I. CALL TO ORDER A. Roll Call. Present: Commissioners Peggy Redmon, Alan Wilbur, Robert Wright Absent: Commissioner Archie Sharp and Chairperson Maria Puente (Excused by Council) Staff Present: Planning Manager David Sawyer and Secretary Monika Radeva. II. PUBLIC COMMENT: None III. CONFIRMATION OF THE AGENDA: Confirmed IV. CONSENT CALENDAR: A. It was moved and seconded by Commissioners Wright/Wilbur to approve the minutes of May 21, 2009, as submitted. Unanimously approved. V. BUSINESS ITEMS: None VI. CORRESPONDENCE AND WRITTEN MATERIAL: None VII. COMMISSIONER ITEMS: A. Follow-up discussion regarding the California Preservation Conference from the May 218' meeting. P:Vtepor[s - HPC\2009\10-15-09\HPC_MIN_6-18-09_Draft.doc Historic Preservation Commission June 18, 2009 Planning Manager Sawyer asked the Commissioners if there were any further discussions that they would like to address in regards to the California Preservation Conference. There were no additional items brought up for discussion. VIII. PLANNING STAFF ITEMS: A. Follow-up discussion regarding the Work Program for Fiscal Year 2009/2010 from the May 21s` meeting. Planning Manager Sawyer said this was a follow-up item from the last meeting during which the Commission discussed a number of different options for potential work programs and asked staff to prepare a list for further review, discussion and confirmation. The Commission should inform staff if there are additional items to be included to the list and to define a time table for completion. Commissioner Redmon suggested tabling this discussion to the next HPC meeting in light of the fact that two Commissioners were absent. Commissioner Wright noted the Commission would be dark during the month of July, thus, the next HPC meeting would be on August 20, 2009. He asked the Commissioners if they would like to discuss any of the listed potential work program items. Commissioner Redmon said that if any discussion was to be had, it would be prudent to have all of the Commissioners present, particularly because most of the items were suggested by Chairperson Puente. There being no further discussion, it was moved and seconded by Commissioners Wright/Redmon to discuss the work program items list during the next HPC meeting. Unanimously approved. Planning Manager Sawyer said would like to address the first item of the work program list, "Artifact Curation Program — Develop and implement cataloguing procedure for artifact", during the next meeting. He noted arrangements would be made to take the Commissioners to the storage basement where all the artifacts are kept and show them how they are being organized. Commissioner Wright asked if staff could invite the Museum Manager, Johanna Wickman, of the La Quinta Museum to attend next HPC PAReports - HPC\2009\10-15-09\HPC_MIN_6-18-09_Draft.doc 2 Historic Preservation Commission June 18, 2009 meeting as the items that would be discussed were related to the works of the museum and the Commission could benefit from her experience and expertise. Planning Manager Sawyer replied staff would make sure to extend an invitation to her. B. Update on the HPC Brochure. Planning Manager Sawyer said staff was working on completing the HPC Brochure and should have a completed draft to present to the Commission for review, comments and approval on the next meeting. X. I. CALL TO ORDER A. Roll Call. Present: Commissioners Redmon, Sharp, Wilbur, Wright, and Chairwoman Puente Absent: None Staff Present: Planning Director Les Johnson, Principal Planner Stan Sawa, and Secretary Monika Radeva. II. Planning Director Les Johnson said the Joint Meeting with the City Council would be held in the Study Sessions room and would begin at P:\Rcports - HPC\2008\12-I8-09WC_Dratt_Min_11-20-08.doc Historic Preservation Commission November 20, 2008 6:30 p.m. He thanked the Commission Members for their comments on the topics to be included on the joint meeting agenda. He said staff would include two out of the five items that were suggested due to time constraints. Planning Director Johnson stated staff was working on the completion of the report for the meeting. After completion the report would be forwarded to the City Manager's office for approval. He informed the Commission that the report would be delivered to the Commissioners by 5:00 p.m, the following day, November 21, 2008. Planning Director Johnson said the first item included on the report was the Points Of Interest brochure. The second item was the upcoming 2009 Historic Preservation Conference to be held in Palm Springs. He said the joint meeting would be a good opportunity for the Commission to discuss with Council what historically significant locations should be highlighted during the upcoming Conference. Planning Director Johnson stated staff could work with the Commission in contacting whoever was in charge of organizing the Conference to make him/her aware of the sites within the community; i.e. the Museum or the La Quinta Resort, to see if there would be any interest in incorporating any of those sites as tour sites during the Conference. Commissioner Wright said that Commissioner Redmon and he had already approached Cindy Heitzman, Executive Director of the California Preservation Foundation, during their attendance of the last Conference and found there was no interest in