DATED: January 12, 2011 CAROLYN ALKER, Executive Secretary City of La Quinta, California NReports- HPC\2011\HPC_1-20-11\HPC Agenda 1-20-11.doc BI # A HISTORIC PRESERVATION COMMISSION STAFF REPORT DATE: JANUARY 20, 2011 ITEM: PALEONTOLOGICAL SENSITIVITY ASSESSMENT REPORT TENTATIVE TRACT MAP #36279 LOCATION: SOUTHWEST CORNER OF AVENUE 51 AND MADISON STREET APPLICANT: PEDCOR COMMERCIAL DEVELOPMENT CONSULTANT: CRM TECH - BAI "TOM" TANG, M.A., PRINCIPAL INVESTIGATOR BACKGROUND: The study area consists of about 10 acres, located at the southwest corner of Avenue 51 and Madison Street (Attachment 1)• The site is a former citrus grove which retains only a few such trees. There is a storage barn at the northwest portion of the site. The property sits approximately 20 feet above mean sea level, and has been developed with a private road system that was approved as part of a prior tentative map in 2002. These improvements were done in early 2003, but without City -approved improvement plans being prepared or inspection services having been performed. As a result, no monitoring for cultural or other resources occurred. Subsequently, the tentative map expired and the property reverted to the lender. The new owner has filed a new tentative map with a revised lot program incorporating the existing subdivision design. A paleontology report was not prepared as part of the prior map approval process. A survey -level Paleontological Resources Assessment was requested and has been completed for the property as part of this application. The Assessment includes a record search and field inspection of the property. The Assessment will be incorporated with the Environmental Assessment review required under the California Environmental Quality Act (CEQA) for the project application. Staff also requested an addendum to the previous historic/archaeological resources survey, primarily due to the unregulated earthwork that was done during the unpermitted street and associated grading improvements. The prior survey uncovered no potential for historic or cultural resources, and the addendum confirms the original conclusions of that survey. Staff will incorporate standard archaeological monitoring conditions consistent with the original requirements. DISCUSSION: The site's geology is generally underlain with alluvial and lakebed deposits of sand and clay. Surface soils are made up of Gilman and Myoma Series, which are common to HPC Staff Report 01/20/11 — TT 36279 Paleontological Sensitivity Assessment Page 1 of 3 gentle -sloping alluvial fan areas. The soils on -site are a mix of grayish fine sands and freshwater shells, representative of Holocene -era Lake Cahuilla (apex. 4000 B.C. to 1680 A.D.). and the literature search confirms that the project area contains sediments deposited consistent with that time period. When undisturbed, these sediments are considered highly sensitive for paleontological resources, but upper sediments in the project area have been extensively disturbed and are determined to have a low resource sensitivity. There is however a higher resource potential at deeper intervals which may be reached during earthwork associated with further project grading. CONCLUSION: The proposed project has a low to high potential to impact paleontological resources. No further assessment of surface soils is needed; however, periodic monitoring, or "spot-checking", should be conducted once earth moving operations commence, to determine if any undisturbed lakebed sediments have been reached, with an appropriate resource mitigation plan to be implemented accordingly. RECOMMENDATION: 1 . Adopt Minute Motion 201 1-001, accepting the "Paleontological Sensitivity Assessment", prepared for Tentative Tract Map No. 36279; City of La Quinta, Riverside County, California", as prepared by CRM Tech and constituting the recommendation to the Planning Commission, subject to the Conclusion and Recommendations therein for implementation of a paleontological resource impact mitigation program for all grading/other earth moving activities within undisturbed lakebed sediments, said program to include: • Monitoring by a qualified paleontological monitor, with appropriate authority to temporarily halt and/or delay construction activities; • Collection of samples for cleaning and assessment/identification and curation of any recovered specimens; • Report of findings to the City, to include an itemized inventory and discussion on the significance of recovered specimens. 2. Adopt Minute Motion 201 1-002, accepting the "Addendum to Historical/Archaeological Resources Survey Report", prepared for Tentative Tract Map No. 36279; City of La Quinta, Riverside County, California", as prepared by CRM Tech and constituting the recommendation to the Planning Commission, subject to the Conclusion therein, confirming the findings of the original cultural resource survey which found that no historical resources are present within the project area and no further investigation is warranted. However, pursuant to tribal requests, it is recommended that standard archaeological monitoring be required for this tract to ensure that, if any buried resources are encountered during any HPC Staff Report 01/20/11 — TT 36279 Paleontological Sensitivity Assessment Page 2 of 3 project -related earth -moving activity, all such work will be halted until