• GENERAL CONDITIONS
General Conditions are hereby made part of Division 1 and of
this Section, and other Divisions and Sections as if set
forth in full therein.
A. ALLOWANCES
Al.l allowances specified herein must.be included in the bid. If
actual cost exceeds the specified amount; owner will pay the
difference. If actual cost"is less than the specified amount;
owner will be credited with the difference.
B. DRAWINGS AND SPECIFICATIONS
a. Drawinas which form a part of the Contract Documents and
accompany these Specifications are listed in the "Index,to
Drawings" and on•the drawings.
b. Specifications which form a part of the Contract Documents`
consist of Sections as listed in the "Index" in the forepart.
of 'these Specifications.
C. Division of the Specifications: For convenience, these
Specifications are arranged in several trade sections, but
such separations shall not be considered as the limits of
• the work required by a subcontract or trade.. The terms and
conditions of such limitations are wholly between the Con-
tractor and his subcontractors.
C. CODES AND REGULATIONS
a. General: The Contractor shall comply with all laws,
ordinances, regulations and building code requirements
governing the particular work, including, but not limited
to those of:
(1) the Building Ordinances of the City of La Quinta,
including the 1985 -Edition of the Uniform Building
Code as adopted by the City of La Quinta, California.

Industrial Safety of the State of'California.
(3) The National Electric Code, 1987 edition.
(4) The Uniform Plumbing Code of the Western Plumbing
Officials Association,. 1985 edition. '
(5) Federal Standards of the Department of Labor,
Occupational Safety and Health Administration, and all
applicable State. County and City codes, ordinances,
and regulations having _jurisdiction thereof.
(6) Title 19. Public Safety, California Administrative
I* Code, Chapter 1 State Fire Marshall.
(7) The Rules and Regulations of the Board of Underwriters
of the Pacific.
(8) Title 24 Chapter 2 State of California Energy and
Handicapped requirements.
D. BACKING AND REINFORCING
For equipment to be installed in this buildings, shall be by
Contractor.
E. MANUFACTURED ITEMS
Manufactured items on this project and not specifically
covered in specifications or on drawings are to be installed in"
strict accordance with manufacturer's printed instructions.
F. SCAFFOLDING
Scaffolding shall be the responsibility of each trade requiring
same. Scaffolding ;x1all be as approved by the State of
California Safety Orders.
CLIMATIC PROTECTION
The Contractor shall provide and maintain heat, fuel, materials,
and services necessary to protect all work and materials against ,
injury from extreme heat, cold, dry winds and dampness.
H. DUST PALLIATION
Throughout entire Contract period, effectively dust -palliate
working area, and involved portions of site with such frequency
as will satisfactorily allay dust during hours that work is being
performed, and protect, as necessary, adjacent existing work and
structures from dust, etc. Comply with the requirements of the
City of Rancho Mirage.
I. REMOVAL.OF TEMPORARY CONSTRUCTION
Remove from site, temporary office facilities, toilets,
barricades, storage sheds. utilities and other construction of
temporary nature, as soon as progress of work permits, as deter-
mined by the Owner, and recondition and restore portions of site
occupied, to condition acceptable to Owner.
J. SUBSTITUTIONS OF MATERIALS.AND EQUIPMENT
Materials and equipment, including specially designated makes

must be furnished as specified. except when equals are approved
by the Owner. Equals will not be accepted unless the Contractor
requests and receives permission in writing from the Owner to
makes specific substitutions.
Requests shall be made within sufficient time to allow the Owner
to investigate the merits of the proposed substitution, and the
Contractor shall present complete details with specific explan-
ation of the characteristics of those details which differ from
the Specifications. Requests for substitutions must be made
within 35 days after award of contract.
a. Requests for substitutions based on the above, when for-
warded by the Contractor to the Owner, are understood to
mean that the Contractor:
(1) Represents that he has personally investigated the
proposed substitute product and determined that it is
equal or superior in all respects to that specified.
(2) Will provide the same guarantee for the substitute that
he would for that specified.
(3) That he waives all claims for additioanl costs related
to the substitution which subsequently becomes
apparent: and
(4) Will coordinate the installation of the accepted sub-
stitute, making such changes as may be required for the
work to be complete in all respects.
b. Substitutions will not be considered if:
(1) They are indicated -or implied on shop drawing
submissions without the formal request required above;
or
(2) For their implementation they require a substantial
revision of the Contract Documents in order to
accomodate their use
K. CLEANING
Contractor and his Subcontractors shall from time to time
remove all dirt and rubbish caused by their work, from the
buildings and the site. At completion of the work, the Con-
tractor shall thoroughly clean the interior and exterior of the
buildings, including hardware, floors, roofs, sills, ledges,
glass or other surfaces where debris, paint spots and dirt may
have collected. All glass. sliding glass doors and mirrors
shall be washed clean at. completion.

