Dear Mr. Evans:
As a precursor to our meeting tomorrow, I have attached a site plan for the property on
the South East corner of Westward Ho and Jefferson Street. As you recall, we are
purchasing part of the property from Mr. Snellenberger and the other portion of the
property, fronting Jefferson, is jointly owned by the City of La Quinta and CVAG.
Based on our discussions and concerns with the adjoining neighborhood, we have
designed a low density Senior Community. Most buildings are one story with the
exception of an elevatored two-story building located right on the corner of Westward Ho
and Jefferson. The open area in the middle was to limit the impact to the neighbors.
We met with Mr. Frank Spevacek to discuss the need for Senior Affordable Housing and
the funding availability. He also took a quick glance of the site plan. He indicated that
funding would not be the issue, family is more of a need, but a good Senior Community
would be considered. His comment on the site plan had to do with the City's noise
ordinance and ways to mitigate the impact of the noise. The obvious answer is a wall or
berm or a combination of both. However, I would like to discuss these and other options
with you.
Mr. Mark Moran and Mr. John Pena have had preliminary discussions with the neighbors
adjacent to the site. Thus far, the early discussions have been favorable. They also spoke
with CV WD concerning access to Wash on the South of the property. They have
indicated that this would not be an access point for them.
My goal on this site for tomorrow's meeting is to get your input. If favorable, I would
like to outline the steps needed to obtain approval.

Another site I would like to discuss is at the South East comer of Washington and 50`h
Street. I have attached an aerial for your review. We just signed the purchase contract on
this site. The site is approximately 7.48 acres and is zoned RM. &14 p,AI#(-,
We would propose a two story walk up multi -family community which would b1�0 I I
units per acre. This would provide for a good amount of open space. �IJJ o oilWe believe this to be an excellent opportunity for a family affordable housing
development due to the proximity to schools, boys club and shopping. In addition, whil:,
this has good proximity to amenities, there is a natural buffer zone that will limit possible
NIMBY issues.
If this site is acceptable, we would need to move fairly quickly as our time frame with the
seller is short. In addition, if favorable to you, I could possibly get this into the October
h2ad road. This would mean we could be in construction by mid year if the N�Ojd 1k)
wanted to fast track it. We can discuss what this would mean on Wednesday.

The site is currently zoned Golf Course and has a General Plan designation of (G) Golf
Course.
The applicant will need to apply for a General Plan Amendment, Zone Change (from GC to
RM or RMH), Conditional Use Permit (Section 9.60.200 senior citizen housing may be
allowed in RMH and RH residential districts subject to a CUP), and a Site Development
Permit.
Plans must show the following:
Lot coverage with structures
Lot coverage including structures and covered parking.
Indicate which units are 1 bedroom and 2 bedrooms.
Show location of laundry facilities.
North arrow.
Percentage of common open area.
Parking accessway.
Surrounding land uses.
Submit elevations and landscape plans.
Maximum height cannot exceed 22 feet within 150 feet of Jefferson Stree.t
Rear and side yard setback for residential units is 25 feet.
Any dwelling unit within 50 feet of an existing one story dwelling shall be limited to a one
story dwelling.
Submit plans showing location/height/elevation of perimeter wall. Perimeter landscape
plans need to location of utility equipment and how it will be screened.

The Community Development Department has reviewed and approved the above referenced
application. Enclosed are the original approved Exhibits A-1 through A-3 (legals for Lots 55,
56 & 57) and B (parcel plat); these items must be filed for recordation by Riverside County
along with revised grant deeds for the subject properties. A copy of the recorded deeds must
be submitted to the Community Development Department along with any future permit
application(s). Please prepare your grant deeds to reflect Exhibits A and B, as approved, and
to indicate the subject case number on all documentation filed for record.
As the applicant, it is your responsibility to record these documents. The City cannot file them
for recordation on your behalf as we have no ownership interest. The Riverside: County
Recorder's office can be reached at 909-486-7000 for further information on fees, etc.
Enclosed is a letter to the County Recorder verifying City approval of the adjustment, and
requesting its recordation.
This application was sent to utility agencies which may have easements affected by this
approval. While no adverse comments were received, the City has approved this adjustment
based on zoning compliance and correctness of the metes and bounds legal descriptions. Any
potential conflicts with recorded utility easements should be investigated by the developer at
the earliest opportunity. By execution of this approval, the applicant agrees to indemnify,
defend, and hold harmless the City of La Quinta from any legal claim or litigation arising out