the potential significance of any find can be evaluated. COMMISSIONER ITEMS: Commissioner Wright said the Commission had previously discussed the process of recognizing the La Quinta Cove area as a historic district. He asked staff to research this and get back to the Commission on what was involved in achieving that. Commissioner Redmon said this discussion topic was outlined under Planning Staff Items on page 9 of the Certified Local Government Program — 2008- 2009 Annual Report. VII. PLANNING STAFF ITEMS: A. Copy of 2008-2009 CLG Annual Report Planning Manager Sawyer said a copy of the Certified Local Government Program — 2008-2009 Annual Report was included in the packet. He briefly explained the format of the report which addressed the set up of the Commission, the topics that were addressed, the Commissioners' training, attendance record, and credentials. Chairperson Redmon asked if the CLG Report had already been submitted. Staff replied it had not. Chairperson Redmon asked that the word "continuing" be added in the last sentence on page 8 of the report so that it read as shown below as it implied that the members of the Commission were already networking with other Commissions in the valley: "This could include providing more historic related information on the City's website and increasing the Commission's interactivity and continuing networking with neighboring cities' Historic Preservation P:\Reports - HPC\2010\1.21.10\HPC_MIN_lo t5-o9 APproved.doc 2 Historic Preservation Commission October 15, 2009 Commissions and various regional organizations as well as providing more opportunities to involve and educate the public in regard to the history of Le Quints.' Chairperson Redmon complimented the City of Rancho Mirage on the booklet they put together for the Historic Preservation Commission presentation held in February of 2009 which identified 21 architecturally significant historic homes and a map showing their location. She said the owners of these homes were acknowledged with a plaque at the presentation and she suggested the City of La Quinta might like to consider doing something similar to acknowledge the owners of historic homes located in the City of La Quinta. B. Discussion of Joint Council Meeting Items Planning Manager Sawyer said the Joint Council Meeting was scheduled for 6:30 P.M. on October 27, 2009, Planning Manager Sawyer said he had put together a memo with four potential discussion topics based on the Commission's comments and feedback received throughout the year. • Promote community awareness of the City's pre -and post incorporation history. • Pursue potential funding sources for historic preservation projects such as the CLG grant for completion of the City's Historic Context Report in coordination with updating of the City's Historic Records Survey. Planning Manager Sawyer explained the Context Report is not only a history of the community it is also the document that lays the groundwork for listing historic properties with the State and National Registries. • Explore the potential of preparing a Mills Act Ordinance for consideration by the Council to establish incentive for a private property owners to register their property as a historic resource. • Explore the possibility of submitting a Multiple -Property Application for State registration of many of the community's historic adobe structures. He explained how this program would work and that it would apply only to individual homes and not to areas and districts such as the Cove. Commissioner Wright noted he would like to see the Cove identified as a P:\Reports - HRC\201MI-21-10\HPC_MIN 10.15-09_APProved.doc 3 Historic Preservation Commission October 15, 2009 historic district. He asked if staff could add "exploring the possibility of identifying the Cove as a historic district." Commissioner Redmon asked if she should consult with the City Council to ensure there would not be conflict of ethics because she owned a historic home in the Cove and could potentially benefit by the actions of the HPC. Commissioner Wright said the benefit would not be individual, but rather for every homeowner in the La Quints Cove. Staff said they would research it and inform the Commission of the findings. Commissioner Redmon asked staff for a status update on the Historic Context and staff provided it. C. Update of HPC Tour Brochure Planning Manager Sawyer showed the Commission a draft copy of the HPC Tour Brochure and explained why certain historic images were chosen and the historic evidence it included. General discussion followed regarding some of the photos, the color palette, and the possibility of obtaining- additional photos from the La Quinta Museum or the Historic Records Survey. There was discussion about possibly putting together a collage for the front page of the brochure. Planning Manager Sawyer talked about the map included in the HPC Tour Brochure. D. Comments on the La Quinta Resort Notice of Preparation Planning Manager Sawyer said staff was required to keep the Commission updated on environmental and architectural reviews of historic projects that are being submitted with the Planning Department. Planning Manager Sawyer gave the Commissioners copies of the La Quinta Resort Notice of Preparation, a notice that was sent out to different agencies requesting comments on the Environmental