Review Committee
The purpose of this memorandum is to identify discussion items for the upcoming
City Council, Planning Commission and Architecture and Landscape Review
Committee (ALRC) joint meeting scheduled to be held on November 9, 2010. Staff
recently solicited Commissioner and Committee Members and multiple items were
brought forth. The following items are being brought forward for discussion at the
joint meeting:
PLANN/NG COMM/SS/ON:
Pedestrian Connectivity
Discuss establishing stronger policy and regulatory provisions that encourage
non-motorized and vehicular project connectivity with adjacent streets and
properties. The forthcoming General Plan update process will provide
opportunity for policy and program language to be established that
comprehensively identifies and supports all of La Quinta being a walkable
community.
Discuss completion of sidewalks along Highway 111. Consider temporary
sidewalks where vacant lots have no developed frontage. Three vacant
properties exist along Highway 111, which currently do not have sidewalks.
• Discuss future improvements to sidewalk linkages between schools and
residential areas to provide safe routes and encourage walking, bicycling, etc.
Focus on providing safe routes between La Quinta High School and Highway
111 corridor.
The Whitewater Channel Trail
• Discuss implementation of the Whitewater Channel Trail. Coachella Valley
Association of Governments (CVAG) recently adopted the Non-Motorized
Transportation Plan Update, which includes the Whitewater Channel Trail
encompassing the cities of La Quinta, Indio and Coachella. The Whitewater
Channel Trail is identified as a Class 1 paved pathway, which is best described
as an urban trail similar to the Bear Creek Trail.
Water conservation/efficient landscaping
• Discuss current status of water conservation/efficient landscaping efforts,
specifically water conservation incentives provided by the City and other local
agencies. Summarize recent landscape rehabilitation projects.
ARCHITECTURE AND LANDSCAP/NG REV/EW COMM/TTEE:
Committee members did not provide responses to staff. General discussion as
directed by Council.

The purpose of this memorandum is to identify discussion items for the upcoming
City Council and Historic Preservation Commission joint meeting to be held
November 9, 2010. Staff recently solicited the Historic Preservation Commission
(HPC) and received interest in discussing the following items at the joint meeting:
2010-2011 Work Projects and Potential Grant Applications
Discuss completion of the Commission's Historical Sites Tour Brochure and
beginning the digitization of the City's two Historic Resource Surveys. The tour
brochure project is about 75% complete and will soon be ready for final review
and preparation for printing. The digitization project was proposed as part of
the City's 2010 Certified Local Government (CLG) grant request, which was not
approved for funding. However, staff will proceed with the project, as time
allows, during the upcoming year.
• Two other outstanding work projects include completion of the City's Historic
Context Statement (the City's historical record relevant to it's existing historical
resources) and the cataloging of the City's collection of archaeological,
paleontological and cultural artifacts accumulated over the years from the
development of building sites. Both of these projects likely necessitate outside
consultant assistance to accomplish their proper completion and are
subsequently considered as potential candidate projects for 2011 CLG grant
requests.
Promotion of the City's Historic Resources
As noted last year, the Commission is very interested in improving the
community awareness of the City's pre- and post incorporation history. This
could include adding a page to the City website focusing on the City's historic
resources and increasing the Commission's communication and networking
opportunities with the La Quinta Historical Society, the La Quinta Museum,
neighboring cities' Historic Preservation Commissions and other various regional
and state organizations.

The purpose of this memorandum is to identify items for the upcoming City Council
and Investment Advisory Board joint meeting.
1. The IAB would like to reiterate the strategies stated within the Investment
Policy; safety, liquidity and yield, in that order of importance.
2. Review, at least annually, the city's investment policy and recommend
appropriate changes;
3. Review monthly treasury report and note compliance with the investment policy
and adequacy of cash and investments for anticipated obligations;
4. Receive and consider other reports provided by the city treasurer;
5. Meet with the independent auditor after completion of the annual audit of the
city's financial statements, and receive and consider the auditor's comments on
auditing procedures, internal controls, and findings for cash and investment
activities;
6. Serve as a resource for the city treasurer on matters such as proposed
investments, internal controls, use of change of financial institutions,
custodians, brokers and dealers;

Council and the Community Services Commission
The purpose of this memorandum is to identify several discussion items for the City
Council and Community Services Commission joint meeting. ,The list of items was
obtained through recent consultation with the members of the Community Services
Commission.
Sports Fields and Playgrounds
The Community Services Commission would like to express thanks for the support
of park projects including the Sports Complex Renovation and the Colonel Paige
Sports Lighting projects. Playgrounds at Fritz Burns, Adams, and Seasons Park
have also been recently completed and are being used by the children of La Quinta.
Future Land Acquisition for Sports Fields
The Community Services Commission would like the City Council to continue their
efforts toward the purchase of property for future sports fields. A forty (40) acre
site is desired for the future growth and demands for sports activities. A joint
project with other cities may be a consideration since most sports associations and
families are not concerned with city boundaries as much as availability of fields.
Joint acquisition and shared maintenance may be a long term solution to this issue.
Off Leash Dog Parks at Pioneer Park and Seasons Park
The Commission and staff would like to thank the City Council for capital funding
support for the dog parks to be built at Seasons Park and the expansion at Pioneer
Park and look forward to their completion this winter.
Support for the Whitewater Channel Trail Development
The approved Community Services Master Plan outlines the public interest in off-
road trail corridors for biking and walking. A detailed design plan is being
completed by the Planning Department to identify the scope of work and the costs
associated with this project. Staff plans to seek potential grants to fund the
project and encourages the City Council to support these efforts.
Facility Space for Fitness and Wellness Proqrams
As the City has grown, the Fitness Center has continued to experience an increase
in participation. Communication with residents has identified the need for more
fitness and health related programs and a larger fitness workout area. The La
Quinta Fitness Center has over 500 members, many of whom are senior citizens.
At last year's Joint Meeting, the City Council requested staff work with the Desert
Recreation District (District) to utilize the space at the La Quinta Community
Center. Staff has begun working with the District to determine if the existing
facility can be used or if other options need to be considered.
Support for Cultural and Historic Proqrams
The Community Services Commission wants to thank the City Council for their
ongoing support of the Art in Public Places Program as well as other cultural
programs and activities offered in the City. The continued support of the La Quinta
Arts Fcundation, Old Town Artisans Studio, and the La Quinta Historical Society
enhances the cultural and historical programming available to residents and visitors.