doing anything like that. He stated that Ms. Heitzman made it clear that the arrangements were set in stone and the Conference would not include sites outside of Palm Springs. Commissioner Wright said that it would be a good idea to discuss this with the Council and possibly they could send a follow-up letter to Ms. Heitzman. Commissioner Redmon said she had also tried to follow up with the California Preservation Foundation, but her a -mails were never answered. Commissioner Wright stated that while the response was that everything had already been set, it would be a nice gesture to have something in writing from the Council. They could extend an invitation to visit the City, conduct a tour or to contact the La Quinta P:\Reports - HPC\2008\12-18-08\HPC_Draft_Min_11-20-08.doc 2 Historic Preservation Commission November 20, 2008 Historic Preservation Commission, even if the OHP decided not to take advantage of the offer. Planning Director Johnson explained that staff had put together very brief paragraphs on each of the items on the agenda. Then he gave an explanation on how the joint meeting would be conducted. Planning Director Johnson stated the other items suggested were also listed on the agenda, however, only in the format of headings. Those items were: 1) the Historic Context Statement, 2) Demolition Permit Requirements, and 31 a Museum update and the status of the Museum Manager Assistant with the curation efforts. He said if the Commission did not want to concentrate on the Historic Preservation Conference, any of the other items could be substituted. Commissioner Wright replied that the Conference should remain as a main item on the agenda because City Council needed to be made aware of the fact that the next Conference was going to be held in Palm Springs. He said that was the main reason why Commissioner Redmon and he had made it a point to talk to Cindy Heitzman and had offered her the opportunity to visit the City of La Quinta shortly after the Conference since she said she had never been to La Quinta. Commissioner Wright asked staff if in light of the fact that the litigations involving the Morgan House were almost over, it was safe to bring up the Morgan House and discuss it. Planning Director Johnson replied they could discuss it in very general context. He added that staff was in communication with the new owners who were supportive of the preservation and re -use of the Morgan House. He said that staff had recently signed an environmental contract with Impact Sciences who was hired as a sub -consultant for the resort. They also hired Architectural Resources Group was a specialist in adobe structures to do an assessment of the entire La Quinta Resort community. Commissioner Sharp asked if the new owners were the Hilton Hotel. Planning Director Johnson replied the Hilton Group was the one in charge of operations and Pyramid was the owner of the hotel. He mentioned that recently there was re -roofing completed on some of the older bungalows and the work was exceptional in terms of P:\Reports - HPC\2008\12-18-08\HPC_Draft_Min_11-20-08.doc 3 Historic Preservation Commission November 20, 2008 matching not only the materials, but also the original method used for laying and mudding the tiles. Commissioner Wright said he was asking because a year to two years ago the City Attorney had given specific instructions not to mention the Morgan House. Planning Director Johnson replied that the litigation had not yet been resolved. Planning Director Johnson asked the Commission to pick one of the other three items to replace the Conference as a main item on the agenda and move the Conference to alternate items. He explained that the way the joint meeting was conducted last time was that the Mayor addressed the Planning Commission Chairman, Ed Alderson, and asked him what items the Commission would like to discuss. Planning Director Johnson said that staff was anticipating the format of the meeting to remain the same. He wanted to make sure that Chairwoman Puente felt comfortable with presenting the items to the Council Members and informed her that Planning Manager David Sawyer, Principal Planner Stan Sawa, and he would all attend the meeting in case she would prefer to have staff present the items or needed staff's support. Planning Director Johnson said he would pick one of the three items to replace the Conference as a main topic of discussion and swap them on the agenda. He reminded the Commission again that the joint meeting was going to be held on November 25, 2008, at 6:30 p.m. in the Study Session room and that the packet would be delivered to the Commissioners by Friday, November 21, 2008. VIII. PLANNING STAFF ITEMS: A. Copy of 2007-2008 CLG Annual Report Commissioner Redmon asked for clarification on several typographical errors on the report. She inquired as to why the Ethics Brown Act Seminar attended by Chairwoman Puente, and herself, the month before had not been included under section "E. Training Received." She said she noticed the timeframe the report encompassed was from October 1, 2007, through September 30, 2007, and in this case the training would be outside the scope of the report, but she wanted to confirm that. P:\Reports - HPC\2008\12-18-08\HPC_Draft_Min_11-20-08.doc 4 Historic Preservation Commission November 20, 2008 Planning