Impact Report and explained in detail how the process worked. PRESENT: Council Members Evans, Franklin, Henderson, Sniff, Mayor Adolph ABSENT: None PUBLIC COMMENT - None CONFIRMATION OF AGENDA - Confirmed STUDY SESSION 1-A. DISCUSSION OF MATTERS OF JOINT INTEREST TO THE MEMBERS OF THE CITY COUNCIL, PLANNING COMMISSION, AND ARCHITECTURE AND LANDSCAPING REVIEW COMMITTEE. Chairman Alderson called the joint Planning Commission and Architecture and Landscaping Review Committee (ALRC) meeting to order. PRESENT: Planning Commissioners Barrows, Quill, Weber, Wilkinson, and Chairman Alderson ABSENT: ALRC Members Arnold, Rooker, and Thoms Council Member Henderson questioned the regular attendance of the ALRC. Planning Director Johnson stated the ALRC members are aware of the importance of attending the regularly scheduled meetings. Joint City Council/Commission Meeting 7 November 17, 2009 the ALRC or Planning Commission when warranted. Council Member Henderson asked why the application criteria is not established higher and suggested landscaping plans be submitted to the ALRC and Planning Commission if the landscape designs have not been completed. Planning Director Johnson stated the current process typically works well as is and that the ALRC suggestion has merit. Mayor Adolph stated the idea was not to delay the review going through the process one time. Planning Director Johnson stated the current process is not delaying the entitlement process and is a subsequent action; the idea was to use the expertise of the ALRC and be sensitive not to hold up the entitlement process. Council Member Henderson stated it seems to be an administrative change in the process. Planning Director Johnson stated staff will review and discuss this further with the Planning Commission and if they wish more detailed plans, staff will request them for review. Chairman Alderson adjourned the joint Planning Commission meeting. Mayor Adolph recessed the City Council meeting and reconvened it at 6:42 pm to meet in joint session with the Historic Preservation Commission. 1-B. DISCUSSION OF MATTERS OF JOINT INTEREST TO THE MEMBERS OF THE CITY COUNCIL AND HISTORIC PRESERVATION COMMISSION. Chairperson Redmon called the Historic Preservation Commission meeting to order. PRESENT: Commissioners Puente, Sharp, Wilbur, Wright, and Chairperson Redmon ABSENT: None Mayor Adolph reviewed the process and opened the meeting. R Chairperson Redmon stated the Commission has focused on working with developers for historic sites, and as growth continues, focusing on historic preservation funding through grants. In addition the Commission is working on a Historic Concept Report along with the Historic Records Survey; exploring the ability to implement a Mills Act ordinance; working with other cities who are establishing, historic preservation committees; working on a flip map of historic sites; and State registration of historic sites along with the local government grant application. Joint City Council/Commission Meeting 8 November 17, 2009 Council Member Franklin asked if property owners need to apply if they agree with complying with the Mills Act. Chairperson Redmon explained it is a local/State/Federal designation with a 10-year contract, a voluntary program, and the property must be maintained per the Commission's guidelines. Council Member Franklin asked who oversees the program. Planning Manager Sawyer stated it will be monitored by City staff. Chairperson Redmon confirmed the program is a local/State/Federal designation and the tax incentive may be as much as a 50% reduction in property taxes. Mayor Adolph asked if a history cloud would be placed on the title of the property. Planning Manager Sawyer stated there is a 10-year limit and it must be renewed annually. Council Member Henderson stated there was discussion 15 years ago regarding implementing the Mills Act, and the decision was not to pursue it. Commissioner Wright stated 15 years ago KSL was not willing to register the La Quinta Resort, but since the change of ownership, the new owners are interested in pursuing it. Council Member Sniff stated every historic building has been altered and unsure if the original state is known. Commissioner Wright stated the new thought of historic preservation is that the building does not have to be duplicated to its original state because that can get expensive. Commissioner Wilbur stated the language calls for preserving the historic character. Council Member Evans asked how much grant funding is needed to implement these goals. Council Member Henderson stated in the past the City received a $15,000 grant which provided enough funds to conduct a survey. Planning Director Johnson stated the City is looking out to 2011 as any building 50 years and older are placed in the inventory of historic buildings; explained that applicants must be a Certified Local Government to apply for grant funding. Mayor Adolph asked if the Commission has surveyed the entire City to determine historical sites. Commissioner Wright stated every structure is in the survey, but the Commission missed a few areas due to annexation. Mayor Adolph asked if it extended as far as the sphere of influence. Commissioner Wright responded, "No." Council Member Henderson stated Joint City CoundilCommission Meeting 9 November 17, 2009 any applications for annexation