CALL TO ORDER
A regular meeting of the Community Services Commission was called to order at
5:30 p.m. by Chairperson Fitzpatrick.
Commissioner Leidner led the Pledge of Allegiance.
PRESENT: Commissioners Blakeley, Engel, Fitzpatrick, Lawrence, and Leidner

PUBLIC COMMENT - None.
CONFIRMATION OF AGENDA
Director Hylton asked that the Study Session item be moved to the beginning of
the meeting.
Motion - It was moved by Commissioners Leidner/Blakeley to confirm the agenda
as amended. Motion carried unanimously.
PRESENTATIONS - None.
STUDY SESSION
1. Discussion of the Lighting and Landscape Assessment District, Park
Assessment District, Utility Tax, and User Fees as Possible Strategies for
Cost Recovery of Parks Maintenance
Tim Jonasson, Public Works Director/City Engineer presented a PowerPoint
covering the background, strategies, etc. of Special Taxes, Park Assessment
Districts, User Fees, and the Landscape & Lighting (L&L) District.
Commissioner Leidner asked if a new tax is approved, would that be in addition to
the current L&L District Assessment currently being paid., Director Jonasson stated
there would be an additional tax assessed for the parks above the L&L District
Assessment.

Director Jonasson stated that outreach is critical for any of these
assessments/special taxes/fees to pass.
Chairperson Fitzpatrick asked how the City can be sure that the funds will not be
restricted on the expenditure toward Capital Improvement projects. Tom
Genovese, City Manager, stated that the City has programs in place to fund Capital
Improvements projects.
Director Hylton presented the User Fee portion of the PowerPoint and explained
that more than 40% of sports field users are non-residents.
Chairperson Fitzpatrick and Commissioner Leidner stated that User Fees should be
looked into as a way to fund a portion of park maintenance.
City Manager Genovese presented the cost recovery strategies for Utility User,
Sales, and General Taxes.
Director Jonasson stated that this item will be presented to City Council in August
2011.
APPROVAL OF MINUTES
1. Approval of May 9, 2011 Minutes
Motion — It was moved by Commissioners Blakeley/Leidner to approve the minutes
as submitted. Motion carried unanimously.
CONSENT CALENDAR - None.
BUSINESS SESSION
1. Consideration of Adding Dog Park Rules and Regulations to the La Quinta
Municipal Code
Steve Howlett, Golf & Parks Manager presented the staff report.
Commissioner Engel asked how the rules would be enforced. Manager Howlett
stated that Code Compliance and Law enforcement can enforce the rules once they
added to the Municipal Code.
Commissioner Engel stated that the rule requiring a City Dog License may
discourage use of the dog parks by tourists/visitors.
Commissioner Engel suggested that "Dog Owner" be changed to possibly "Dog
Handler."

Commissioner Leidner asked what the description of spectator pertained to.
Manager Howlett stated that this rule is to try to keep the dog parks from
becoming social speces.
Commissioner Leidner suggested adding a container with dirt and a shovel for the
patrons to use to fill up holes that their dogs dig.
Motion — It was moved by Commissioner Lawrence/Blakeley to recommend the
addition of Dog Park Rules and Regulations to the La Quinta Municipal Code.
Motion carried unanimously.
2. Consideration of Cancelling the August 8, 2011 Community Services
Commission Meeting
Director Hylton presented the staff report.
Motion — It was moved by Commissioner Leidner/Blakeley to elect to cancel the
August 8, 2011 Community Services Commission Meeting Motion carried
unanimously.

2.06.030 Chairperson vice -chairperson —Selection and terms.
Unless otherwise provided by law, ordinance or resolution of the city council, each board, commission or
committee of the city shall annually at its first meeting held after June 30th, except for committees who shall at
their first meeting, choose one of its number as chairperson and one as vice chairperson. Each chairperson and
vice chairperson shall have authority and perform such duties as are commonly associated with their respective
titles, or as may be specially prescribed by law or by the bylaws or other rules of the board, commission or
committee. Vacancies in either such position occurring prior to July 1 st for boards and commissions, and

ITEM TITLE: Consideration of a Temporary Art
Donation from Joe Oakes to be Placed at the Library CONSENT CALENDAR:

