Presentation by Johanna Wickman with the La Quinta Museum Ms. Wickman presented current information of the Museum happenings. The current Jurassic Encounter will end July 30, 2011. The attendance has been almost double from last year's numbers. The California Pioneers exhibit will be active in September 2011. There will also be a Civil War Reenactment at Lake Cahuilla on November 19 and 20, 2011. APPROVAL OF MINUTES 1. Election of Chairperson Director Hylton presented the staff report. Consideration of a Temporary Art Donation from Joe Oaks to be Placed at the Library. Director Hylton presented the staff report. Commissioner Leidner asked is there was an extra cost for the insurance. Director Hylton stated that the insurance is covered under the City's current insurance. Commissioner Leidner asked what information will be placed on the pieces. Director Hylton stated that the artists name and title will be placed under the pieces. Contact information will be available from the Library staff. Commissioner Blakeley asked if an easel can be placed to guide people to the Temporary Art. Director Hylton stated staff would work with Joe Oakes on this. FISCAL IMPLICATIONS: Dependent on the fee recommendations approved by the Community Service Commission the fees could be increased approximately $6,500 for the park and facility rentals and $13,500 annually for the implementation of the non-resident fees for recreation and senior citizen programs, events, and activities. BACKGROUND AND OVERVIEW: On May 14, 2007, the Community Services Commission reviewed the Facility Use Policies for City facilities and made recommendations for City Council consideration. On April 1, 2008, the City Council considered the Commission's recommendations and approved the current Facility Use Polices adding facility use fees for the Museum and reducing the fees at the Library as a result of the Phase 2 Expansion. Since the current Facility Use Policies were adopted, several facilities are identified to consider for fee increases. These include rental fees for La Quinta Park, Fritz Burns Park, Senior Center, Civic Center Campus, and new rental fees for the Boys and Girls Club gymnasium. Staff is also requesting the consideration of adding a non-resident fee to programs, events, and excursions based on the increased use of non-residents in using these activities. Facility Use Policies Ma Quinta Park Fritz Burns Park, Senior Center, Civic Center Campus and the Boys and Girls Club Gymnasium): Over the last four years there have been an increased number of facility requests for rentals of City parks and facilities. Staff is recommending an increase in the current rental fees for La Quints Park, Fritz Burns Park, Senior Center, and the Civic Center Campus. 3 Requests from non-profit organizations for use of La Quinta Park, Fritz Burns Park, and the Civic Center Campus for large charity events are increasing and have a greater impact on the maintenance of the facilities. The current park rental rates and deposits were established for small park parties of 50 people or less. The proposed large scale events from non-profit organizations have an estimated attendance of over 100 people placing additional demands on the park maintenance. Therefore, staff is recommending that increased fees and security deposits be established for usage of the two parks and Civic Center Campus for these larger non-profit events. The City has a Contract for Services Agreement with the President Gerald R. Ford Boys and Girls Club of La Quinta. This agreement allows the City to execute rental agreements for usage of the Boys and Girls Club gymnasium by outside private parties. Rental fees and security deposits are not established by the City for use of the Boys and Girls Club gymnasium. Due to the interest from local sports groups, staff is recommending that fees and deposits be established for usage of the Boys and Girls Club gymnasium. The current classification of groups and rental fees for La Quinta Park, Fritz Burns Park, Senior Center, and Civic Center Campus are as listed in the current Facility Use Policies: CLASSIFICATION OF GROUPS Class I: La Quinta youth (18 and under), 501(c) 3 recreation organizations Class II: La Quinta non-profit organizations, community -based organizations, competitive youth sports leagues, Desert Sands Unified School District (Sports Complex Use Only) Class III: La Quinta residents and DSUSD (for all other facilities) Class IV: La Quinta business and profit organizations, non-residents, organizations and businesses, and all youth sports leagues tournaments Last fiscal year approximately 50 to 60 private park party rentals of 50 people or less occurred at La Quinta Park and Fritz Burns Park pavilions with 40% of these rentals by non-residents. Fee increases would affect resident rates and non-resident rates only (Class III and IV). All private party rentals scheduled in the Senior Center take place in the multi -purpose room. The multi -purpose room holds a maximum capacity of 200 people; tables and chairs are provided for all rental groups. Approximately 10 to 20 private party rentals occur at the Senior Center per fiscal year. Fee increases would affect resident rates and non-resident rates only (Class III and IV). Private rentals scheduled on the Civic Center Campus take place in either the Gazebo or the Amphitheater. The current rate to rent the Gazebo or Amphitheater is the same with a minimum rental of two hours. Wedding ceremonies are the primary events held at the Gazebo and Amphitheater with approximately 10 to 20 private rentals occurring on the Civic Center Campus per fiscal year. Fee increases would affect resident rates and non-resident rates only (Class III and IV). 0 Rental fees and security deposits have not been established for use of La Quinta Park, Fritz Burns Park, or the Civic Center Campus for non-profit events with an attendance of 100 people or more. Due to the recent increase, in requests for full use of the park(s) by non-profit organizations for large fundraiser events, staff is recommending that a non-profit rental fee and deposit be established for these three locations. This new fee and deposit would only be applicable to non-profit organizations (Class IU. Rental fees and security deposits have not been established for rental of the Boys and Girls Club gymnasium. Due to recent inquiries from local sports groups interested in renting the gymnasium, staff is recommending that rental and deposit fees be established. The gymnasium is equipped for basketball and volleyball events. Rental and deposit fees would be established for non-profit groups, La Quinta residents, and non-residents (Class II, III, and IV). Should all of the recommended park and facility fees be implemented into the Facility Use Policy, the result would be an estimated revenue increase of $6,500 per fiscal year. This new non-resident fee policy apportions to non-residents a slightly higher fee to contribute to the costs of programs, events, and excursions a more equitable level with residents that pay City taxes. The new policy would establish procedures for determining non-resident fees for programs and excursions. Due to increased fiscal demands, coupled with increased participation from non-residents, this policy would be important to consider in maintaining existing levels of service for La Quinta residents. , Last fiscal year reported over 1,900 non-resident participants in the senior and recreation programs. With the lowest cost course being $15 and the highest being $135, staff calculated the average program price at $47. The recommended fee structure is: Program Fee Non -Resident Fee (Per Activity) $1 - $36 $5 $37 - $43 $6 $44 - $49 $7 $50 - $56 $8 $57 - $63 $9 $64&up $10 Staff recommends non-resident program fees under $37 incur an additional $5 fee per program, program fees between $37 and $64 incur an average of a 15% increase of the program fee (rounded to the next dollar) per program, and program fees above $64 incur a maximum fee of $10 per activity. Should the non-resident fees be implemented the increased annual revenue would be approximately $13,500. The combination of a flat rate and percentage rate non-resident fee provides for a reasonable non-resident fee, which will reduce the potential for participation reduction at all pricing levels. A minimum and maximum set for the bottom and top ranges and 11 a percentage rate that increases the program fee gradually for mid -priced classes will increase revenues and help to decrease attendance reduction of non-residents. Staff is seeking direction from the Community Service Commission regarding the fee increases listed above. FINDINGS AND ALTERNATIVES: The alternatives available to the Commission include: 1. Provide recommendations for City Council consideration regarding the proposed Fees and Charges Policies Update; or 2. Do not provide a recommendation for City Council consideration; or 3. BACKGROUND AND OVERVIEW: The Community Services Marketing Plan (Attachment 1) has been developed to refine and improve the methods of communicating the programs, services, and special events to City residents. This plan provides the Community Services Commission with information regarding the recent number of programs and services, growth in participation rates, and marketing and promotion methods. This year's plan addresses the recommendations and action items in the Community Services Master Plan and the Community Services Commission Work Plan to increase marketing efforts. This marketing plan seeks to reach more residents through a variety of print, web, internet, public relations, and promotional methods. The key components of this plan are included in the 201 1 /2012 budget approved by City Council on July 5, 2011. On July 11, 2011, the 30`h Anniversary Marketing Plan and the La Quinta Community Fitness Center Marketing Plan were presented to the Commission. These plans work in conjunction