BACKGROUND AND OVERVIEW:
As part of the Annual Work Plan, representatives from local non -profits and grant
recipients have been asked to present information regarding services and about the
additional services that will be offered in La Quinta. Ms. Mika Moulton, Executive
Director of Christopher's Clubhouse, will speak about the mission and efforts of her
non-profit organization. Christopher's Clubhouse is a recipient of the Community
Services Grant awarded in May 2010.

May 10, 2010
CALL TO ORDER
A regular meeting of the Community Services Commission was called to order at
5:30 p.m. by Chairperson Spirtos.
Commissioner Darroch led the Pledge of Allegiance.
PRESENT: Commissioners Darroch, Fitzpatrick, Lawrence, Leidner, and
Chairperson Spirtos
ABSENT: Commissioner Biegel
STAFF PRESENT: Edie Hylton, Community Services Director; Steve Howlett Golf
& Parks Manager; Angela Guereque, Senior Secretary.
PUBLIC COMMENT —
Jerry Lundin spoke regarding his interest in filling a vacancy on the Commission.
CONFIRMATION OF AGENDA
Motion - It was moved by Commissioners Fitzpatrick/Leidner to confirm the
agenda. Motion carried unanimously.
PRESENTATIONS
1. Tour of the Emergency Operation Center by Chris Sundlee, Emergency
Services Coordinator
Director Hylton presented the staff report. Coordinator Sundlee led the meeting
into the Emergency Operation Center (EOC) where he gave a PowerPoint
presentation and answered questions. The EOC was completed in 2008 with
6,000 square feet of overall space located in a hardened basement. The EOC
meets FEMA guidelines and can be used for specialized training and meetings. The
working environment includes classroom -style seating for 30 staff, 20 computer
work stations, 40 telephone devices, functional meeting rooms, radio room, Public
Information Officer (PIO) room, restroom facilities, break room, storage areas,
centralized control of AV equipment, and an escape exit through a tunnel passage.
The utilities included are underground water storage, a generator for back-up
power, solar and battery power for communications equipment, battery back-up

lighting, redundant telephone/television/internet systems, and hard wired UPS
backup for critical equipment. The EOC was built and equipped to comply with
federal recommended standards and guidelines and has overflow area across the
hall in warehouse area
APPROVAL OF MINUTES
1. Approval of April 12, 2010 Minutes
Motion — It was moved by Commissioners Leidner/Fitzpatrick to approve the
minutes as submitted. Motion carried unanimously.
CONSENT CALENDAR - None.
BUSINESS SESSION
Consideration of Development of a BMX Park at Various Park Locations
Director Hylton presented the staff report.
Commissioner Leidner asked if the City was close to identifying a future site.
Director Hylton stated that the City Council has been negotiating on several
different sites.
Commissioner Fitzpatrick stated that this type of facility drives the City to work
toward the needs of the community and the General Plan Update.
Chairperson Spirtos suggested that since there are so many needs that came from
the Community Survey she would like to table this item to a later date.
Motion — It was moved by Commissioners Leidner/Fitzpatrick to table the
development of a BMX Park until such time as land has been acquired. Motion
carried unanimously.
2. Consideration of a Request for Proposals for the Design and Painting of
Signal Boxes at Various Northern City Locations
Director Hylton presented the staff report.
Commissioner Darroch suggested the High School be involved in the painting of the
boxes at Adams and Westward Ho and Dune Palms and Westward Ho.
Chairperson Spirtos stated she has received many positive comments about the
painted signal boxes.

Motion — It was moved by Commissioners Leidner/Spirtos to recommend a Request
for Proposals be sent out for the design and painting of signal boxes at various
locations in the northern portion of the City. Motion carried unanimously.
3. Consideration to Recommend an Ordinance Amending the La Quinta Charter
and Municipal Code to Reduce the Number of Community Services Commission
Members from Seven to Five
Director Hylton presented the staff report.
Commissioner Leidner stated that three years ago he had made the suggestion to
raise the Commission from five to seven members. At that time he thought the
workload of the Commission would increase; however it has decreased. He stated
that if the City Council can run the City with five members, there should be no
need for the Commission to have seven.
Commissioner Fitzpatrick stated that one barrier to an effective board is having too
many members.
Commissioner Darroch stated that there should be a diversity of members on the
board.
Motion — It was moved by Commissioners Leidner/Darroch to recommend an
Ordinance amending the La Quinta Charter and Municipal Code to reduce the
number of Commission Members from Seven to Five. Motion carried unanimously.

DEPARTMENT REPORTS
Department Report for April 2010
Commissioner Lawrence commented to staff that the email blasts that are going
out are a wonderful tool.
Chairperson Spirtos noted that the Adult Egg Hunt participation has decreased by
more than 50% and suggested an alternative event.

