Receive and file the Mid -Year Budget Report for Fiscal Year 2010-201 1.
FISCAL IMPLICATIONS:
Since the Housing Authority does not at this time have the revenues to offset all of
its expenses, an advance from the La Quinta Redevelopment Agency has been
budgeted. No mid -year revenue or expenditure adjustments are being requested.
BACKGROUND AND OVERVIEW:
A comprehensive report is prepared annually at mid -year to inform the Housing
Authority Board of any changes in the financial position of the Authority that would
require their attention.
The Mid -Year Budget Report involves a financial assessment of Authority
operations. This report provides information on the Housing Authority revenues,
operations, any capital projects and requests for budget transfers and/or new
appropriations.
Attachment 1 is the revenue and expenditure detail for the Housing Authority.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Housing Authority include:
Receive and file the Mid -Year Budget Report; or
2. Do not approve the Mid -Year Budget Report; or
3. Provide staff with alternative direction.

Adopt a Resolution of the La Quinta, Housing Authority authorizing the Executive
Director to take all necessary actions to accept transfer of Agency -owned housing
properties from the La Quinta Redevelopment Agency.
FISCAL IMPLICATIONS:
There may be a need to allocate funds to provide weed abatement on some of these
properties each year. An appropriation of $300 per vacant lot (a few lots each year)
for weed abatement and PM-10 control will need to be added to the Housing Authority
Budget for future years. This appropriation will be included in the Fiscal Year 201 1-
2012 budget.
BACKGROUND AND OVERVIEW:
The background and overview for this item is included in the Redevelopment Agency
staff report regarding transfer of the Agency -owned housing properties to the Housing
Authority. Attachment 1 is a list of the Agency -owned housing properties that are
proposed to be transferred to the Housing Authority. As to the Washington Street
Apartments, the Authority would be added to the title but the Agency would remain on
title pursuant to the requirements of the Rural Development deed of trust.
If this action is approved by the Housing Authority, staff and legal counsel will prepare
the necessary documentation to effectuate the transfer of the housing properties.

RESOLUTION NO.
A RESOLUTION OF THE LA QUINTA HOUSING
AUTHORITY AUTHORIZING THE EXECUTIVE DIRECTOR
TO ACCEPT CONVEYANCES OF CERTAIN REAL
PROPERTY FROM THE LA QUINTA REDEVELOPMENT
AGENCY
WHEREAS, the City Council of the City of La Quinta ("City" or "City
Council," as applicable) has established the La Quinta Housing Authority (the
"Housing Authority") to function in the City of La Quinta in accordance with the
California Housing Authorities Law (Health and Safety Code Section 34200 et
seq.); and
WHEREAS, the La Quinta Redevelopment Agency ("Agency") is a
redevelopment agency organized and existing under the California Community
Redevelopment Law ("Health & Safety Code § 33000 et seq.) ("CRL") and has
been authorized to transact business and exercise the powers of a redevelopment
agency pursuant to action of the City Council; and
WHEREAS, a fundamental purpose of the CRL is to expand the supply of
low- and moderate -income housing (Health & Safety Code, § 33071); and
WHEREAS, the Agency, in fulfilling its purpose of expanding the supply of
low- and moderate -income housing in the City of La Quinta, has acquired
ownership of several single family homes (collectively, the "Affordable Homes"),
certain vacant parcels designated for future development of low- and moderate -
income housing (collectively, the "Vacant Affordable Parcels"), and a rental
apartment project commonly known as Washington Street Apartments
("Washington St. Apts."); and
WHEREAS, the Affordable Homes, Vacant Affordable Parcels, and
Washington St. Apts. are listed on Attachment 1 to this Resolution, which is
incorporated herein by this reference; and
WHEREAS, the Agency has authorized its Executive Director, if and when
the Executive Director deems is appropriate, to (i) transfer ownership to the
Affordable Homes and the Vacant Affordable Parcels to the Housing Authority, and
(ii) add the Housing Authority to the title of the Washington St. Apts., for purposes
of operation and/or future rehabilitation or development; and
WHEREAS, Housing Authority desires to accept such conveyances by the
Agency, if and when such conveyances are effected.

NOW, THEREFORE, the Governing Board of the La Quinta Housing Authority
does hereby resolve as follows:
SECTION 1. The Housing Authority hereby accepts the conveyances of the
Affordable Homes, Vacant Affordable Parcels, and Washington St. Apts., as
described in this Resolution and as listed on Attachment 1, at such time as any or
all of the conveyances are effected.
SECTION 2. The Executive Director is authorized to accept the conveyances
described in Section 1, at such time as any or all of the conveyances are effected,
and to take such other actions and execute such other documents as may be
necessary to implement and effect this Resolution on behalf of the Housing
Authority.
SECTION 3. The Secretary shall certify to the adoption of this Resolution.
PASSED, APPROVED and ADOPTED at a regular meeting of the Governing
Board of the La Quinta Housing Authority held this 15`h day of February, 2011.
