BACKGROUND AND OVERVIEW: AGENDA CATEGORY: BUSINESS SESSION: CONSENT CALENDAR: STUDY SESSION: im PUBLIC HEARING: The purpose of this report is to identify several discussion topics for consideration during the City Council, Planning Commission and Architectural and Landscaping Review Committee joint meeting. The following list of items was obtained through recent consultation with Commission and Committee members: PLANNING COMMISSION Alternative Energy The General Plan update will include a sustainable element, which will provide a comprehensive overview of sustainability as it relates to the future of the City of La Quinta with much of the focus upon resource management (water, air and energy). Interest in utilization of alternative energy sources continues to grow. As a result, Commissioners wish to discuss various sustainability topics, such as: • Encouraging alternative energy sources in General Plan. • Providing incentives for installation of solar power, geothermal, small wind turbines, fuel cells and other alternative energy sources. • Consider a streamlined permitting process for installation of alternative energy sources. 004 Regional Trail Commissioners would like to discuss implementation of the Whitewater River Trail. This is a 45 mile multi -use trail being proposed from Palms Springs to the Salton Sea, identified as a Class 1 paved pathway, which is best described as an urban trail similar to the Bear Creek Trail. Approximately one year ago, the cities of La Quinta, Indio and Coachella, along with representation from Riverside County and the Desert Recreation District, met and discussed the potential of a consolidated effort to implement the eastern segment of this trail. Planning staff is currently in the process of completing a feasibility study of the trail as it would be proposed within the La Quints city limits. In addition to these two topics, Commissioners also generally discussed: • Roundabouts. • Environmental Stewardship • Regional Park Plan • Contractor Incentives for use of Renewable Energy • Regional Utility ARCHITECTURAL AND LANDSCAPING REVIEW COMMITTEE Review of Landscaping Plans for City Projects Historically, landscaping plans for City projects have, not included review by the ALRC or Planning Commission unless directed by City Council. Committee members have expressed interest in providing their assistance to the Planning Commission and City Council in reviewing landscaping plans for City projects and would like to discuss this with the City Council. Community Design Guidelines The City of La Quinta currently has design guidelines for the Highway 111 commercial corridor parkways. In addition, many of the specific plans governing developments, particularly commercial projects, include general building and landscaping design guidelines. Committee members have expressed interest in establishing design guidelines for primary streets in the community. FISCAL IMPLICATIONS: None. BACKGROUND AND OVERVIEW: The purpose of. this report is to identify several discussion items for the City Council and Community Services Commission joint meeting. The list of items was obtained through recent consultation with the members of the Community Services Commission. La Quinta Fitness Center The collaboration between the City and the Desert Recreation District has been very positive for the residents of the City. The facility opened in July 2011 and has 812 members and numbers continue to grow. The Community Services Department is administering a Marketing Plan that promotes the facility and other health and fitness opportunities in the City. The bi-annual Activities Guide, Desert Recreation District Activities Guide, the GEM, monthly Community Service email, blasts, Cove Neighborhood Association website and email blasts, Facebook, and advertising in the La Quinta Sun are used. 30`h Anniversary Activities and Events The Commission and staff are looking forward to a wide array of activities for residents and visitors. This year, as part of the 30' Anniversary, the City will collaborate with organizations including the La Quinta Arts Foundation, La Quinta Historical Society, and the Chamber of Commerce to provide a number of special .6 001 events and activities that will create a sense of community pride. A listing of the events is provided as Attachment 1. Community Collaboration The Community Services Commission understands and values the importance of working with others. Strengthening community relationships enhances the programs and services provided to the community. Partnerships serving children such as the Family YMCA of the Desert, Gerald R. Ford Boys & Girls Club, and the Desert Recreation District are working with City staff to provide activities that serve children and families. Collaborations with organizations such as the La Quinta Arts Foundation, La Quinta Historical Society, and Old Town Artisans Studio enhance art, culture and history in the City. Working with groups such as the Chamber of