A special meeting of the La Quinta Redevelopment Agency was called to
order at 2:00 p.m. by Chairperson Henderson.

The Redevelopment Agency recessed to Closed Session to and until the hour
of 4:00 p.m.
4:00 P.M.
The Redevelopment Agency meeting was reconvened with no decisions
being made in Closed Session which require reporting pursuant to
Government Code Section 54957.1 (Brown Act).

APPROVAL OF MINUTES
MOTION - It was moved by Agency Members Sniff /Franklin to approve the
Redevelopment Agency Minutes of May 3, 2011 as submitted. Motion
carried unanimously.
CONSENT CALENDAR
1. APPROVAL OF DEMAND REGISTER DATED MAY 17, 2011
2. RECEIVE AND FILE TREASURER'S REPORT DATED MARCH 31, 2011
3. RECEIVE AND FILE REVENUE AND EXPENDITURE REPORT FOR
MARCH 31, 2011
4. APPROVAL OF SALE OF FORECLOSED HOMES TO INCOME-
QUALIFIED BUYERS AND APPROPRIATION OF FUNDS
MOTION - It was moved by Agency Members Sniff /Franklin to approve the
Consent Calendar as recommended. Motion carried unanimously.
BUSINESS SESSION - None
STUDY SESSION
1. DISCUSSION REGARDING WASHINGTON STREET APARTMENTS
Economic Development Project Manager Powell presented the staff
report.
Consultant Jon McMillen, RSG, reviewed the project schedule.
Agency Member Evans referred to Phase I of the project and asked if
the utilities will be placed underground. Economic Development
Project Manager. Powell explained staff is working with the Imperial
Irrigation District (IID) on the feasibility of undergrounding the utilities.
Council Member Evans asked if the undergrounding of utilities will be
completed for the vacant and developed properties. Economic
Development Project Manager Powell confirmed.

Chairperson Henderson asked if undergrounding utilities will be done
for future units. Consultant McMillen explained the utility
undergrounding is being concentrated on Washington Street and not
inside the project area, which also includes improvements to the
sewer system.
Agency Member Adolph asked why the architectural /engineering
process is nine months long. Consultant McMillen explained the time
is to process through the USDA and Rural Development programs.

Agency Member Evans asked if the name of the complex will be
changing. Economic Development Project Manager Powell stated staff
can entertain a new name if it is the desire of the Agency Board.