Director Johnson replied she was correct and confirmed the training would be included in the 2008-2009 CLG Annual Report. Commissioner Wright said he also completed his Ethics Brown Act Training on November 19, 2008. Commissioner Wilbur noted that a letter handwritten by him was misplaced in the packet and was included with the credentials of Commissioner Redmon instead of his. He said he did not want that letter included in the report asked staff to remove it. Commissioner Wright said the letter was not included with Commissioner Redmon's credentials, but rather with Commissioner Sharp's. Commissioner Wilbur asked staff if he could submit a revised resume to be included in the report. Principal Planner Stan Sawa replied he could. Commissioner Wilbur said he would submit his resume to staff by Monday, November 24, 2008. Chairwoman Puente asked staff to provide her with a copy of the final draft of the 2007-2008 CLG Annual Report. Staff replied they would. Commissioners Wilbur, Redmon, Sharp, and Wright stated they did not want the final copy of the report. Commissioner Wright referenced the last sentence under I, C, Design Review Responsibilities, on page N1 of the report. He asked staff what was the established process for defining what structures were historically significant and who had the burden of determining that. Planning Director Johnson replied it had to pass the Planning Department staff. He explained that since the Historic Records Survey was updated in 2006, the Planning Department gave a copy of the records to the Building and Safety Department. He added his understanding was that at that time, the Building and Safety Department committed to updating their system and flagged the properties identified in the Survey so that when someone were to come to the City not only with a request for demolition, but also with a request for a major addition or alteration to a historically significant structure, the staff member working on the plan check would see the flag and would notify the Planning Department staff. Usually, this type of requests would be reviewed by either, Principal Planner Sawa, P:\Reports - HPC\2008\12-18-08\HPC_Draft Min_11-20-08.doc 5 Historic Preservation Commission November 20, 2008 Planning Manager Sawyer, or Planning Director Johnson. Once notified, the Planning staff would go over the plans and what was being proposed with Building and Safety Department's staff and determine if it should be handled administratively or through other avenues. Commissioner Wright said he was concerned because the majority of the historically significant structures that had been lost were due to the fact that they were never identified in the Statement and the City and staff were never even aware they existed until .it was too late. Thus, if staff was only relying on the Statement, structures not identified, but yet historically significant, would be overlooked. He stated that as long as the determination of the historic significance of a structure was in the hands of the Planning staff, he knew it would be handled correctly because staff would pay attention to the date it was built and even if the structure was not identified in the Statement, the time frame during which it was built and its age would raise red flags. Planning Director Johnson explained the Survey provided to the Building and Safety Department to red flag the identified historically significant properties was completed by CRM TECH in 2006. He said the Survey was very comprehensive and it included structures that qualified only on the basis of their building date. Planning Director Johnson stated the position of the Planning Department was to have the Building and Safety Department red flag all properties that were identified in the Survey. Commissioner Wright asked staff if the age of an old structure would raise a red flag even if it was not included in the Statement. He said there were a couple of haciendas that were lost because they were not identified. He noted as the City continued to annex property and add additional areas in the Sphere of Influence, especially out in the Thermal area, there might be structures that would not be listed in the Statement and staff would have to look further into it. Planning Director Johnson replied if and when the City of La Quinta annexed property that would be a matter that staff would have to file. A lot would depend on the size of the property being annexed and how much staff was or was not, aware of its history. If it was a matter of a few hundred acres, and it was essentially vacant land, it would not require another survey. But if it included thousands of PAReports - HPC\2008\12-18-08\HPC Draft Min 11-20-08.doc 6 Historic Preservation Commission November 20, 2008 acres and staff was not fully aware of its history, the property would either have to be flagged for an update or the City would have to try to obtain a Survey update within a reasonable period of time. Planning Director Johnson said the last Survey was extremely comprehensive and it took CRM TECH a tremendous amount of time to complete. He said there should not be any more properties in the community that had not yet been inventoried. Planning Director Johnson said if and when the City does annex property it would be on an annexation -by -annexation basis for assessment and