within the sphere of influence are processed through LAFCO for historic viability. DISCUSSION OF MATTERS OF JOINT INTEREST TO THE MEMBERS OF THE CITY COUNCIL AND INVESTMENT ADVISORY BOARD. Chairman Ross called the Investment Advisory Board meeting to order. PRESENT: Board Members Olander, Rassi, and Chairman Ross ABSENT: Board Members Moulin and Park LAIF Investment Chairman Ross reported on the LAIF Conference he recently attended with Finance Director Falconer. Finance Director Falconer reported the $25 billion investment funds could not be borrowed against by the State. In response to Council Member Henderson, Finance Director Falconer explained the entire investment pool is $60 billion, which fluctuates day to day, and LAIF was giving loans as much as 40% of the investment pool. Chairman Ross stated the investment pool is very well managed and funded, but at some, point the pool will lag at some point if the interest rate go up. Council Member Henderson asked what percentage of the City's investment portfolio is invested in the LAIF pool, Finance Director Falconer stated the City invests 28-30% of the entire investment portfolio in LAIF. Council Member Sniff asked what types of investments LAIF makes. Chairman Ross stated they invest in bank CDs and treasury bills, and continue to invest in Federal government agency issues, but not as much as they used to; and have reduced investing in the corporate commercial program and have been advised that three issuers, Johnson & Johnson, Microsoft and Exxon Mobile, have been cited with AAA standing. Council Member Evans asked if any information was given on the future of investments in the current economy. Chairman Ross stated the presence at the annual conference was good forum to be in contact with LAIF as part of the ongoing review of the investments. Les Johnson gave an explanation of the exhibits presented at the meeting. Commissioner Sharp had asked if there had been any traffic or parking studies done with regard to the impact of the population influx; as well as whether or not there would be subterranean parking. Staff said this will be addressed in the environmental impact report. The review process was then discussed. Chairperson Redmon then asked: • If there would be any destruction of the bungalow units and staff said no. • If they were going to maintain the existing spa and fitness facilities and would they be open to the public. Staff said the current spa was open to the public and the fitness center would be improved upon. • About continuity in architecture and exterior design features and staff explained the design plans. Commissioner Wright asked about the effects on the Morgan House and how many rooms would be torn down when demolition began. Staff said there would be no effect on the Morgan House, only improvements, and pointed out which buildings would be torn down. Planning Director Johnson then explained how the report consultant was chosen and the benefits of that choice to the City and the applicant. Chairperson Redmon commented on the impact of the removal of the date palm grove to accommodate eight hotel villa -style units and asked for confirmation that staff was recommending no date palms be removed. Staff said their recommendation was the date palm grove be retained, but said the applicant wanted to address the Commission on that issue. Chairperson Redmon asked about traffic flow for guests and employees. Staff explained the shuttle stops, employee parking, and traffic flow patterns. Commissioner Wilbur said the Commission's concern was the historic structures, and retaining the ambiance and architectural style of the P:\Reports - HPC\2010\4-15-10\HPC MIN_t-21-10_Approved.doc 7 Historic Preservation Commission January 21, 2010 period. He then referenced the recommendations regarding the walkway, and the grove. He asked for confirmation there would be no impact on the Morgan House, the cove, or the casitas. Staff said there would be no impact beyond what was identified in the historic resources report. Commissioner Wilbur asked if the Morgan House would be accessible or just preserved. Staff said the applicants would like to make it accessible but would address the Commission on their plans for historic resources on -site. Mr. Ken Hoeppner, Vice President with Pyramid Advisors, One Post Office Square, Boston, MA, 02109, introduced himself and explained the purchase and background of the hotel and their goal to indentify and preserve historic buildings on the property. He then explained the company's philosophy on the preservation and re -utilization of the historic buildings; including their goal of pursuing historical designations. He then discussed the two areas identified in the report as sensitive and explained their plans for the trellis, the date palm grove area, and why those changes were needed. He explained their vision was to create a special lodging place and still make it complementary to the Morgan House and the other historical resources. Rob Bernheimer, Attorney at Law, 45-025 Manitou Drive, Suite 3, Indian Wells CA 92210, introduced himself and commented on the thoroughness and benefits of the report done by Architectural Resources Group (ARG) and the fact they were chosen by the City and not the developer. He commented on Pyramid's goals and the fact that the Morgan House did not lose