BACKGROUND AND OVERVIEW:
On June 21, 2011, the City received a request from La Quinta resident and artist Joe
Oakes to consider a temporary donation of his work to be placed in the library
(Attachment 1). Mr. Oakes has received a copy of the Temporary Art Donation
Agreement to review. As part of the Temporary Art Donation Agreement the City will
insure the art work while it is exhibited in the Library.
Artist Joe Oakes would like to provide ten to twelve pieces of artwork to be displayed
at the Library. The style of work is acrylics on canvas. Mr. Oakes is an art instructor
for the Community Services Department and was recognized at the 2011 Artist
Acknowledgement Awards. The location for this artwork would be in the Library
corridor which has lighting appropriate for this type of art display. Mr. Oakes would
like to display his paintings varying in price from $375 to $900 dollars each. As
indicated in the proposal, the total value of the artwork is estimated at approximately
$5,000. The temporary donation is proposed to include the following art work:

Library; or

My name is Joe A. Oakes and I am a local artist residing in La Quinta. I am requesting a review of my artwork
for display in the exhibit gallery hall of the La Quinta Public Library.
My work is representational in style and is done with artist acrylics on canvas. The subject matter of my work is
landscapes and the paintings included for exhibit would be current work along with pieces depicting scenes
from within the city of La Quinta. I would like to include approximately 10 to 12 pieces. The sizes would vary
and include the following: 16x20, 15x30, 18x24 and 20x30. The total approximate value for all of the paintings is
$5000.
I have include an artist information sheet with my artist statement, a short biography and a list of my current
shows and awards - including my recent designation as a Distinguished Artist of La Quinta. Also included are
images of my work along with the title, size and price.

Statement: My art at this time is solely dedicated to the landscape. I just can't get enough of natures beauty and
the challenge that comes with trying to capture and portray a place in time. Each landscape I paint is somewhere
I have been even if only briefly. Something about that place at that time caused me to stop and take notice.
Therefore, I try to capture the spirit or essence of that time and place in order to convey that mood or feeling to
the viewer. I use basic elements of art and design to create pieces I feel are compositionally sound, always
considering where the lines and forms are leading the eye within the painting. It is important to me to combine
this with an emotional connection to the place. I consider my work representational but strive not to be too
realistic. Evoking a feeling of time and place is the challenge I put to myself. And I continue that effort through
each painting.
Biography: I can remember doing pencil and marker sketches as early as age five. I'm not sure what they look like
but if you ask my Mom, she'll be happy to show you some! Later I graduated to scrap paper and cardboard to
create holiday greeting cards for family members. I can still remember the excitement that came with each new
pencil or paint set or even model cars and boats. I just loved working with my hands and creating... still do. During
the school years I excelled in my art classes. Due in part to the encouragement I received from so many teachers,
fellow students and my parents. I did more experimenting in different media back then. I also won many school
competitions and awards. I eventually found my way to college and earned a BFA from Cal State Fullerton in 1997.
For awhile I worked as a graphic designer. Although I enjoyed it, I needed something even more creative.
Something I could really sink my teeth into and be passionate about. The economic downturn of our time allowed
me to dedicate much more of my personal time to the creation and promotion of my artwork It wasn't easy at
first, but it may never be. An artist must always be learning and striving to improve! I've also discovered how much
I enjoy teaching art classes and workshops. The fun and energy of the classroom has become my second passion.
I learn from my students and improve upon my own work with each class. I am originally from Chicago but have
lived in Southern California for the last nineteen years. I am located in the Palm Springs area and reside there with
my supportive wife and two great sons.

SUBJECT: Update of the City's 30`' Anniversary Celebration Events
Staff would like to begin the preliminary efforts to plan and promote the 301"
Anniversary events to be held in 2012. The 251" Anniversary Celebration
Committee, established by City Council was responsible for planning the City-wide
activities and events. This year staff is suggesting that the staff work to
coordinate efforts among the following organizations to promote and celebrate the
30`" Anniversary activities. Special Events will be developed by the following:

• La Quinta Chamber of Commerce
• La Quinta Arts Foundation
• La Quinta Library and Museum

• Community Services Commission and staff
The Community Services and City Marketing staff will coordinate periodic

SUBJECT: La Quinta Community Fitness Center Marketing Plan
The new La Quinta Community Fitness Center will be operated by the Desert
Recreation District; however the City will continue to promote the facility to raise
awareness of its new location and to foster health and wellness for the residents of
La Quinta.
The Community Fitness Center Marketing Plan contains a complete listing of Print,
Web, and other media used to promote the facility during the 2011-2012 Fiscal
Year.
Delivery Systems:
The Community Services Department will continue to use the following advertising

Commerce featuring the "La Quinta City Scene," including news and
information directly from the City of La Quinta.

neighborhood in the City of La Quinta. Users can post news articles,
promote events and other programs, post pictures and video, and blog about
happenings in the community.