SUBJECT: Discussion of Matters of Joint Interest to the Members of the City
Council and Housing Commission
The purpose of this memorandum is to provide background information and identify
discussion items for the upcoming City Council and Housing Commission joint
meeting to be held November 9, 2010.
Background
The La Quinta Housing Authority (Authority) was established to operate certain
affordable rental properties located in La Quinta that the La Quinta Redevelopment
Agency (Agency) had acquired. The City Council members were appointed as
commissioners to the Housing Authority. The Authority/Council created and
established a Housing Commission to review and advise on matters to come before
the Authority, and to provide the Authority a community and tenant perspective.
The Housing Authorities Law determined the Authority's responsibilities may
include, but are not limited to the following areas:
• Lease or rent dwellings or accommodations in a housing project and establish
and revise the rents or charges for them;
• Own or hold real or personal property;
• Own affordable housing developments that are awaiting final disposition to
private or non-profit owners/operators;
• Adopt and announce regulations for a plan and selection of applicants to
assure equal opportunity and nondiscrimination; and
• Determine where there is a shortage of decent, safe, and sanitary
accommodations for persons of low-income.
The following topics for discussion are contained in the Fiscal Year 2010-2011
Housing Commission Work Program which was approved by the Housing Authority
on May 18, 2010.
1. Introduction of Housing Authority and Housing Commission Members
The Housing Commission held its first meeting on October 13, 2010. The meeting
included election of officers with Teresa La Rocca and John Jamison being elected
Chairperson and Vice Chairperson respectively, discussion of the Commission's
Work Plan for Fiscal Year 2010-2011, and an overview of La Quinta Housing
History.
2. Properties Transfer from the Redevelopment Agency to the Housing Authority
Cove Homes
The Redevelopment Agency purchased 50 dilapidated single-family homes in the
Cove in Project Area 1. Of the original 50 homes, 27 remain in the Agency's
inventory. The Agency substantially rehabilitated all of these units and has sold 23
of the homes to either existing occupants or to qualified very-low and low-income
households.
Per California Redevelopment Law (CRL1, the Agency does not have the authority
to operate rental housing beyond the time reasonably necessary to sell or lease the
housing development. The remaining 27 homes will be transferred this fiscal year
to the Housing Authority to manage the rental housing program. The Cove homes
are rented under the Federal Section 8 program to low- and very-low income
households. Because market conditions have changed, this fiscal year the City will
be working toward renting some of these Cove homes as non-Section 8 very-low
and low-income rentals. The Agency is also acquiring bank owned properties in the
Cove. At this time, all of these new properties will be offered for sale to qualified
affordable buyers.
Washington Street Apartments
The Agency purchased the Washington Street Apartments in 2008. The property's
72 units are currently restricted to very-low income seniors and special needs
residents pursuant to previous financial assistance from the federal government,
acting through the Farmer's, Home Administration, United States Department of
Agriculture. The Agency is undertaking a multi-phased, multi-year project to
substantially rehabilitate the units and record additional affordability covenants in
compliance with CRL. The Agency also plans to develop a new low-income senior
housing complex on an adjacent vacant lot. An amendment is underway to add the
properties to Project Area No. 2. Once renovation and construction are completed,
Washington Street Apartments will be transferred to the Housing Authority.
3. Tour of Affordable Housing Projects Financed by the Redevelopment Agency
The Commission will tour the developed affordable housing projects financed or
purchased by the La Quinta Redevelopment Agency. The La Quinta
Redevelopment Agency will continue to take the lead role in affordable housing
production--acquisition, design, construction, funding and negotiating affordable
housing agreements. The tours will provide history context and the scope of the
Agency's involvement and commitment to affordable housing in La Quinta. The
tour may include, but not limited to: Vista Dunes Courtyard Homes, Wolff Waters
Place, Washington Street Apartments, Hadley Villas, and the Cove Homes.
4. Rental rules and regulations, policies, and documents
The Housing Authority is required to adopt and establish rental rules and
regulations for the rental properties that it owns. In order for the RDA to transfer
the Cove homes to the Housing Authority, a number of actions need to take place.
The Housing Commission will review and make recommendations on the following
matters:
• Management guidelines to ensure all applicants are treated fairly and
equitably under fair housing laws
• Tenant application and requirements
• Annual tenant recertification requirements
• Leasing agreements
• Leasing policies and procedures
• Termination of tenancies and move-out procedures
• Grievance process
Washington Street Apartments
After renovation and construction are completed, the Commission will review and
establish similar measures for Washington Street Apartments.
