Dear Mr. Milthorpe:
The Community Development Department approves your request to hold the 441h Annual
Bob Hope Chrysler Classic Golf Tournament at PGA West (Arnold -,Palmer Private Course)
and the La Quinta Country Club on. January 29, 2003 through February 2, 2003, pursuant
to Section 9.100.140'of the Zoning Ordinance and, Specific Plan 83-002, based on the
following findings:
A. The public roadways surrounding Ahe project are capable of handling the projected
traffic. No problems are anticipated. which would be detrimental to the community
based on the recommended conditions.
B. This project is categorically exempt under Section 1_-5304. (Class 4(e)) of the
California Environmental �quality Act(CEQA) because the outdoor event is being
conducted within golf resort communities.
C. Temporary facilities are being provided to accommodate .golfers, employees and
paying guests, such as parking, food concessions, restroom..s, security, lighting, fire
protection, bleachers, first aid, etc.
D. Provisions are being made to ensure that PGALWest and La Quinta Country Club
resident's will not be adversely affected by this special event.
E. Temporary; signs directing patrons to the event will be displayed along various
public streets in the community. The ,signs will be placed so that they do not
interfere with traffic safety signs or other facilities (i.e., traffic signals, etc.). Sign
removal will occur immediately after -the event in. order to guard.against_the signs
becoming roadside debris or.litter. ,

The following Conditions of Approval.shall be completed no later than January 15:
Permits for temporary structures. (e.g,, tents ex ceeding.200:sq. ft. and/or canopies
exceeding 400sq. ft:),!,stages or any_open flame devices shall be obtained prior to
installation. If, you have any questions, the Riverside County Fire Department
personnel can be reached by calling 760-863-8886 (i.e., Planning and Engineering).
2. Riverside County Sheriffs Deputies -,shall be employed during the event to provide
traffic control supervision as determined by their agency through prior contractual
arrangements. Please 'contact Senior Deputy Andy Gerrand at 760-863-8950.
3. Obtain a .building permit for temporary electric service and any other required items
(e.g., bleachers, etc.). Permit materi;a.ls shall be-submittedby December 31, 2002.
4. An encroachment permit shall be obtained from th&.Public Works Department to
close any public street and/or to' place off-site signs in -the City's rights -of --way. Fees
for the application request will be waived. Please contact Mr. Hector Guzman (760-
777-7046) to finalize your traffic control'.Olan details. All required traffic control
Measures shall be implemented bythe applicant at no cost to the City of La Quinta.
Additional Conditions of Approval are:
5. Provide an adequate number of -portable _restrooms to accommodate daily guests
and players as determined by the Building and. 'Safety Department. A certain
number of restroom facilities shall be accessible to the physically challenged.
6. Vendors shall obtain a City Business License.
7. Temporary trash receptacles shall be -,provided so that trash/debris can be deposited
accordingly. The site shall- be left clean of any litter at the end of each day's
activities.
8. People operating boom type lifting or hoisting equipment can get no closer than 10
feet. to distribution lines and 17 feet to transmission lines. Unqualified electrical
workers can get'no closerlhan six feet -to Imperial:,lrr.igation District distribution lines
and no closer than ten feet,to transmission lines.. Please note that California Title
8, Electrical Safety Orders, spec'ifibsilhe closest-distance.that unqualified electrical
workers can get.to electrically energized conductors. Before any cranes, forklifts,
or other aerial equipment are raised; please checkfor overhead wires.
9. Private., security guards shall be present during' alloperational activities when
playing` members and guests are, on-site. - Secu`rity .personnel shall be easily
identifiable to the, public at=large through the;use of uniforms: All designated private

security personnel must.be licensed by the -State of California and possess a current
Private Security -.Guard license.
10. The serving .of food and alcoholic beverages at :theevent shall be subject to the
rules and .requirements of the Riverside. County Health Department and State of
California Alcoholic Beverage Control, respectively.
11. Dust control measures shall be, employed during all event activities, pursuant to
Chapter 6.16 of -the Municipal Code: `The MunicipalCode can be accessed on the
City's .Web site by logging onto www:la-quinta.org.
12. Parking attendants shall wear light-colored clothing and 'reflective vests. Flash
lights shall be used after dusk.
13. If ground excavation. is required, please contact Underground Service Alert (USA)
at 1-800-227-2600 or 1-800-422-4133. The service is free of charge provided USA
is given at least two days' notice.
14. Portable generators, if used, sha.Ikbe shielded to prevent accidental contact with
guests. Extension cords shall�be secured_ to the ground to prevent tripping.
15. A maximum of 30 directional and 15 bunting (banners) signs.are permitted. Signs
placed on private property shall O installed only if authorization from the owner has
been secured prior to installation. All signs, shall. be placed in a manner which does
not obstruct traffic or: street signs or other important equipment. Off-site advertising
may be installed .seven days before the event begins and shall be removed by
February 5.
16. Fire lanes shall be established and/or maintained during the special event.
'Additional operational standards for the event are attached.
17. Completion of the Parking Service License Agreement with the City Manager's
Office is required before use. of City property for event parking needs.
18. A notice shall be given to . the existing property owners and residents in the
immediate area two weeks before the golf. tou rnament.informing them of the
upcoming special event and associated parking restrictions and access routes. A
copy of the, written notice shall be given to the Community Development
Department.
19. By holding the special event, the applicant agrees to indemnify, defend and hold
harmless the,City of La Quinta.in..the event,of any,legal claim or litigation arising out
of the City's' approval of this project. The City. of La Quinta shall have the right to
select its defense counsel.in its sole discretion.

This decision may be appealed to the Planning,Commission provided the written appeal
and filing fee of $175.00 are submitted to this�Department within 15,calendar days. Please