determination as to how much additional information was needed. He said currently there were two potential annexation areas that were at various stages of being processed and one of them did not have anything on it. Commissioner Redmon wanted to clarify that when referring to the identification of these areas staff was referring to the Historic Records Survey or were they referring to the Historic Context Statement. Commissioner Wright replied he was referring to the Survey. Planning Director Johnson said staff was referring to the Survey as well, and it was the Historic Records Survey that was provided to the Building and Safety Department to red flag the identified properties. Commissioner Wilbur pointed out to staff one more typographical error on the Certified Local Government Program — 2007-2008 Annual Report. Staff noted the correction. Commissioner Wright asked staff if the Commission needed to make a motion to approve the report. Planning Director Johnson replied no motion was required for the approval of the report, it was only provided for the Commission to review and make comments to staff. Commissioner Sharp asked if she meant this was to be included on the map. She replied yes. She added there should be some historical bullets which could include the description of the site, year built, and historical highlights. Commissioner Sharp suggested each brochure be printed in a different color for easy identification. Chairwoman Puente suggested they use the same map as the other brochures, but include a walking tour map which could possibly highlight other areas, such as Old Town. This would give the brochure multiple uses. Principal Planner Sawa said if there were enough locations, within a specified area, it might be :possible to include a small map in the brochure. Commissioner Sharp suggested that might make the map too complex. He felt it should be kept very simple. Commissioner Wilber commented there really isn't a significant number of sites, and the Commission should think carefully of what should be of interest for historic content. Staff suggested the La Quinta Resort might be one of the, sites to be considered. Commissioner Sharp commented on some previous Native American towns. Staff suggested the Commissioners might want to discuss whether there should be the addition of sites which no longer exist. Planning Manager Sawyer noted whether the purpose of the map is for either a walking tour or a driving tour. There wouldn't be a reason for including non-existent sites. . Discussion followed on the pros and cons of both approaches. Commissioner Sharp commented on the Hacienda del Gato and sites which are inaccessible. Staff suggested those types of sites could be included as list with a description and photo. Commissioner Wilbur suggested adding the Museum. Staff also suggested the veterinarian building which was a former lumberyard. Staff recapped the Commissioner's requests to add the La Quinta Resort, the Museum, the lumberyard (veterinary/residence), and the La Quinta Realty building. Chairwoman Puente suggested including Point Happy, but the comment was made that there wasn't really anything left of the original ranch. Staff suggested photos of former historical sites could be included, if there was space available. Commissioner Sharp commented about the trails that went back over the mountains, used by the Native Americans to obtain water from Indian Wells. He wanted to know if those types of features should be included as they were of great interest to him. Staff said they would research the information on the trails. Planning Manager Sawyer said if it was a feature that someone could actually go to and see, it should be considered. He gave the example of Point Happy if the trail could be identified and visualized it could be considered. Commissioner Sharp was just concerned that it be made known there was a Native American presence in the community, not just development. Chairwoman Puente added there were also Hispanic elements to the City's history. Commissioner Sharp added the Bradshaw Trail went through the Point Happy area. Staff said it would be possible to describe the portion that went through La Quinta. Staff said that was a possibility. Commissioner Sharp asked about something called a "submarine" building. Staff explained what it was and how it was built; that it was basically a metal half -dome, canvas -lined building with water running down the sides to act as the building's air conditioning. Commissioner Wilbur asked about any references to General Patton or other famous people who have lived, or stayed, in La Quinta. Staff said possibly, in the Resort description, they could include a few people who have stayed there. Planning Manager Sawyer asked how far back the Commission wanted to go; using the example of the fish traps and geological aspects, such as the waterline. The Commissioners said that was a very interesting site and thought it should be included. Chairwoman Puente suggested there could be mention of the Native American tribes in the area. Staff said a paragraph could be added describing the tribes. There was general discussion as to whether there was anything historical left at the Fritz Burns Park; with particular reference to the Desert Club, and it was decided to leave it out. Staff commented on the restaurant