L. DRAWINGS AND SPECIFICATIONS
Are intended to show and describe details for the complete
project. Parts and details not fully shown or described shall
be detailed and executed according to standard first class
practice and in similar manner and spirit of details which are
shown on drawings or described in the specifications to the
satisfaction of the Architect at no additional cost to Owner.
If a subcontractor finds anv details which in his opinion
are unsound. unsafe. or not waterproof, it is his duty to notify
the Architect in writing of this fact. If work is performed as
detailed, it is assumed that there is no objection to the detail
No extra compensation will be allowed for differences between
actual dimensions and those indicated on drawings.
M. FIGURED DIMENSIONS follow in preference to scale,. and detail
drawings in preference to small scale drawings. Check accuracy
of all dimensions in field prior to any work being constructed
or materials or products fabricated or ordered. Specifications
and written notes and schedules on drawings shall be followed
in preference to information furnished in the form of line
drawings. Detailed drawings furnished during construction
or accepted by Contractor or Architect are to be considered
explanatory and not as changes to drawings and specifications.
Notes, figures and details on said detail drawings shall be
followed and executed as part of these specifications.
N. ERRORS OR OMISSIONSwhich appear on drawings, in specifications
or other Contract documents, subcontractors expected shall notify
Contractor in writing of such errors or ommissions. In event of
failure of subcontractors failing to give written notifications
before construction or fabrications of work, he will be held
responsible for the results of such errors or ommissions and the
costs of rectifying same. However, drawings and specifications
are complementary and work called for on one and not the other
shall be provided as though fully set forth in both.
0. CLAIMS FOR EXTRA COSTS
If Contractor claims that instru.citons from the Architect or
Owner involve extra cost under this Contract, he shall give
written notice thereof within a reasonable time after the receipt
of such instructions, no later than 5 days therefrom, and, in any
event, before proceeding to execute the work, except in emergency
endangering life or property and the procedure shall then be
provided for changes in the work.. No such claim shall be valid
unless so made.
P. PRODUCTS
a. Manufacture: Products shall be new and of only one
manufacturer for repetitive items used throughout the
project. each item of equipment specified under each
Section unless otherwise indicated on the drawings or
• specifications.

EXCAVATION. EARTHWORK AND SITE CLEARANCE

The requirements of Division 1 apply to all work hereunder.
A. SCOPE
All work described in plans and specifications including, but
not limited to: site grading, removal of plant material, site
and mound fill and forming, footing excavation, slab preparation
and trenching.
B. WORKMANSHIP
All fill and backfill to be compacted 95% under building and
90% elsewhere. Site grading to an 0.1 foot accuracy.

CONCRETE
• Section 3A
The -'requirements of Division 1 apply to all work hereunder.
A. SCOPE
Furnish and install all concrete. including formwork and
reinforcing steel therefor, as shown on the drawings and
specified herein, and except as specifically excluded below.
B. WORK INCLUDED UNDER THIS SECTION
The principal items of work included in this section are:
a. Concrete foundations, slabs, and any other concrete
indicated on the drawings.
b. Formwork and steel reinforcing therefor.
C. MATERIALS
a. Reinforcing Bars: Bars for reinforcing shall be deformed,
all of intermediate grade, conformint ASTM A-615, Grade 40.
b. Cement: Portland Cement shall conform to the requirements
. of ASTM Specification C-150-46 for Type 5 cement.
c. Aggregates•
(1) Fine Aggregate: Shall conform,to ASTM Specification
C-33-44.

