APPMIN 07 30 1997SPECIAL MEETING OF THE ART IN PUBLIC PLACES COMMISSION A Special meeting held at the La Quinta City Hall Session Room 78-495 Calle Tampico, La Quinta July 30, 1997 This meeting of the Art in Public Planes Commission was called to order by Chairman Walling at 8:33 a.m., who asked Commissioner Reynolds to lead the flag salute. Chairman Walling asked for the roll call: I. CALL TO ORDER: A. Present: Commissioners Chappie, Klein, Reynolds, Shamis, andl Chairman Walling. B. It was moved and seconded by Commissioners Klein/Reynolds to excuse Commissioner Kennedy. Unanimously approved. C. Staff Present: Community Development Director Jerry Herman and Executive Secretary Betty Sawyer. II. PUBLIC COMMENT: None. III. CONFIRMATION OF THE AGENDA: Confirmed IV. CONSEN'T' CALENDAR: None V. BUSINESS ITEMS: A. Request of Artist Art Fernandez for additional funds to complete the artwork for the Fritz Burns Park 1. Artist Art Fernandez explained that due to structural changes required by the Public Works Department and the relocating of the art piece, he would have to redo the engineering calculations, add different footings, and add additional materials to meet the new requirements. 2. Staff explained that when the original art piece was designed engineering calculations were based on what was believed to be the State requirements. Since the contractor for the Fritz Bums Park, Mr. Maloney, started reviewing the plans it was determined that their were new requirements whicYc required the change in the design. APP7-30-97 Art in Public Places Commission Minutes July 30, 1997 3. Mr. Fernandez explained one change was that the overall height vvas brought down to seven feet. Since meeting with Mr. Maloney, the park contractor, he had already started the dissembling of the art piece to mef;t the new requirements. 4. Commissioner Shamis asked Mr. Fernandez to explain how the art piece would be changed. Mr. Fernandez explained there would be a center pole added that would divide the swings and the height of the top beam would be lowered. All the other designs would remain the same. 5. Commissioner Shamis asked what the height of the outside palm trees would be. Mr. Fernandez stated they would be 13-feet. The height of t:he center palm tree would depend on the engineering calculations. The birds will be relocated from the top beam onto the top of the palm tree. 6. Commissioner Shamis asked when the art piece would be installed. Mr. Fernandez stated he wanted the art piece to be the last item installed at the park. Based on conversations with staff and the park contractor, it is estimated to be October before the art piece would be installed. The additional cost is to cover the cost of the extra material, engineering calculations, and the cost of renting the building he was using to construct the art piece. 7. Commissioner Shamis asked what the amount was that was needed. Mr. Fernandez stated $5,600. Following discussion, it was moved and seconded by Commissioners Klein/Reynolds to recommend approval of the additional funds in the amount of $5,600 for the completion of the artwork and extend the time for completion to be coordinated with the Fritz Burns Park construction. Unanimously approved. B. Review of artwork by Jeffrey Fowler for the Eagle Hardware & Garden Project; a request of The Keith companies for a review and approval of the report.. Staff explained that artist Jeffrey Fowler had been contracted by Eagle Hardware to construct and build two bronze eagles. One eagle is to be in flight and holding a fish. The other will be perched on a rock. 2. Commissioner Klein asked if the eagles were unique and one of a kind. Staff statedthey were designed specifically for Eagle Hardware. Community Development Director Jerry Herman stated the eagles were three dimensional and the one bird is in flight, but could not state the specific size as they were being drawn. 4. There being no further discussion, it was moved and seconded by Commissioners Klein/Reynolds to recommend approval of the eagle design by Jeffrey Fowler and the landscaping as presented. Unanimously approved. VL CORRESPONDENCE AND WRITTEN MATERIAL: None VII. COMMISSIONER ITEMS A. Staff reminded the Commission that they were dark for the month of August. B. Chairman Walling asked if Ray Lopez would be at the September meeting to discuss the Bear Creek Channel. In addition, he asked that the landscaping of the medians be placed on the agenda for discussion VIII. ADJOURNMENT There being no further business, it was moved and seconded by Commissioners K1eir~Shamis to adjourn this regular meeting of the Art in Public Places Commission to a regular meeting of the Art in Public Places Commission on September 8, 1997.