building (El Ranchito) on Calle Estado and the Commission agreed it should be added. Planning Manager Sawyer said they will take the information given to them and rough out a first draft. Chairwoman Puente asked if the draft could be prepared for the next meeting. Staff said it would probably not be available until the February meeting. Commissioner Sharp said he liked the format of the map and suggested the maps should be available at the Museum. Commissioner Wilbur asked if the mural at the Museum had been completed. Staff did not know but would find out and report back at the next meeting. There was no further comment and it was agreed staff would prepare a draft of the map for the Commission to review at a future meeting. B. City Historic Context Statement Review Principal Planner Stan Sawa presented the information contained in the staff report a copy of which is on file in the Planning Department. Planning Manager Sawyer explained the process for preparation, finalization, and approval of the Historic Context Statement. Commissioner Wilbur asked what happens to the documents once they are approved. Staff explained it would be included in the 2009 CLG report. Commissioner Sharp said he thought the Context Statement would be a very interesting item to be available at the La Quinta Hotel. Staff responded it would be available at the local library. Commissioner Wilbur said the bibliography section did not identify the first Context Statement. Staff said the previous Historic Context Statement was never approved. The document they were currently discussing would be the first completed Context Statement to be finalized and approved. Commissioner Sharp commented on some of the texts referenced in the bibliography and the fact that he was unable to locate some of the books/references. Staff said some of the books, articles referred to are no longer available. Commissioner Sharp commented on the small amount of original casitas built because it said in the original text there were only six. There was discussion about when, and how many, original casitas were built. Staff gave some background on the hotel and its casitas. He said the architecture of the Desert Club was high -art -deco, it was "steamboat modern". Staff explained the original home development concept had the museum building as the sales office; and the lumberyard building's downstairs area was administration, and upstairs contained the living quarters. Those were built along with a number of cove casitas. The Desert Club was built later partly as an amenity to the cove casitas' owners. The cove development was done separately from the La Quinta (Resort) Hotel. Commissioner Wilbur suggested the following amendments: Page 61, last paragraph - While Many of the buildings have experienced seine modification over the decades (additions, . Many of the buildings retain integrity of form, design, and materials. On Page 62, first paragraph — The original residences in the Cove are related by age and design and appeafpossibly maybe eligible for designation as a City of La Quinta Historic District. Commissioner Sharp commented on an item on Page 51, where it talks about ,Mr. Kiner being married to an actress. He said it was not beneficial to have partial information. It would be better to remove the information if it is not complete. Planning Manager Sawyer said this was not written as a book, and still needed clarification in some areas. He commented on 1) Page 52, and a paragraph discussing the subdivision process and, 2) Page 54 and a discussion of the. La Quinta Hotel grounds. He said there was also a reference to a home on Avenida Obregon but the Statement doesn't list why that home was significant. He wanted to let the Commissioner's know that staff would further refine and make changes, on the Statement, then bring it back in a more finished format for the Commissioners' final comments. There being no further comments Commissioners agreed with staff's suggestions to finalize the Statement and bring it back to them for comment. Commissioner Wilbur asked staff about the likeliness of this project moving forward in light of the current market and economic conditions. Planning Manager Sawyer replied the applicant for the auto dealership project had exhibited strong interest and there had not been hesitance indicating otherwise. Commissioner Redmon asked if the multi -family affordable housing project was going to be similar to the Coachella Valley Housing Coalition affordable housing project. Planning Manager Sawyer replied it was a Redevelopment Agency (RDA) project. Commissioner Sharp asked if the auto dealership and the affordable housing project were one continuous project. Staff replied there was going to be a pedestrian path connecting them. Commissioner Sharp expressed his concern about the bright lights of the. dealership being a nuisance to the tenants of the development at night. Planning Director Sawyer replied the RDA staff would address concerns of this type and explained the reason the was chosen. Commissioner Wright said he was pleased that the grading activity was going to be monitored. Chairwoman Puente asked what remains were found on site. Staff replied there were some shells, animal bones, and other fragments. Chairwoman Puente inquired if the remains were historically significant. Staff