On May 11, 2010 the City received a request from Renee Rauso-Woodward to
consider a temporary donation of her work to one of the City's public facilities. She
included a request letter and photos of the pieces to be included in the temporary
donation (Attachment 1).
Artist Renee Rauso-Woodward would like to provide up to six pieces of artwork to be
displayed at the Library and has received a copy of the Temporary Art Donation
Agreement. The collection of abstract expressionism is titled the "What a Little Bird
Told Me" and as indicated in her information reflects the life experiences of heartbreak,
redemption and yearnings of the heart. The work is with acrylics and gauche on
canvas. The Artist has displayed her work at several local businesses including Homec
Jewelers, Old Town Coffee, Solano Bistro, Mass Mutual Financial, and the American
Heart Association. Ms. Rauso-Woodward's work has also been recently selected as
part of the Art in Public Places 2010-201 1 Art Installation Series in Palm Desert.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Recommend the Temporary Art Donation from Renee Rauso-Woodward to be
placed at the Library; or
2. Do not recommend the Temporary Art Donation from Renee Rauso-Woodward
to be placed at the Library; or
3. Provide staff with alternative direction.

While not painting I make my living as a Graphic Designer and Editor.
I have been in the Design field for over 20 years with experience in such professions as the entertainment,
software and publishing world. I have also designed for local churches and Charities.

The Saving Graces "Bleeding Hearts" is the first Series of paintings from the new up and coming
artist Renee Rauso.
The series follows the themes of heartbreak, redemption and the yearnings of the heart.
The Saving Graces Series reflects the life experiences of ones heart and how in the midst of
anguish and yearning ones heart can be healed, ready to love again.
The Saving Graces take on the pain of the broken hearted, as reflected by the hearts bleeding.
The first Saving Grace is Knowing. The Second Saving Grace is Accepting. The third Saving Grace
is Redemption.
"A Little Birdie Told Me" series is a collection of paintings based on the Savings Graces but with a
bird telling one's most intimates thoughts.
A message from the Artist:
The power of love and heartbreak in one's life is a constant theme in my paintings. 1 am drawn to the
power that love, yearning, heartbreak and redemption can have on one's heart and how it affects our
lives. Our experiences define who we ore and what we will eventually be. What we have loved and
lost will continue to shape us.

FISCAL IMPLICATIONS:
The Fiscal Year 2010-2011 budget includes $30,000 for the maintenance and
repair of Art in Public Places.
BACKGROUND AND OVERVIEW:
In Fiscal Year 2009-2010, the tile mosaic murals were repaired and cleaned at the
Civic Center Campus and at Fritz Burns Park; Time Stream II located in the Village
Roundabout was cleaned and waxed; the Veteran's, Artists, and Sports
Acknowledgement pieces were waxed and the bases were painted; and the Spirit
of La Quinta located on the north side of the City Hall entry was cleaned and
waxed. The Gem of the Desert on Washington Street and Highway 111 was
removed.
After reviewing all of the art works throughout the City, the following pieces are
considered a priority for preventative maintenance and repair for this fiscal year:
1. Paint and repair lighting at the two entry features located at Jefferson Street
and west of Washington Street along Highway 111.
2. Repaint the bases and wax the bronze on the three Acknowledgement pieces
at the Civic Center Campus. Additional panels are being made for the
Veteran's Acknowledgement Area to accommodate the growing number of
honorees.
3. Clean and check the Artwork at the bus stops along Highway 111 and at the
Library.
4. Wax and inspect the Spirit of La Quinta located near the north City Hall
entry.

5. Relocate, wax and paint the bases of the Eagle Mystic Flight and the
Balancing Forms located at the south entry of the City Hall as part of the turf
reduction project.
6. The Sun and Moonbeam located at the west entry to the Civic Center
Campus will be cleaned and waxed.
7. In Between the Earth and Sky Spray Tower and the Gateway to the Desert
at Fritz Burns Park will be cleaned and checked.
Vandalism of Art in Public Places is random and will be corrected immediately
following the occurrence. Some vandalism may be corrected in-house with staff
while other occurrences may require an art maintenance contractor.
ALTERNATIVES:
The alternatives available to the Commission are:
1. Approve the art maintenance priorities as listed; or
2. Do not approve the art maintenance priorities as listed; or
3. Provide staff with alternate direction.

Parks Activities Updates
For May 2010
The artificial palm tree in the center of the interactive water feature at La
Quinta Park has been refurbished. The artificial palm fronds have all been
replaced. The old fronds had been removed over the span of the last three
years. Staff secured the new fronds so they will be more difficult to remove.
The refurbishing was planned before the interactive water feature opened for
the season on April 24, 2010. Due to delays from the manufacturer, the
work was not completed until the first week in May.
Two new trash cans were installed at the Cove Oasis on the CVWD dike.
The new trash cans required an encroachment permit to install them on
CVWD property. The trash cans are accompanied by a dog bag dispenser
next to each can. These two new trash cans will provide additional disposal
areas for both trash and dog bags.
The new playground at Adams Park is now open to the public. The safety
material was delivered the last week in May and the construction fence has
been removed. The contractor was able to install the posts for the shade
structure and will install the shade sails once the manufacturer completes the
custom fitting.