its historic significance by removal of the date grove. He went on to discuss changing the shade structure from a hip -jointed roof to a trellis on the historical structure in front. He said they agreed with the ARG report; except their choice would be to extend the shade structure all the way up to the building. He then discussed the preservation of the ambiance of the hotel's arrival area and the need to create a trellis structure which provided shade right up to the building and maintained the historic character. He said they agreed with the rest of the report 100%. Mr. Rick Evans, with Oz Architecture, 3012 Huron Street, Suite 100, Denver CO 8020 (with the project designers), said the overall style was Spanish Colonial and explained what they would be doing to maintain and blend in with the present style. Mr. Bernheimer commented on the positive impact, of the well - established vegetation on the historical views, even taking into account the four-story buildings. He commented on the original master plan concept and the types of facilities needed to make the resort economically viable; including several examples of the type of hotel experience they hoped to promote. Commissioner Sharp asked if the four-story structures backed up to Eisenhower. Mr. Bernheimer said they did not and noted their location on the exhibits. Commissioner Wright said he was pleased the applicant recognized the historical aspects of the hotel and said there were only two issues for the Commission to address: 1. The date grove, which had no historical significance, and its viability. 2. The trellis, and its design, which could be worked out with the Planning Department to blend in with the historical style. Chairperson Redmon and Commissioner Wilbur agreed with Commissioner Wright's comments. Discussion followed regarding plant materials, the possible loss of the existing date palms, a compromise on keeping some of the palms, and the replacement of the cypress in the entrance. Commissioner Puente asked who would be in charge of the process for the State Registry nomination. Staff explained it would be lengthy and gave the Commission an overview of the process. Planning Manager Sawyer replied he knew the City had received a grant for the update of the original Historic Records Survey. Commissioner Puente asked what the timeframe was to have the grant application approved and submitted. Staff replied it was April 26, 2010. Commissioner Puente asked who would be responsible for completing the update. Planning Manager Sawyer replied a variety of parties would be involved and referenced the last page of the staff report which included a breakdown of the different components of the update. Commissioner Puente asked who would decide what Consultant to use. Staff replied the Planning Department would make that decision, but all of these details would be addressed at a later time, if and after, the City received the grant. Planning Manager Sawyer explained the posting, bidding, review, and decision processes used to select a Consulting firm. Commissioner Wilbur asked if the staff report provided for the meeting was the complete grant application. Staff replied it was not the actual grant application, but rather a summary of what the application included, such as the Commissioners' resumes, etc. Commissioner Sharp asked about the amount of the grant. Staff explained how the grant amount was calculated in relation to the State's yearly budget. Commissioner Wright asked if the City would have to pay for the remainder of the balance. Staff replied the difference would be covered through staff's time. Commissioner Puente asked if the Commission needed to vote on this item. Staff replied the item was merely informational for the Commission, but that it would be presented to the City Council for their review and consideration during the meeting of April 20, 2010. Planning Manager Sawyer commended Executive Secretary Carolyn Walker for her exceptional efforts in preparing the folders and ensuring that all details were taken care of. General discussion followed regarding the travel arrangements - carpooling to the airport, limited layover periods, car rental, hotel accommodations, Conference venue location, and class schedules. Staff explained that if the Commissioners were interested in attending any additional classes, they could attend at their own expense. The Commissioners could either make those arrangements when they arrived at the Conference or they could contact Executive Secretary Carolyn Walker to have the reservations made in advance. Commissioner Wright thanked the City for approving the budget and allowing the Commissioners to attend the Historic Preservation Conference in this difficult economic environment. Commissioner Redmon asked staff for direction on how to recognize which of the classes and workshops listed on the Conference schedule required payment. NOES: None. ABSENT: Commissioner Sharp. ABSTAIN: None. V. BUSINESS ITEMS: A. CLG Grant Update: Planning Manager David Sawyer said the City of La Quinta's CLG Grant Application was not approved. He explained the State had received 19 applications and had only 14 grants available. He noted the majority of the grants were given to cities with actual construction rehabilitation projects in process, while the City of La Quinta had proposed an