replied they were significant mostly in the fact that they were human remains. Mr. Sauerbrey explained the County Parks District had a parks master plan, with a trail system, identifying an access point from Avenue 62 just a little to the south of this particular project site. He said the applicant was working with the Parks District on the trail funding based on an agreement with the County from 2002-2003. Commissioner Sharp asked staff about the human remains found outside the property lines and who had decided not to remove them. Staff replied the archaeologist determined that he had gone outside the applicant's property line and did not have the authority to remove the remains. Commissioner Redmon asked why the cremation site was reported if it was outside the property lines. Staff replied the archaeologist felt it was best to report it since it had been discovered. He said sometimes grading goes off -site and this way the site would be left undisturbed and protected. Commissioner Wright commented on the on-site/off-site monitoring and the protection it provided. Commissioner Redmon asked for clarification on who the artifacts, if any found, would be given to. Staff replied the artifacts would first be given to the tribe and if they were not interested, they would be then passed on to the City. Commissioner Sharp said his understanding was that artifacts were given directly to the La Quinta Museum. Commissioner Wright explained that until a few years ago the tribal members were not involved at all and all recovered artifacts were sent to Riverside. This was not because the tribe members were not interested, but because they did not have the facilities or expertise to care properly for the artifacts or monitor the site. Phase 1 Review of City Historic Sites Map Applicant: City of La Quinta Consultant: Planning Staff Location: City-wide Planning Manager David Sawyer presented a mock-up brochure with suggested information/photos of the City's historic sites as previously suggested by the Commissioners. He then offered to answer any Commissioner questions. Commissioner Sharp commented on an article in The Desert Sun about Old Town La Quinta's website, and suggested adding the map to that website. Staff said it could not be added as it was not a City website. Recreation Supervisor, Tustin Larson was introduced and he explained his involvement with the design and update of the City's current Art, and Bike Maps. He explained the procedures staff would be following to prepare and complete the Historic Sites map. He also described how long each step of the process would take as well as budget considerations. Planning Manager Sawyer said staffs. goal was to have the brochure ready to go at the beginning of the next fiscal year, with anticipated completion by the end of July. Discussion followed on various items shown on the map and it was noted that this would be a driving, not walking, map. The following items were discussed: • How and when updates would be brought back to the Commission. • How the Commission would be notified if there was a change or delay in preparing the map. • Making City Hall the starting point of the map. • There should only be about 10 items on the map. • There should be a brief note under each item title. • Suggested the photos include a caption which states the original name and reference to current name; i.e. formerly the Desert Club, now Fritz Burns Park. • Suggested the addition of a simple timeline, which could be obtained from the City's Museum staff. The Commissioners were in agreement on the title photo and the fact that staff was heading in the right direction. They asked if they would continue to receive updates on the brochure. Staff replied they would. VI. CORRESPONDENCE AND WRITTEN MATERIAL: A. Update on California Preservation Conference - Palm Springs, California - April 16-19, 2009. Planning Manager Sawyer referred to the packet enclosure and said the City would provide the registration cost and make car pool arrangements. Commissioner Sharp asked where the Conference was actually being held. Staff said they did not have that information presently but would be updating the Commissioners as soon there was more information available. Staff discussed the printed material and pointed out there were various sessions the Commissioners could attend. Commissioner Redmon asked if they could submit their suggested session lists to staff for reservations. Staff responded they could. Commissioner Wright commented he would be unable to attend the Conference as he would be out of town on those dates. Confirmation of Attendance for City of Rancho Mirage Recognition of Designated Sites on February 24, 2009. Staff commented that Commissioner Wilbur wished to attend this presentation. Commissioner Redmon said she would be attending and they could carpool B. Chairwoman Puente asked about sending a welcome letter, on behalf of the Commission, to the California Preservation Conference. Staff stated a letter had already gone out under Mayor Adolph's signature and that should suffice. The Commissioners agreed. VIII. PLANNING STAFF ITEMS: A. There was a question about the La Quinta Hotel update; what was happening with it and when it would come before the Commission. Ms. Wiedmaier from The Desert Sun, commented there would be a meeting at the