d. Water: Water used in miring

Construction joints not indicated on the drawings shall not be

G. CONCRETE SLABS ON GRADE
a. Subgrade shall be prepared for placing slabs on grade.
Final finish grade shall be checked and any required adjust-
ment shall be made. The ground surface shall be moist but
free from standing water where concrete is placed.
b. Slabs on grade shall be poured with the mix..using one'inch
(111) aggregate and minimum water content. The slump shall,.
not exceed four inches ( 4") .
H. FINISHING
a. Finish of concrete slabs under carpet shall be steel trowel
finish.
b. Natural color: broom finish: service yard. A/C pads, and
side yard walks, where shown on Site Plan.
C. Colored Concrete Finish: used on exterior slab areas:
. driveways, patios, pool area, front walk. Provide sample for
owner's approval. The area will have a 6" smooth border at
edges and expansion joints with heavy rock salt finish in the
field. Verify the color with the owner.
d. Expansion joint: stainless steel cap with #3 rebar to be
be continuous through expansion joint. (18"lap splice
min.)
e. As --a possible extra the concrete bid should include a
cost to place #3 rebar at 18" O.C. in the driveway
and front walk.
f. As a possible extra the concrete bid should include a
cost to place #3 rebar at 18" O.C. in all the remaining
concrete.

MASONRY
Section 4A
The' -requirements of Division 1 apply to all work hereunder.
A. SCOP
Furnish and install masonry as indicated and specified, complete.
B. WORK INCLUDED UNDER THIS SECTION
a. Masonry planter and garden walls.
b. Masonry retaining walls.
C. Reinforcing steel for masonry.
C. WORK NOT INCLUDED UNDER, THIS SECTION
Concrete footings, including reinforcing bar dowels.
(See Section 3A)
D. MATERIALS
a. Concrete block units for walls shall be Grade A
machine block conforming to ASTM Specification C-90-52,
lineal shrinkage from saturated condition to oven dry
condition shall not exceed .06%. Concrete block units..shall
be as shown on drawings. Color to be natural.
b. Portland Cement: ASTM C-150, Type 1 or 2, low alkali, as
tested by ASTM C-227." Use on manufacturer's product
throughout.
C. Hydrated Lime: ASTM C-206 or C-207. Type S.
I d. Sand: ASTM C-144, except not less than 3%, nor more than
10% shall pass a No. 100 sei.ve.
e. Workability Admix: "Pozzolith" by Master Builders or
"Plastiment" by Sike Chemical.
f. Water: Potable, from domestic source.'
g. Ties: All metal components shall be galvainzed. See
details on structural drawings.
h. Reinforcing steel: Bars - ASTM A-615, Grade 40;
Tie Wire - Black annealed steel wire, not lighter than
No. 16.
'� MORTAR AND GROUT
a. General: Mix mortar and grout'in approved mechanical
batch mixer for not less that 5 minutes after adding mater-
ials and water. Mortar shall have a minimum 28 -day strength
of 2000 p.s.i.
b. Retemperina: Do not retemper mortar which is unused one
hour after initial mixing.
F. BOND PATTERN AND WORKMANSHIP
Block Walls: All walls shall be laid in running bond. Joints
shall be raked joint.
G. G^ t1T.JNO
a. Reinforcing steel and other inserts shall be properly
positioned before grouting starts.
b. All reinforced cells of all walls shall be filled with
grout.
C. Grouting shall be done as the wall is laid 1.n, not
to exceed 48" lifts.
H. REINFORCING
a. All reinforcing bars shall be installed as shown on the
plans with a minimum grout cover of 1/211.
b. Horizontal reinforcing shall be installed as the wall is
laid, but the vertical steel will be positioned matching
foundation dowels and shall be held firmly in place by means
of wire brackets. Special care shall be taken to prevent
movement or jarring while masonry is being placed. Ver-
tical bars shall be spliced as noted on details.
I. WATERPROOFING
Waterproof inside of planters and retaining walls below grade
with fiberglass sheets mopped in place.