administrative rehabilitation project of digitizing the Historic Resources Survey records. Staff said the City would apply for the CLG Grant again next year. Chairperson Wright suggested staff should refine the CLG Grant Application for the upcoming year in order to stand a better chance of obtaining the grant. Planning Manager `Sawyer said staff felt that the application, as submitted, was very well put together. He said the Planning staff would begin digitizing the records even though the City did not receive the grant. He noted staff was looking for help with the completion of the Context Statement which required a historic professional with credentials which the Planning Department did not have on staff. Staff said theO would be a discussion in the future regarding the possibility of submitting two separate applications for the CLG Grant and independently targeting the curation project with one of them. Commissioner Redmon asked what help in particular was staff looking for with updating the Context Statement. Staff replied it needed to be more in depth technically. Discussion followed regarding those who contributed to the project and the scope of work it involved. Staff noted the Context Statement was never adopted by the City Council and it was an important component of the City's Historic Preservation plan. Tour Brochure Update Planning Manager Sawyer said staff had met with representatives from the La Quinta Historical Society to go over the design of the Tour Brochure; as well as obtaining their approval for the use of historic images of the City for the Brochure. Staff had also given them an update on other events the Historic Preservation Commission had been involved in. Discussion followed regarding some ideas suggested during the meeting. Staff noted the representatives of the La Quinta Historical Society were very cooperative and willing to share their resources with the City and to work together with the Commission on different projects. C. Recap of California Preservation Conference - Grass Valley/Nevada City, California - May 12-15, 2010. Planning Manager Sawyer thanked the Commissioners for sharing their comments on the California Preservation Conference with staff. He said the Commission was authorized to attend next year's Conference which was scheduled to be held in Santa Monica, CA, on May 15 - 18, 2011. Commissioner Puente asked if staff had received her comments and materials she had brought back from the Conference. Staff confirmed that they were received. Commissioner Redmon asked if anything had been discussed regarding the travel arrangements for next year's Conference. She suggested the Commissioners take the train from Riverside to Santa Monica. She said it would be more economical than having everyone drive to Santa Monica and on the way there and back on the train the Commissioners could discuss and share their experiences. Staff said they would look into it and provide more information to the Commission at a later time. Chairperson Wright said he was really looking forward to attending the Historic Preservation Conference in Santa Monica next year. He said he had been on a Conference there before, a couple of years ago, and noted there was a lot to see in that area in terms of historic preservation. He said he found the train suggestion to be a good idea and recommended the Commissioners car pool to the train station in Riverside. VI. CORRESPONDENCE AND WRITTEN MATERIAL: Planning Manager Sawyer said the Coachella Valley Archeological Society had scheduled their annual potluck for Tuesday; September 7, 2010, at 6:30 p.m. at the Cathedral City Community Center. No RSVP was required if the Commissioners chose to attend the event. VII. COMMISSIONER ITEMS: Commissioner Redmon wanted to remind her fellow Commissioners, who had to re -take the AB 1234 Ethics Training class before October 1, 2010, that the training was now available on-line as well, in case they were not able to attend the classes offered at La Quinta City Hall. Chairperson Wright asked how often the training needed to be renewed. Planning Manager Sawyer said he thought the training had to be renewed every two years, but he would like to verify that information and get back to the Commissioners. Commissioner Redmon said in the New Commissioners' Handbook, was stated the training was valid for two years. VIII. PLANNING STAFF ITEMS: A. Discussion regarding Work Program for Fiscal Year 2010/2011. Planning Manager Sawyer passed out a summary of the key work program items the Commission and staff were scheduled to work on during the current budget cycle (FY 2010 — 2011). He said Associate Planner Jay Wuu would be helping with the digitization of the Historic Survey. He noted staff would work on the above stated work program items as their time allowed, but would not be put in the forefront and would give way to immediate projects and daily duties. Staff said the last work program item, Historic Register, required a lot of communication and help from the La Quinta Historical Society Chairman Wright talked about the formation of the La Quinta Historical Society and its prior Board Members which. included, Councilman Stan Sniff, Councilwoman Terry Henderson, Commissioner Maria Puente, himself, and others. He said at the time the Historic Preservation Commission was formed back in 1994, the