Commerce and the Desert Classic Charities promote business and tourism. These relationships are vital to the success of the community and the Commission recognizes the importance of their role in building and maintaining them. Park Projects Completed in 2010/2011 The Commission would like to extend their appreciation to the City Council for supporting the capital improvement projects completed in Fiscal Year 2010/2011. The improvements at the La Quinta Sports Complex, Paige Middle School Sports Fields, the dog parks at Seasons and Pioneer Parks and the playgrounds at Fritz Burns, Seasons and Adams Park are enjoyed by many residents and visitors in the City. BACKGROUND AND OVERVIEW: AGENDA CATEGORY: BUSINESS SESSION: CONSENT CALENDAR: STUDY SESSION: 8 PUBLIC HEARING: The purpose of this report is to identify items for the upcoming City Council and Investment Advisory Board (IAB) joint meeting. 1. The IAB would like to reiterate the strategies stated within the Investment Policy; safety, liquidity and yield, in that order of importance; 2. Review, at least annually, the City's investment policy and recommend appropriate changes; 3. Review monthly treasury report and note compliance with the investment policy and adequacy of cash and investments for anticipated obligations; 4. Receive and consider other reports provided by the City Treasurer; 5. Meet with the independent auditor after completion of the annual audit of the City's financial statements, and receive and consider the auditor's comments on auditing procedures, internal controls, and findings for cash and investment activities; to 010 6. FISCAL IMPLICATIONS: I01GTM BACKGROUND AND OVERVIEW: AGENDA CATEGORY: BUSINESS SESSION: CONSENT CALENDAR: _ STUDY SESSION: LA - PUBLIC HEARING: The purpose of this report is to identify several discussion items for the City Council and Historic Preservation Commission joint meeting. The list of items was obtained through recent consultation with the members of the Historic Preservation Commission. 2011 Historic Resources Survey Digitization Grant and Future Grant Opportunities Earlier this year, the Commission and staff were excited to learn the City's request for the proposed Historic Resources Survey Digitization grant was awarded by the State Office of Historic Preservation and are looking forward to completing the project in 2012. Staff is currently in the process of selecting a consultant for the project which will include the digitization of the more than 200 pages of text and photographs that document the City's inventory of historic resources. It will also include the development of an electronic database of the survey information to be made available on a webpage dedicated to the City's historic resources. it 012 Commission and staff will also be exploring options for a potential grant submittal in 2012. Two possible options include: 1) funding consultant assistance to complete the City's Historic Context Statement, and 2) funding consultant assistance to catalogue the City's collection of archaeological, paleontological and cultural artifacts accumulated over the years from the development of building sites. Historical Sites Tour Brochure The Commission's Historic Sites Tour Brochure project is about 85% complete with its completion scheduled for release in coordination with next year's 30`h City Anniversary Celebration. The brochure will explore the area's history by highlighting some of the key existing and accessible sites identified in the City's Historic Resources Survey including original buildings in the Village and at the La Quinta Resort as well as natural features such as the Ancient Lake Cahuilla waterline and Bear Creek Canyon. Promotion of the Citv's Historic Resources The Commission continues its interest in improving the community awareness of the City's pre- and post- incorporation history and is excited about continuing to increase the Commission's communication and networking opportunities this coming year with the La Quinta Historical Society, the La Quinta Museum, neighboring cities' Historic Preservation Commissions and other various. regional and state organizations. This past year, in addition to attending the State Preservation Conference in Santa Monica, for which the Commission wishes to thank the City Council for that opportunity, the Commission was very pleased to have both Linda Williams, La Quinta Historical Society President, and Johanna Wickman, La Quinta Museum Manager, each attend a Commission meeting and provide updates regarding the Society's and Museum's respective programs and activities. The Commission also held one of their meetings at the Museum and was provided a tour of this wonderful facility and its outstanding exhibits by Ms. Wickman. The Commission is also excited about exploring similar opportunities with other area organizations and to further expand its efforts to inform and educate the residents and visitors of La Quinta about the area's rich historical background.