with the 2011/2012 Community Services Marketing Plan and use similar delivery systems and advertising methods to promote these activities and facilities. New to the plan this year is the inclusion of Humana Challenge Month, which will include a healthy food event and a community health fair and walking event preceding the golf tournament. While these events are in early development, staff has included the partnerships with Desert Cities Charities and the Desert Recreation District as an objective of the plan. iV ALTERNATIVES: The alternatives available to the Commission are: 1. CITY OF LA QUINTA COMMUNITY SERVICES MARKETING PLAN 2011 - R012 OUR MISSION "We facilitate active lifestyles through quality recreational and park opportunities." This marks the fifth year the Community Services Department has implemented a comprehensive marketing plan in collaboration with the City Marketing Plan to promote active lifestyles through quality recreational and cultural opportunities. The Community Services Marketing Plan contains a complete listing of Print, Web, and other media used to promote activities, as well as specific objectives and the marketing efforts this Department plans to undertake during the 2011-2012 fiscal year. The plan sets out to accomplish a direct and indirect communication with residents; keep them informed of important City news and programs; and promote activities and special events, which enhances the quality of life in La Quinta. New to the plan this year will be the inclusion of the 30`" Anniversary branding effort and the promotion of the newly opened La Quinta Community Fitness Center. Links to Programs, Facilities, Parks, Golf, Events, Excursions, Library, Museum, and Senior Center provide users with the right information in just a few clicks. Parks Activities Updates For June 2011 The slide at Velasco Park has been replaced. The new slide is blue and is more durable and resistant to graffiti and vandalism. Two playground spin cups that are located at La Quinta Park Playground and the Fritz Burns Park Playground were vandalized. These two features are being replaced by the manufacturer at no cost to the City. A couple of concrete panels and curb sections around the playground were replaced at Monticello Park. Some of the mature mesquite trees had started lifting a couple of the sidewalk panels. Instead of removing the trees, it was determined to replace small sections of concrete. Monticello Park does not have any shade structures and the mature trees provide needed shade for the enjoyment of the facility. Monticello Park is located on Monticello and Fred Waring Drive, one block west of Jefferson Street. The interactive water feature at La Quinta Park now operates from 9 a.m. to 9 p.m. The operation was extended from 7 p.m. because of the longer daylight hours and higher temperatures. The water feature is very popular and is used continuously throughout the day. Additional safety surfacing material was added to the playground areas at Monticello Park, La Quinta Park, and Desert Pride Park. Each month, staff monitors the amount of material that is in the playgrounds. Every couple of years, it is necessary to order additional safety material to insure the safety surface remains above the minimum levels. The City has changed suppliers for dog bags and dog bag dispensers. Each summer, the fields are closed to condition and prepare the turf for the Fall use by the soccer, baseball, and football associations. The purpose of aeration is to relieve soil compaction which allows the turf grass to get the proper amount of air and nutrients in the soil. Top dressing is a practice of adding new sand to level the field surface, relieve compaction, and improve drainage. Vintage Landscape, Desert Sands Unified School District, and City staff are working together to improve the baseball infields at the Sports Complex. Currently, there is turf along the outside of the first and third base lines in the infields. This infield turf is uneven and difficult to maintain. The landscapers and school staff are working together to remove the infield irrigation and turf. Once the infield turf is removed, the areas will be filled -in with additional infield material which will provide a more level playing surface. Improvements continue to be made at the Fritz Burns Dog Park. A bottom rail was installed below the fence of the small dog section to prevent small dogs from being able to pass under the fence. New gate latches were installed that meet ADA standards as well as spring loaded hinges that provide self -closing gates. The fence was repainted and new shade canvas was installed over the two existing shade structures. New signs for the rules were installed at the entrance of all three dog park facilities. The lake fountain at the Civic Center Campus was off for two weeks for servicing. The nozzle is secured by 8 cables that needed to be replaced by a licensed diver. The fountain has returned to normal operations.