Historical Society, and the Historic Preservation Commission were pretty much one and the same, and he would like to see that same closeness between the two organizations again. He suggested inviting the Historical Society Board Members to attend the Commission's meetings and the other way around as well. Staff said they would look into the Board's meeting schedule and try to coordinate some meetings between the two organizations. Chairman Wright asked staff to find out when the monthly "Open House" at the La Quinta Museum was scheduled for, and said that would be a great opportunity for the Commission to take time to attend, promote the historic preservation of the City, and get in touch with the Historical Society Members. Commissioner Redmon asked if there was anything that would preclude the City from being able to go to the private sector for donations for curation project. Staff said they would look into it. Introduction and La Quinta Museum Update from Johanna Wickman Museum Manager Planning Manager David Sawyer introduced Ms. Johanna Wickman, Museum Manager of the La Quinta Museum. Ms. Wickman passed out brochures advertising the museum's current exhibits which would remain on display through December 31, 2010, and explained what they were. She said the museum releases a monthly newsletter on the first of every month and passed out the newsletter for the month of November. She noted the letter announced the museum's current exhibits as well as any upcoming events and programs. Ms. Wickman talked about the exhibit that would be on display in February of 2011. She said the theme would be Dinosaurs and two life-size robotic dinosaurs would be displayed along with three other dinosaurs with dioramas and fossils, as well as interactive stations for children. She said she was also planning on putting together a display case of fossils excavated in La Quinta. Chairman Wright said the Commission was interested in developing a closer relationship with the La Quinta Museum and the La Quinta Historical Society. He suggested having joint meetings with the La Quinta Historical Society and/or possibly holding the next Historic Preservation Meeting at the La Quinta Museum. Ms. Wickman explained the relationship and interworking between the staff responsible for running and caring of the La Quinta Museum, the City of La Quinta, the La Quinta Historical Society, and the La Quinta Library. Chairman Wright asked if the museum still held the open house evening events on the first Friday of every month. Ms. Wickman replied the open house events were held October through April on the first Friday of the month, from 5:00 p.m. until 7:00 p.m., and there was no admission charge. She gave an overview of the last two events and what was to follow in the upcoming months. Commissioner Wilbur asked if the museum had any archives that were not on display. Ms. Wickman replied there were 3-4 filing cabinets with different materials such as photographs, documents, letters, publications, and newspaper articles, owned by the La Quinta Historical Society but stored at the museum, which were currently being cataloged into a computer database and scanned to facilitate future access. Commissioner Redmon asked if these archives were available for viewing by the general public and if so how would one go about it. Ms. Wickman replied the archives were available to the general public, but because they belonged to the La Quinta Historical Society, they were the point of contact for requesting and scheduling the viewing. General discussion followed regarding what archives and artifacts there were and where they were being stored. Ms. Wickman gave an overview of the special events and bus and walking tours the La Quinta Historical Society had scheduled for the next few months. General discussion followed regarding the tours. Staff asked if the La Quinta Museum worked in conjunction with the other museums in the Coachella Valley. Ms. Wickman said she is a member of the Coachella Valley Emergency Preparedness Network which brought all of the local museums together for monthly discussions over funds and disaster emergency preparedness, in case a disaster happened and records and archives needed to be preserved and cared for. These meetings led to the formation of the Desert Cities Museums Association (DCMA) and Ms. Wickman is the Secretary for the DCMA Formation Committee. She said the Association was expected to be fully incorporated and have a non-profit status by the end of the year. She explained the La Quinta Museum was very involved in the creation of the DCMA and all of the museums in the Coachella Valley were very excited about it as this would provide an opportunity for all of the museums to work and advertise together. She said a few of the Committee Members of DCMA would be giving a presentation at the California Association of Museums Conference in March of 2011. Commissioner Wilbur asked since the City was unsuccessful in obtaining the CLG Grant for the curation process, if the City could accept gifts and monetary donations that would support the project. Staff said they would have to find out what would be acceptable. Staff said they would be applying for the CLG Grant again next year and possibly submitting two separate applications; one of which would independently target the curation project. VI.
