December 13, 2010
CALL TO ORDER
A regular meeting of the Community Services Commission was called to order at
5:36 p.m. by Chairperson Fitzpatrick
Commissioner Lawrence led the Pledge of Allegiance.
PRESENT: Commissioners Blakeley, Engel, Fitzpatrick, Lawrence, and Leidner
STAFF PRESENT: Edie Hylton, Community Services Director; Steve Howlett, Golf
& Parks Manager; Christina Calderon, Recreation Supervisor;
and Jean Wilson, Office Assistant
PUBLIC COMMENT: None
CONFIRMATION OF AGENDA
Director Hylton added a presentation to the agenda by Steve McAdams from Osher
Lifelong Learning Institute.
Director Hylton moved Department Report No. 4 to No. 1.
Motion - It was moved by Commissioners Leidner/Blakely to confirm the agenda as
changed. Motion carried unanimously.
PRESENTATIONS:
Director Hylton stated Osher classes are held in the La Quinta Museum. The
classes are supported by a Community Services Grant Program which helps reduce
the fees to a reasonable rate.
Presentation by Steve McAdams, Osher Lifelong Learning Institute. Osher has
three locations in Palm Springs, La Quinta, and Palm Desert. Osher has been in
partnership with La Quinta for the past 5 years. Classes are geared for members
50 years and older with attendance between 250 and 350 members per quarter.
Members pay $135 per quarter and members may take up to 5 classes. Classes
are lecture based.

Mr. McAdams stated that twenty percent of the members are from the City of La
Quinta.
Commissioner Lawrence asked how the program is promoted. Mr. McAdams
stated Osher is promoted by distribution of their catalog, which is placed in over 40
locations, mailing and interest lists, and by word of mouth.
Commissioner Blakeley asked about the number of sessions. Mr. McAdams stated
standard courses are 6 weeks long with each session being 2 hours. There are
also guest lecture or bonus classes that are a one-time lecture and are free.
Osher has Tell-a-friend/Bring-a-friend program. People can sign up for one week of
classes as a guest member for $20. This is for people who would like to try the
program or have company visiting and would like to attend with a member.
Commissioner Leidner asked if students received any certifications and Mr.
McAdams stated they do not.
APPROVAL OF MINUTES

Motion — It was moved by Commissioners Lawrence/Leidner to approve the
minutes as submitted. Motion carried unanimously.
CONSENT CALENDAR - None.
BUSINESS SESSION
1. Consideration of a Recipient for the 2011 Senior Inspiration Award Program
Christina Calderon, Recreation Supervisor, presented the staff report.
Gary Nelson and Barbara Irwin were recommended for 2011 Senior Inspiration
Award Program.
Motion — It was moved by Commissioners Leidner/Engel to recommend Barbara
Irwin as the 2011 Senior Inspiration Award Program recipient.

The sum of $10,000 has been budgeted in the Civic Center Art Purchase Account No.
270.0000.451.61-70.
BACKGROUND AND OVERVIEW:
Since 1989, with the exception of 2004 and 2005, the City has been selecting
artwork from the La Quinta Arts Festival ("Festival") to be displayed at various City
facilities. Two City Council Members, with the assistance from two Community
Services Commission members, will view the artwork at the Festival for consideration
of an art purchase. In 2010, Commissioners Brodsky and Lawrence were selected
from the Community Services Commission to assist the City Council members that
served on the Committee.
Historically, the Art Purchase Committee has met the first day of the Festival to select
artwork for the City with the artwork being delivered to the City after the Festival.
The Festival will be held from March 10 through March 13, 2011 at the Civic Center
Campus. The Art Purchase Committee and the two Commissioners may wish to meet
prior to the start of the Festival to select a location for an art piece that may be
purchased at the Festival.

The alternatives available to the Commission are:

The Community Services Department is requesting the assistance of two
Commissioners to assist staff in upcoming spring events. Staff requests support in
promoting facility use and recreational activities to the public by way of the
Community Services booth.
The events for consideration will be the Annual Egg Hunt on April 23, 2011 from 9 -
1 1 a.m. at La Quinta Park and the City's Birthday Party & Community Picnic held on
April 30, 2011 from 10 a.m. - 1 p.m. at Fritz Burns Park. Staff will provide flyers,
maps, brochures, give-away items, and other marketing products to handout to
participants.

Parks Activities Updates
For December 2010
The two new dog parks are open. Seasons Dog Park is located on Cloud
View Way (just off of Calle Tampico and Desert Club northeast of Adams
Elementary school) for those living in the Cove and the Village. In the north
part of the City, the Pioneer Dog Park is located at Miles Avenue and Seeley
Drive. Pioneer Park was expanded for larger dogs and additional seating was
added for the smaller dog park. There are a few residents concerned that
the small dog park at Pioneer is too small and staff has asked residents to
wait until the use is dispersed among the three dog parks in the City so that
staff can assess the situation once user habits are determined. Both
Seasons and Pioneer have turf, water, up -lighting, and seating that is quite
nice for residents. We also want to remind people that Fritz Burns dog park
is still open making three dog parks available for use. Please remind people
to clean up after the dogs so all can enjoy these parks and that all dogs are
up to date on their shots.
A new bike rack has been installed at the Senior Center. This came by
requests that were received from residents who like to bike to the center.

Parks Activities Updates
For January 2011
The fountain for the Civic Center Campus has been shut -down for servicing.
Staff used this opportunity to also do a full service of the fountain pump
since it needed to be removed to replace the seal. The two main circulation
pumps for the lake remain in normal operation and are not affected by the
fountain pump.
Two new dog bag dispensers and an additional drinking fountain (for dogs)
were installed in the large dog section at Pioneer Dog Park. A fifth bench
was installed in the small dog section. The project is now 100% complete.
One resident who lives behind Pioneer Dog Park is complaining about the
park lights and users being there until 10pm. Staff is working with the
lighting engineer and lighting manufacturer to reduce the amount of light by
adding louvers to the light bollards to reduce the light intensity. Park hours
are from dawn until 10pm.
A group of small dog owners are complaining about the size of the small dog
section at Seasons Dog Park. Staff is continuing to meet with both small
and large dog owners and neighbors to discuss options and potential costs.
