RESOLUTION OF THE CITY COUNCIL OF LA QUINTA
AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT
NO. 99LL341161 BETWEEN THE BUREAU OF RECLAMATION,
COACHELLA VALLEY WATER DISTRICT, AND THE CITY OF LA
QUINTA FOR THE LICENSE RELATING TO THE CONSTRUCTION,
RECONSTRUCTION, INSTALLATION, OPERATION,
MAINTENANCE, AND WIDENING OF THE JEFFERSON STREET
BRIDGE OVER THE ALL AMERICAN CANAL
WHEREAS, on March 18, 1997, the City Council approved the original
Reimbursement Agreement and Memorandum of Understanding (MOU) between
Coachella Valley Association of Governments (CVAG), City of La Quinta, City of Indio,
and the County of Riverside for Jefferson Street Ultimate Improvements from Indio
Boulevard to Avenue 54. The MOU identifies the City of La Quinta as the lead agency
and the City of Indio and County of Riverside as the cooperating agencies; and
WHEREAS, on March 16, 1999, the City Council approved Amendment No. 1
to the CVAG MOU. Amendment No. 1 provides a 75% (CVAG) and 25% (Local) split
between CVAG and the affected jurisdictions for the funding of this project. This
amendment was approved by the CVAG Executive Committee on February 22, 1999;
and
WHEREAS, on June 29, 1999, the City Council awarded a contract to construct
street improvements on Jefferson Street from Avenue 54 to Highway I 11 which
included the widening of the existing bridge over the All-American Canal from two-
lanes to six-lanes; and
WHEREAS, the existing Jefferson Street bridge over the All-American Canal is
within the jurisdiction of the United States Department of the Interior Bureau of
Reclamation; and
WHEREAS, the Coachella Valley Water District acts as the Bureau of
Reclamation's agent on matters regarding the portion of the All-American Canal in
question; and
WHEREAS, City Council relies on professional city staff to review all required
items for conformance with relevant requirements, and it is therefore appropriate for
the City Council to approve execution of this contract subject to review and
confirmation of the required items by professional city staff, within a reasonable period
of time as specified by the City Council.

NOW, THEREFORE, the City Council of La Quinta does hereby find, determine,
order and resolve to authorize the City Manager to execute Contract No. 99113411 61
between the Bureau of Reclamation, Coachella Valley Water District, and the City of
La Quinta for the license relating to the construction, reconstruction, installation,
operation, maintenance, and widening of the Jefferson Street bridge over the All
American Canal.
PASSED, APPROVED and ADOPTED at a regular meeting of the La Quinta City
Council, held on this 18th day of July 2000, by the following vote, to wit:
