SUBJECT: Discussion of Matters of Joint Interest to the Members of the City Council,
Planning Commission, and Architectural and Landscaping Review
Committee
The purpose of this memorandum is to identify discussion items for the upcoming City
Council, Planning Commission and Architecture and Landscape Review Committee
(ALRC) joint meeting scheduled to be held on October 27, 2009. Staff recently solicited
Commissioner and Committee Members and received several responses. The following
items are being brought forward for discussion at the joint meeting:
PLANNING COMMISSION. -
Energy Conservation
Discuss establishing site and building design provisions that encourage or possibly
require improved solar control on non-residential and multi -family buildings such as:
• Recessed windows and glass doors, awnings, trellises, landscaping;
• Increased shade requirements for parking lots and pedestrian areas;
• Incorporate structural upgrades, conduit, etc., necessary for future installation of
solar panels.
The forthcoming General Plan update process will provide opportunity for policy and
program language to be established that support solar control as a sustainability element
is proposed. In addition, site and building design standards could be incorporated into
the Municipal Code.
Transportation and Circulation
Discuss establishing stronger policy and regulatory provisions that encourage non -
motorized and vehicular project connectivity with adjacent streets and properties. Also
discuss general policy guidance to ensure that connectivity with other non-traditional
motorized transportation modes, including golf carts and neighborhood electric vehicles
(NEV), are strongly encouraged and that walkways, trails, and class I and II bike trails
facilitate local as well as regional connectivity with adjacent jurisdictions. It is
anticipated that such provisions would be addressed and possibly incorporated into the
General Plan as part of the forthcoming update process.
Parking Standards
Consider review and possible revision of City's parking standards. Project review
observations have brought into question the current parking standards, particularly the
spaces required by land use. The review process is proposed to be a comprehensive
assessment of La Quinta Municipal Code Chapter 9.150 (Parking). The review would
include considering parking standard data from local, regional and national resources as
well as analysis of parking facility design standards.
Telecommunication Standards
Consider review and possible revision of telecommunication standards with an emphasis
on establishing separate provisions for wireless communication facilities that specifically
address potential visual and aesthetic impacts. The existing Municipal Code provisions
(LQMC Chapter 9.170 — Communication Towers and Equipment) focus upon large
communication towers versus the wireless towers typically reviewed. Establishing
language that properly addresses both types of towers is being proposed for
consideration.
ARCHITECTURE AND LANDSCAPING REVIEW COMMITTEE
Final Landscaping Plans
Consider amending standard requirement for review of final landscaping plans by the
ALRC to an administrative review unless ALRC review is deemed necessary by the
Planning Commission or City Council. The ALRC review process is designed to be a
one-time review and reporting to the Planning Commission. However, landscaping plans
presented as part of the entitlement process are often general and vague in presentation.
This has resulted in a standard condition of approval for final landscaping plans to be
brought before the ALRC for general review and comment to the Planning Director.
Though certain projects have benefited from the review comments provided and
changes made as a result of this additional step, the ALRC has questioned why it is
necessary for all projects to be brought before them. The ALRC has requested the
Planning Commission and City Council consider the necessity of additional ALRC review
on a case by case basis.

The purpose of this memorandum is to identify discussion items for the upcoming City
Council and Historic Preservation Commission joint meeting to be held October 27,
2009. Staff recently solicited Historic Preservation Commissioners (HPC) and received
several responses. The following items are being brought forward for discussion at the
joint meeting:
Funding Sources for Historic Preservation Projects
Pursue potential funding sources for historic preservation projects including annual
consideration of Certified Local Government (CLG) grant applications beginning with a
2010 application for completion of the City's Historic Context Report in coordination
with an update of the City's Historic Records Survey followed in 2011 with a potential
application for a multiple properties listing for the Cove casitas as described later in this
memorandum. The Historic Records Survey is the inventory of structures and properties
within the City that, based on the State Office of Historic Preservation, maintain certain
historic characteristics and attributes. The Historic Context Statement documents the
history of the community and is then used as the basis to establish a property's place in
the community's history thus verifying its relevance and importance.
Exploring the Potential of a Mills Act Ordinance
Explore the potential of preparing a Mills Act Ordinance for consideration by the Council
establishing incentives for a private property owner to register his/her property as a
historic resource. In general, under a local Mills Act Ordinance, an owner agrees to
restore, if necessary, and maintain the historic character of a property and in return
receives a reduced valuation of the property for tax purposes.
Promoting Awareness of the City's Historic Resources
Promote community awareness of the City's pre- and post incorporation history. This
could include adding a page to the City website focusing on the City's historic resources
and increasing the Commission's interactivity and .continued networking with the La
Quinta Historical Society, neighboring cities' Historic Preservation Commissions and
various other regional and state organizations.
Multiple -Property Registration for Adobe Structures
Explore the possibility of submitting a Multiple -Property Application for state registration
of many of the community's historic adobe structures. This would focus on similar
adobe structures such as the Cove casitas and potentially the La Quinta Resort's original
core buildings and casitas along with other like structures. This would not be a District
listing incorporating all properties in a specific area but rather a listing of multiple
independent properties similar in -kind which can be located in different areas of the
community. Based on voluntary participation by a property owner independent of other
properties, this type of listing simplifies the application and registration process for those
wishing to participate either at its inception or at any time in the future. If determined
as a potential future project it could be considered a candidate for funding in the 2011
CLG grant cycle. Although this is not an area -wide District listing, it would not preclude
a separate application for such a listing in the future.

