MEETING MINUTES
LA QUINTA CITY HALL -COUNCIL CHAMBERS CONFERENCE ROOM
MARCH 1, 1993
The regular meeting of the La Quinta Art in Public Places Committee (APP) was called to order
at the hour of 3:08 P.M. by Chairman John Walling.
ROLL CALL: Committee Members Kay Wolff, Meg Robertson, Nancy
Nard, & Chairman Walling. Committee Member Jerry
Herman was absent.
Committee Member Nard moved to excuse Committee Member Herman. Committee
Member Wolff seconded the motion and it passed unanimously.
STAFF PRESENT: Principal Planner Stan Sawa and Department: Secretary
Betty Anthony.
I. CONSENT CALENDAR
A. Committee Member Wolff asked for clarification on issues that referred to
"Master Art Program". It was suggested that "Master Art Plan" :replace the
words "Master Art Program" wherever it appears in the minutes. In addition the
wording on Page 3, Item E.2. be changed to read, "the artist who v/ould work
as a consultant would exempt himself as a participating artist in any project under
consideration". There being no further corrections to the Minutes of February
1, 1993, Committee Member Wolff moved and Committee Member Robertson
seconded a motion to approve the Minutes of February 1, and February 8, 1993
as corrected and submitted. Unanimously approved.
B. Committee members discussed with John Risley, Accounting Supervisor, the
monthly financial statement. Members wanted to be sure the money had been
allocated for the Civic Center art piece as well as the yearly art selections from
the La Quinta Arts Festival. Staff was reminded to obtain the names of the
Council representatives for the art selection.
II. BUSINESS ITEMS
A. Civic Center Art Piece
Committee Member Wolff informed the members of the first workshop held by
Mr. DeMartino at the local schools. In addition to encouraging student
participation, Mr. DeMartino stated he would be having a contest to name the art

piece. Members discussed his proposal for selecting the different art drawings
as well as how he would be contacting the different organizations for their
support. Members stated that it should be made certain that the La Quinta
Firebelles were included.
After the Committee reviewed the contract for Mr. De Martino for the Civic
Center art work, Member Nard moved to approve the contract. Mernber Wolff
seconded the motion and it carried unanimously.
B. Art Consultants
Staff informed the members that there had only been two artists wha responded
to their request to interview. Following a review of the resumes a~ad material
submitted for consideration and a discussion regarding how the art consultant
would be funded, it was decided that the two artists who responded would be
invited to be interviewed on April 5, 1993, at 3:00 P.M. Members then
discussed how much time should be allotted to the artist to consult with
developers in light of how his/her fees would be paid.
C. Master Art Plan
Members discussed the Dallas Art Plan and felt their plan could be modified and
condensed to meet their needs. Following a discussion regarding the direction the
members wanted the plan to take, Committee Member Wolff suggested that they
go through the Dallas Outline and make the modifications. She would then make
those changes and each member would review the revised version and come back
to the next meeting with a draft plan outline.
D. New Artist Submittals
Members reviewed applications, resumes, slides, and a video of art work
submitted by Mr. George B. Shaw and Mr. Gary L. Price.
III. OTHER:
A. Chairman Walling asked that the following items be placed on the next agenda:
1. Artist interviews
2. Civic Center art proposal
3. City art purchases
4. Discussion of APP funds.
5. Art in Public Places Master Plan.
6. Committee Member Nard's report of conference attendance.
7. Artist resource file.

IV. AD.TOTJRNMENT
There being no further business, it was moved by Committee Member Nard and sF;conded by
Committee Member Wolff to adjourn to a special meeting of the Art in Public Places Committee
on March 19, 1993 at 1:00 P.M. This meeting of the Art in Public Places Committee was
adjourned at 4:40 P.M., March 1, 1993.