La Quinta Hotel on February 22, 2009, at 3:00 p.m. with a presentation of the proposed changes. Planning Manager Sawyer said, as part of the total application, the Commission would be reviewing archaeological, paleontological, and historical reports. He anticipated the reports would be completed and scheduled within the next several months. There was general discussion of what the changes might be and staff advised the Commissioners that the information they were concerned about would be included in the historic report. The Resort is proposing some significant changes which will be included in the reports. Planning Manager Sawyer said there has been discussion about the creation of a historical district. Commissioner Wright asked if the Cove District would be included and staff responded it would only involve the Resort and those portions of it which would qualify for the State or National Registries. Consultant: CRM TECH Location: The Madison Club, South of Avenue 52, East of Madison Street, West of Monroe Street P:\Reports - HPC\2009\5-21-09\HPC_MIN}-19-09_Approved.doc Historic Preservation Commission March 19, 2009 Planning Manager Sawyer introduced Principal Planner Andrew Mogensen and stated the Commission would be working with different staff members in the future. Each planner would be responsible for handling all aspects of their cases as opposed to having only one staff member responsible for the historical and cultural aspects of all of the cases. Principal Planner Mogensen presented the information contained in the staff report, a copy of which is on file in the Planning Department. Planning Manager Sawyer said, as noted in the staff report, only the management summary was included in the packet because of the sensitivity of the information. However, if the Commissioners wished to review the full reports they were available at the Planning Department. Commissioner Sharp asked if staff could include a copy of the map of the project area. Staff replied vicinity maps would be included for future projects. There being no further comments the Commissioners approved the Final Report on Archaeological and Paleontological Monitoring of Earth - Moving Activities at Tentative Tract 33076 as submitted by staff. VI. CORRESPONDENCE AND WRITTEN MATERIAL: A. Update on California Preservation Conference — Palm Springs, California — April 16-19, 2009. Planning Manager Sawyer referred to the packet enclosure listing which detailed the available workshops and meeting schedule for the Conference. He asked the Commissioners to review the materials and inform the Planning Staff by Monday, March 23, 2009, as to which sessions they would like to attend; particularly the ones that would require additional funding. There was general discussion regarding previous Historic Preservation Conferences and reimbursement limits. Planning Manager Sawyer encouraged the Commissioners to be frugal in their workshop selections in light of the current economic conditions. He stated that carpool arraignments will be available as the City would not provide reimbursement for transportation. Commissioner Sharp asked if he could drive on his own to the Conference. Staff replied he could if he chose to do so. Commissioner Sharp asked if it was obligatory to attend the conference. Staff replied it was not obligatory. Commissioner Wright commented on the training requirements needed to retain Certified Local Government (CLG) status and that this was an opportunity to meet those requirements. - Discussion followed regarding membership in the California Preservation Foundation, attendance at the Annual Conference, and CLG requirements. Commissioner Sharp asked when the registration passes for the Conference would be distributed. Staff replied each Commissioner would need to check in at the Conference registration desk on the first day of attendance; however, the registration forms with the classes the Commissioners would like to attend must be completed, submitted, and paid first. Staff encouraged the Commissioners to return the completed registration forms at their earliest possible convenience. Planning Manager Sawyer informed the Commission that the meal allowance per day was $75 and alcoholic beverages were not included. He suggested the Commissioners and he meet for dinner one evening to discuss their experiences of the Conference and the information provided at the workshops. Planning Manager Sawyer said a packet would be put together with all of the information for the Conference and mailed to the Commissioners by April 7, 2009. Commissioner Wright said he would not be able to attend the Conference because he would be out of town. VII. COMMISSIONER ITEMS: A. Commissioner Wilbur said Commissioner Redmon and he attended the City of Rancho Mirage Historic Preservation Commission Presentation of "A Young City Rich in History" on February 24, 2009. Discussion of the California Preservation Conference — Palm Springs, California — April 16-19, 2009. The Commission and staff discussed and shared information from the classes they attended at the California Preservation Conference. Chairwoman Puente commented she was very pleased with all of the knowledge and information she gathered, and with the people she met and established contacts with at the Conference. She suggested building relationships