AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA, CALIFORNIA, AMENDING THE MUNICIPAL
CODE ESTABLISHING A COMMUNITY SERVICES COMMISSION.
The city council of the city of La Quinta does ordain as follows:
SECTION 1. Chapter 2.18, consisting of section 2.18,010 through
2.18.040, is hereby amended to read as follows:

2.18.040 Function, Power and Duties.
2.18.010 Purpose and Intent. It is the policy and intent of the
City of La Quinta (1) to encourage the development of a planned and orderly
approach to the development of community services in the City, and (2) to
create and sustain an environment which will encourage and bring about
' mutual goodwill, understanding and respect among all groups of the City,
eliminate prejudice, discrimination, and disorder, and guarantee equal
rights and opportunities for all.
The City Council finds and determines that there is a need on the
part of the City and the community to institute an official, responsible,
community-oriented body within the City government in order to identify
the needs for community services, to plan for the coordinated delivery
of such services to citizens in need through both private and public
resources so as to avoid duplication and conflict of effort, to evaluate
the effectiveness of the services provided and to advise the City Council
in regard to these functions.
2.18.020 Creation of Commission. Chairperson, Committees, and Staff.
There is created a community services commission for the city. It
shall consist of seven members, serving without compensation, appointed
in the manner and for the term prescribed in Sections 2.04.060 and 2.06.010,
respectively, of this code. The membership of the commission shall, to
the extent practicable, reflect the demographics of the community~
Designation of chairpersons for the commission shall be governed
by Section 2.06,020 of this code. The commission shall be authorized
to appoint and fix the membership of such number of standing and
temporary committees as it may find expedient for the performance of its
duties. The city manager may appoint an executive secretary and other
staff and provide such compensation for their services as may be authorized
by the city council and by annual city budget of expenditures.

2.18.030 Meetings--Rules of procedure. The commission shall
meet at least bimonthly (but need do so only during the period of the
year from October 1st through the following May 31st) at such time
and place as shall be fixed by the commission by its standing rules.
A majority of the existing appointed members of the commission shall
constitute a quorum for the transaction of business. The commission
may establish such rules and regulations as it deems necessary for the
conduct of its business. In matters regarding to the holding of regular
and special meetings, the commission is bound by the provisions of the
Ralph M. Brown Act of the state (Section 54950 et seq., California
Government Code.)
2.18.040 Functions, Power and Duties. As an advisory agency
to the city council, the Community Services Commission shall have the
power and duty to:
(1) Make recommendations to the city council on matters relating
to the creation or amendment of goals, policies, objectives and work
plans in connection with existing or proposed human resources programs;
(2) Advise as to programs for the use of available municipal
resources to satisfy unmet human services needs and the coordination of
such programs with activities of other agencies providing human services;
(3) Promote interagency and intergroup coordination, and reduce
prejudice and intergroup conflict, in the development of community
social resources;
(4) Review and study problems and needs of the community programs
' and develop effective support needed to secure additional resources
either through private channels or through the City or other instrument-
alities of government;
(5) Monitor relationship/balance of funding patterns by public and
private agencies insuring fair distribution for the local jurisdiction;
(6) Work together with other governmental agencies in keeping
abreast of new and current developments in the field of social services
in order to maximize the beneficial impact of social programs on the City;
(7) By persuasion and conciliation seek to arrive at voluntary
solutions designed to discourage and prevent any and all recognized
discriminations based upon race, sex, religion, national origin, age and
handicap, and particularly those discriminations in the areas of housing,
employment and education;
(8) Make recommendations which will help to develop a sense of
community among those concerned with people serving efforts in La Quinta
and to create awareness and cooperation between the City and those groups
doing social service work in the area;
(9) Make and issue reports respecting its studies, research,
investigations and other activities, and make information available to
other commissions and staff as required;
(10) Recommend to the City Council legislation or other remedial
steps which the Commission should find to be necessary and desirable;
(11) Perform other related duties as directed by the City Council.

'SECT~ON 2. EFFECTIVE DATE. This ordinance shall be in full force
and effect thirty (30) days after passage.
SECTION 3. POSTING. The City Clerk shall within 15 days after passage
of this ordinance, cause it to be posted in at least the 3 places
designated by resolution of the City Council; shall certify to the
adoption and posting of this ordinance; and shall cause this ordinance and
its certification, together with proof of posting, to be entered in the
book of ordinances of this City.
The foregoing ordinance was approved and adopted at a meeting of the
City Council held on this 5th day of February ,1985, by the
following vote:
AYES: Council Members Allen, Bohnenberger, Pena, Wolff and Mayor Cox.
NOES: None.
ABSENT: None.