The purpose of this memorandum is to identify items for the upcoming City Council
and Investment Advisory Board joint meeting.
1. The IAB would like to reiterate the strategies stated within the Investment
Policy; safety, liquidity and yield, in that order of importance.
2. Review, at least annually, the city's investment policy and recommend
appropriate changes;
3. Review monthly treasury report and note compliance with the investment policy
and adequacy of cash and investments for anticipated obligations;
4. Receive and consider other reports provided by the city treasurer;
5. Meet with the independent auditor after completion of the annual audit of the
city's financial statements, and receive and consider the auditor's comments on
auditing procedures, internal controls, and findings for cash and investment
activities;
6. Serve as a resource for the city treasurer on matters such as proposed
investments, internal controls, use of change of financial institutions,
custodians, brokers and dealers;
7. Continue the monitoring of Government Sponsored Enterprises (GSE's) and the
Local Agency Investment Fund (LAIF);
8. Review a money market mutual fund as a complement to LAIF and Certificates
of Deposits;
9. Review the Certificate of Deposit Account Registry Service (CDARS) program.

SUBJECT: Discussion of Matters of Joint Interest to the Members of the City
Council and the Community Services Commission
The purpose of this memorandum is to identify several discussion items for the City
Council and Community Services Commission joint meeting. The list of items was
obtained through recent consultation with the members of the Community Services
Commission.
Future Land Acquisition for Sports Fields
The Community Services Commission would like to discuss the city's need to
purchase property for future sports fields. This continues to be an important issue
based on the growing demand and the overuse of current playing fields. A forty
(40) acre site is desired for the future growth and demands of a growing
community.
Sports Field Renovation and Use
The Community Services Commission would like to thank the City Council for their
support of the Sports Complex Rehabilitation project. The needed improvements to
the core area including additional restrooms, drainage improvements, and shade will
make the experience at the facility more enjoyable for families.
Staff is working with La Quinta AYSO to relocate children from La Quinta Park to
the Colonel Paige Middle School on Saturdays. Lighting the fields at Colonel Paige
Middle School will add five youth sized fields to the inventory and provide weekday
use at this facility.
Improvements to the Cove Hiking Trails and the Fred Wolff Bear Creek Nature
PrP.CPrvP.
The Commission is proud to announce that work has been completed at the Top of
the Cove. Trail improvements, trail signage, and promotional maps have all been
completed. The Fred Wolff Bear Creek Nature Preserve will have plant
identification signs and a new DG trail adjacent to the fence line along Avenida
Montezuma. Areas that have been former roadways or exhibit soil compaction in
the preserve have been tilled to re -vegetate and return the area to its natural state.
Design Plan for the Whitewater Channel
The approved Community Services Master Plan outlines the public interest in off
road trail corridors for recreational uses and alternative transportation. A detailed
design plan is needed to identify the scope of work and the costs associated with
this project.
Off Leash Dog Park in the Cove Area
Dog owners in the community are excited about the two anticipated Dog Parks
included in this year's Capital Improvement Program. The Commission and staff
are working on the completion of the Seasons .Dog Park and the expansion of the
Pioneer Dog Park and parking. The Commission is appreciative of the
responsiveness of the City Council to approve funding for these amenities.
Playground Replacement Program
The Commission is working with staff to implement a preventive maintenance
program for the City parks. The Fritz Burns, Adams, and Seasons Park are
examples of the preventative maintenance efforts to maintain playgrounds in good
condition and safe for children. Staff continues to update this plan and keep the
Commission apprised of the park conditions and their amenities.
Continued Support for Art in Public Places Cultural Programs and Services
The Art in Public Places Program and the Cultural Programs and Services supported
by the City through the Community Services Department, the La Quinta Arts
Foundation, and the La Quinta Historical Society are important to the quality of life
for many La Quinta residents. The Community Services Commission wishes to
thank the City Council for their ongoing and continued support of art and culture in
our community.
Addition at the Senior Center for fitness and wellness programs
As the city has grown, so has the need for additional space at the Senior Center.
The ongoing communication with the Friends of the Senior Center, seniors using
the facility, and staff identify the need for expanded space for fitness and wellness
programs and facilities. The addition to the Senior Center is in the Capital
Improvement Program as a future project and the Commission would like to
encourage the City Council to consider this project in the future as operating funds
become available.