Furnish Structural Steel and Miscellaneous Iron and Steel as
indicated and specified, complete.
B. WORK INCLUDED IN THIS SECTION
This Section includes all str.'uctural steel and miscellaneous
iron items shown on the drawings or required to complete the
work, but for the Contractor's convenience, a partial listing
of the major items follows:
a) Steel columns and all items normally considered a
miscellaneous metal item, and not included under work of
other Sections.
b) Angles and bolts for structural connections.
c) All bolts connecting steel to concrete or masonry.
d) Shop drawings.
C. WORK NOT INCLUDED UNDER THIS SECTION
Sheet metal
MATERIALS
a. Welding electrodes shall conform to ASTM Specification
A-233.
b. Miscellaneous iron shall conform to ASTM Specification
A-36.
E. CONNECTIONS
Unless otherwise indicated, all connections between members
shall be made by the use of welding or machine bolts. All
bolted connections shall conform to the standards of the
American Institute of Steel. Construction unless detailed
otherwise.
F. BOLTED CONNECTIONS
Ordinary machine bolts shall be used for connections. Machine
bolts shall be of such length as to provide full grip between
nut and bolt, and there shall be no bearing on the threaded part
of the bolt.

'G. •CLEANING AND STRAIGHTENING
All materials shall be cleaned of all scale and rust.
• WELDING
All welding shall be done by the electric arc process in
accordance with the requirements of the Uniform Building Code.
I. PAINTING
All steel which is not to be encased in concrete or masonry shall
be thoroughly cleaned of all grease,,dirt, loose scale or rust,
and given a heavy shop coat of paint, equal to Sinclair
Paint Company 11. Q:D. zinc chromate primer.
J. MISCELLANEOUS
Furnish anchors, ties, dowels, bearing plates, clips, straps,
and other miscellaneous iron and steel items shown on the
drawings. Bolts extending through one or more wood members
are specified under Rough Carpentry Section of this Specifica-
tion. This Contractor shall furnish all other bolts required
for the work.
K. SHOP DRAWINGS
Shop drawings of steel columns and principal items of
miscellaneous iron and steel shall be submitted to the Architect,
Contractor and Owner for approval prior to start of fabrication.

a. General: Conduct work under direction of capable ex-
perienced foreman. Accurately locate 'Members to line and
dimension. Ensure full contact of timbers framed together.
Ensure let -in members in full contact on two (2) surfaces.
b. Cuttina: Do all cutting of wood members required for work
of other trades. Carefully lay out work to avoid cutting of

A pre -roofing conference shall be attended by representatives of the

During the conference, all work covered by this section shall be
• thoroughly discussed and agreed upon by parties involved. It shall be
the roofer's responsibility to assure himself that all decks are
complete, metal fittings. vents, roof drains, water, drops and other
projections are in place, and all surfaces free from tough spots and
sharp projections. and in a condition to receive his work. He shall
check carefully to see that all nails in roof sheathing are driven
flush, knot holes and cracks over 1/4" wide covered with tin, and
roof deck broomed clean. All roofing materials shall be protected
from the elements at all times and shall be free from moisture
suring installation. Contractor shall report any unsatisfactory,
condition in writing to the architect. Commencing work constitutes
the applicator's acceptance of the roofing deck.
F. APPLICATION
a. Built-up Roofing: shall be applied by a roofing contractor
approved aby the roofing materials manufacturer in strict
accordance with the manufacturer's published spcifications-for
a 20 -year bondable roof, using Flintkote AAA -2-A specifica-
tions. contractor shall furnish a notarized certificate..
from the built-up roofing manufacturer stating that the
roofing applicator is franchised and approved.
(1) All exposed asphalt shall be covered with roofing
granules embedded inas phalt, to match the surface of the
cap sheet, per requirement for Class A fire retardant
• roofing.
b. Flashings:
(1) Flashings shall be installed in strict accordance with
manufacturer's specification and as detailed on drawings,
or using manufacturer's recommended details, as guide.
Careful attention shall be given requirement for embedding
all metal flanges 4" o.c. All sheet metal must be
prime coated for asphalt.
(2) Sheet metal is an integral part of roofing and installed
simultaneously with roofing application.. Responsibility of
coordinating work of both traes is an obligation under, this
section.

The Contractor shall provide and keep up-to-date a complete
record set of blueline prints which shall be corrected daily and