with the other Historic Preservation Commissions in neighboring cities, developing a brochure, and developing a historic preservation section on the City's website. Commissioner Wilbur said he was very happy with the Conference as well. He shared information on what he learned about in the several classes he attended. There was discussion regarding multiple listings, updating the Historic Record Survey, the Historical Context Statement, and different ways to interest people in the history of the community. Commissioner Wright said previously, ! the Commission had concentrated primarily on the archaeological aspect of historic preservation due to the on -going construction in the city over the last few years and had not spent a lot of time on historic structures that are fifty years old or older. He noted, now that construction has slowed down, it would be a good time for the Commission to do that and update the Historic Record Survey. General discussion followed regarding the next California Preservation ,Conference which would be held in Grass Valley, California. Vill. PLANNING STAFF ITEMS: A. Discussion regarding Work Program for Fiscal Year 2009/2010. Chairwoman Puente said the California Preservation Conference had inspired her a great deal and she felt the Commission could be more proactive in the community. She discussed a few items of suggestion amongst which: 2 Historic Preservation Commission May 21, 2009 • Update the Timeline and Accomplishments to current date • California .Preservation Trends regarding buildings that may qualify as historic sites in the near future • Identify possible buildings that may qualify to be identified as historic sites • Create an active network with all neighboring cities' Historic Preservation Commissions • Work together with the La Quinta Museum • Development of La Quinta Brochure Chairwoman Puente suggested a brochure be put together that would give developers and builders a reference to the City's landscape water conservation policies, energy efficiency requirements, indoor environmental features, emission of air pollution, etc. at a glance. Commissioner Wright said the City did not yet have established policies and ordinances on all of the above items. Planning Manager Sawyer said these items would be better addressed by the Planning Commission and City Council. General discussion followed regarding local Indian Tribes, the La Quinta Museum, and other items mentioned during the Conference. B. Discussion regarding Commission Summer Meeting Schedule. Planning Manager Sawyer said the Commission should discuss and decide on which meeting the Commission would go dark. He noted the City Council would be dark the second meeting in August and the first meeting in September. He stated the Planning Commission had not yet decided. Commissioner Puente said she would not be attending the meeting in June because she would be out of the country, but she would be back for the meeting in August. General discussion followed regarding the Commission's past summer meeting schedules. There were no additional items brought up for discussion. Vill. PLANNING STAFF ITEMS: A. Follow-up discussion regarding the Work Program for Fiscal Year 2009/2010 from the May 21" meeting. Planning Manager Sawyer said this was a follow-up item from the last meeting during which the Commission discussed a number of different options for potential work programs and asked staff to prepare a list for further review, discussion and confirmation. The Commission should inform staff if there are additional items to be included to the list and to define a time table for completion. Commissioner Redmon suggested tabling this discussion to the next HPC meeting in light of the fact that two Commissioners were absent. Commissioner Wright noted the Commission would be dark during the month of July, thus, the next HPC meeting would be on August 20, 2009. He asked the Commissioners if they would like to discuss any of the listed potential work program items. Commissioner Redmon said that if any discussion was to be had, it would be prudent to have all of the Commissioners present, particularly because most of the items were suggested by Chairperson Puente. There being no further discussion, it was moved and seconded by Commissioners Wright/Redmon to discuss the work program items list during the next HPC meeting. Unanimously approved. Planning Manager Sawyer said would like to address the first item of the work program list, "Artifact Curation Program — Develop and implement cataloguing procedure for artifact", during the next. meeting. He noted arrangements would be made to take the Commissioners to the storage basement where all the artifacts are kept and show them how they are being organized. Commissioner Wright asked if staff could invite the Museum Manager, Johanna Wickman, of the La Quinta Museum to attend next HPC PAReports - HPC\2009\10-15-09\HPC_MIN_6-18-09_Draft.doc 2 Historic Preservation Commission June 18, 2009 meeting as the items that would be discussed were related to the works of the museum and the Commission could benefit from her experience and expertise. Planning Manager Sawyer said staff was working on completing the HPC Brochure and should have a completed draft to present to the Commission for review, comments and approval on the next meeting. X.
