to seek potential grants to fund the design and encourages the City Council to support these efforts. Off Leash Dog Parks at Pioneer Park and Season Park The Commission and staff would like to thank the City Council for capital funding support for the dog parks to be built at Seasons Park (retention basin) and the expansion at Pioneer Park and look forward to their completion. Addition of space at the Senior Center for fitness and wellness programs As the City has grown, the Senior Center has continued to experience an increase in participation. The ongoing communication with senior citizens in the community has identified interest in additional space for more fitness and health related programs and equipment as well as the need for additional classrooms. The expansion of the Senior Center is in the; Capital Improvement Program as a future project. The Commission would like the City Council to consider this project in the future to keep pace with the growing numbers of Senior Citizens using the facility. The ozone system produces ozone gas that is pumped into the lake and maintains the water clarity without the use of chemicals. Unfortunately, the system has become older and we are experiencing more frequent break downs. The company that has been maintaining the ozone system for many years has not been responsive to recent requests for repairs and therefore the condition of the water has deteriorated in appearance. System components are currently being replaced and once operational, staff intends to negotiate a service contract to provide continual maintenance and operation of the equipment. Due to the uniqueness of ozone systems, there are a limited number of businesses that are qualified to work on this system. The parks landscape contractor installed new drainage and landscape improvements at the entrance to the Senior Center. Similar landscape improvements were done earlier this year to the front (south side) of the Senior Center. The parks landscape contractor has started the over -seeding of the Civic Center Campus. The Campus is being over -seeded first due to events that are scheduled for November. The remaining City parks will be completed during the first two weeks in October. The landscape contractor is following the CVAG recommended over -seeding program. W-?
