Roscnow Spevacek Group is the City of La Quintu's housing consultant and in that capacity we
administer a Subsidy Program on behalf of the 1.a Quinta Redevelopment Agency to assist eligible
very low, low and moderate income households by subsidizing the costs for a property tax
assessment for the City's street. improvement program and to connect the. affected homes to the City
sewer lines.
I am sending this letter which explains the City's Subsidy Program in the hopes that. FTIA's
requirement for sewer service connection can be postponed until after this purchaser has closed
escrow on the purchase of this property.
He has submitted an application and has been approved fbr the Subsidy Program, however, the
subsidy can only be granted to La Quinta property owners. I understand that if sewer service is
available, the property must be connected to the sewer lines prior to close of escrow. This letter will
confirm that the home will be connected to the sewer lines by the City's contractor once escrow has
closed and he has signed the documents necessary to secure the City's investment,in the property.
We are presently connecting homes to the sewer lines in the assessment district where; this property
is located and once these actions have taken place, the home will be included on the City's
connection list. Sewer connection should be completed within six (6) months.
The Subsidy is completely financed by the La Quinta Redevelopment Agency and the purchaser is
not responsible for any of the costs or permit fees. After the 15 year program period, the entire debt
is forgiven and no repayment is due. However, if he should sell the property before the 15 years has
elapsed, lie is either required to repay a pro -rated portion of the total subsidy amount or sell the home
to another qualified household.

Dear Mr. Barrile:
The purpose of this letter is to inform you that your remodel permit #12589, for the project at 77-
535.Calle Chihuahua, has expired.
This permit was originally issued March 1, 1994, and was extended by the Building Department
on September 25, 1995. Uniform Building Code Section 106.4.4 clearly allows an extension be
granted only once. Please be advised no further work may take place, and no inspections may be
performed until a new permit has been obtained. Should you wish to obtain a new permit we will
require the following items to be provided for plan review and approval:
1. New plans to be prepared to meet the requirements of the 1994 U.B.C.
2. New Title 24 calculations, reflecting the changes to the 1995 edition
3. Plan review and applicable.fees
4. Full construction fees based upon valuation
5. Mechanical plan review and applicable fees
6. Electrical plan review and applicable fees
7. Plumbing plan review and applicable fees
8. Strong motion instrumentation fees based upon building valuation
9. Acceptance of the lumber on site by a licensed engineer, or a representative of
