A regular meeting of the La Quinta Redevelopment Agency was called to
order by Chairperson Henderson.

APPROVAL OF MINUTES
MOTION — It was moved by Agency Members Sniff /Adolph to approve the
Redevelopment Agency Minutes of October 4, 2011 as submitted. Motion
carried unanimously.

MOTION — It was moved by Agency Members Sniff /Evans to approve the
Consent Calendar as recommended. Motion carried unanimously.

STUDY SESSION
1. DISCUSSION REGARDING WASHINGTON STREET APARTMENTS
Council Member Franklin asked if the thermal chimneys are not
working at the Vista Dunes Apartments due to having to utilize a hand
crank, and expressed her concern of the residents at Washington
Street Apartments having the same challenge. Housing Consultant Jon
McMillen, RSB, confirmed that few Vista Dunes residents use the
thermal chimneys. He explained the purpose of the thermal chimneys
at Washington Street Apartments is to condense and conceal the
rooftop air conditioning units and that a switch, rather than a hand
crank, would be used to exhaust the hot air and draw in cool air from
the thermal chimney.
Council Member Franklin stated she understands the aesthetics
concern of the equipment on the roof, and asked how much it will
cost to convert the units from a crank to a switch. Housing Consultant
McMillen explained the cost of a switch would be essentially the same
as the cost of an attic fan. The thermal chimney would also allow
natural light into the units.
Council Member Franklin asked if in -house washer /dryer units have
been considered to be installed, as in the summer months it is difficult
for some residents to carry laundry to the centralized facility.
Housing Consultant McMillen stated the units are very small and in
order to provide adaptable units, the bathroom in the master bedroom
had to be reduced; and explained the Coachella Valley Water District
has a concern with the increase in discharge capacity from the
individual washing machines into the sewer system.
The Board has no further questions, and all members indicated they
were comfortable with the design as presented:
