As requested, we have reviewed referenced documents for purposes of updating the soils report
and providing supplemental recommendations. This review included a reconnaissance of the site,
and sampling of upper soils to test for pH, resistivity, soluble chloride, and soluble sulfate. The
subject lot was originally mass -graded as part of the development.
Site Grading
Based upon our review of the soil testing at the subject tract, performed through 1990, it is our
opinion that the grading has been performed in general accordance with the project plans and
above referenced geotechnical engineering report. The subject tract area was prepared and
compacted as part of the overall mass grading that included the removal and recompaction of the
upper 2 feet of soil below original grade or 3 feet below finish grade. It is our opinion that the
subject pad was graded adequately for the proposed use. Since over one year has passed since
the finish grading, we recommend some remedial effort prior to precise grading and building
construction.

The building pad area should be initially prepared by removing any organic growth from the pad
surface. The pad should then be moisture conditioned by the use of sprinklers or rain birds to a
depth of 2 feet below the current pad grade. If the current pad elevation is to be altered from its
current elevation, fills should be compacted to at least 90% relative compaction (ASTM D1557)
near its optimum moisture. If the pad is to be lowered in elevation, the depth of moisture
conditioning may need to be increased. Additionally, depending upon the depth of cut (if any),
additional over -excavation and compaction may be required.

Control of surface drainage is important to the successful development of the property. Surface
drainage control should be provided throughout the completed project to protect the future
stability of foundations and other site improvements. A positive gradient should be provided
away from structures and should be directed towards an approved drainage discharge area in a
non-erosive manner.
Down spouts from the roof of the houses should discharge collected rainwater onto splash
blocks, adjacent paved areas, or be tied into awater-tight drainage pipe, which would carry the
collected water away from the houses to approved point(s) of discharge. Rear and side yard
surface drainage should not be allowed to be blocked from flowing to approved points of
discharge by future sidewalks, patios, or landscaping.
Landscaping should be such that excess irrigation water is not allowed to pond on or near the
structure or areas to be paved. Additionally, care should be taken so as not to over water
landscaped areas. Irrigation should be only sufficient to sustain plant life. Failure to control
excess moisture may result in settlement and soil erosion that could compound the problem by
rupturing water lines or other services or utilities, this introducing additional moisture into the
underlying soil.
Foundations
The residential structures can be supported on shallow foundations bearing on a zone of properly
prepared and compacted soils as referenced above under "Site Grading." The recommendations
that follow are based on very low expansion category soils.
Allowable soil bearing pressures are given below for foundations bearing on recompacted soils
as described above. Allowable bearing pressures are net (weight of footing and soil surcharge
may be neglected). The soil bearing pressures are based on the 1986 soils engineering report.
• C.onti_nuous,wall-.foundations, 12 -inch minimum width and 12 inches below grade: —
1-100 psf for -dead -plus design live loads?
• Isolated pad foundations, 2 x 2 foot minimum in plan and IS inches below grade:
1700 psf for dead plus design live loads.
Allowable increases of 200 psf per each foot of additional footing width and 300 psf for each
additional 0.5 foot of footing depth may be used. A one-third (1/3) increase in the bearing

pressure may be used when calculating resistance to wind or seismic loads. The maximum
allowable bearing pressure should limited to 2500 psf.
Foundation excavations should be observed by a representative of ESCSW during excavation
and prior to placement of reinforcing steel or concrete. Local variations in conditions may
require deepening of footings. Any loose soil or construction debris should be removed from
footing excavations prior to placement of concrete.
Lateral loads may be resisted by soil friction on the base of foundations and by passive resistance
of the soils acting on foundation stem walls. Lateral capacity is based partially on the
assumption that any required backfill adjacent to foundations and grade beams is properly
compacted.
An allowable coefficient of friction of 0.30 may be used for dead load forces. An allowable
equivalent fluid pressure of 200 pcf may be included for resistance to lateral loading. These
values include a factor of safety of 1.5. Passive resistance and frictional resistance may be
combined in determining the total lateral resistance. However, the friction factor should be
reduced to 0.20 of dead load forces. A one-third (1/3) increase in the passive pressure may be
used when calculating resistance to wind or seismic loads.
Concrete Slabs -on -Grade
Subo_Tade: Concrete slabs -on -grade and flatwork should be supported by compacted soil as
discussed above and in the referenced geotechnical engineering report.
Vapor Barrier: In areas of moisture sensitive floor coverings, an appropriate vapor barrier should
be installed in order to reduce the potential for moisture transmission from the subgrade soil to
the slab. The effectiveness of the moisture barrier is dependent upon the quality of the product,
methodology/quality of the overlaps, protection of the barrier during construction, and the
successful sealing off the barrier around utility lines. We recommend that an impermeable
membrane (6 -mil plastic) underlie the floor slabs. The membrane should be covered with 2
inches of sand to help protect it during construction and to aide in concrete curing. The sand
should be lightly moistened just prior to placing the concrete. Low -slump concrete should be
used to help minimize shrinkage.
Slab thickness and reinforcement: Slab thickness and reinforcement of slab -on -grade are
contingent upon the structural engineer's or architect's recommendations and the expansion index
of the supporting soil. Based upon our findings, a :modulus of subgrade reaction of
approximately 200 pounds per cubic inch can be , used in concrete slab design for every low
expansion category soils as encountered at the site'
Concrete slabs and flatwork should be a, minimum of 4 inches thick. Concrete floor slabs may
either be monolithically placed with the foundations or doweled after footing placement.
However, the design engineer/architect should consider the potential adverse effects of
temperature changes when providing recommendations for concrete slabs as well as the effects
of a free floating slab versus slabs tied to the adjacent footings. The project architect or
geotechnical engineer should continually observe all reinforcing steel in slabs during placement
of concrete to check for proper location within the slabs and/or footings.

Control Joints: Control joints should be provided in all concrete slabs -on -grade at a maximum
spacing of 36-x slab thickness (12 feet maximum on -center, each way) as recommended by
American Concrete Institute (ACI) guidelines. All joints should form approximately square
patterns to reduce randomly oriented contraction cracks. Contraction joints in the slabs should
be tooled at the time of the pour or saw cut (1/4 of slab depth) within 8 hours of concrete
placement. Construction (cold) joints should either be thickened butt joints with one-half inch
dowels at 24 -inches on center or a thickened keyed joint to resist vertical deflection at the joint.
All construction joints in exterior flatwork should be sealed to reduce the potential of moisture or
foreign .material intrusion. Precautions should be taken to prevent curling of slabs in this and
desert region during the curing process. The contractor should take precautionary measures to
ensure proper batching of the concrete, proper placement (without effecting the maximum
water/cement ratio), proper finishing, and proper curing. These procedures will reduce the
potential for randomly oriented cracks, however, may not eliminate them from occurring.
Mitigation of Soil Corrosivity on Concrete
Two samples of the upper 12 inches of native soil were obtained and tested for pH, resistivity,
soluble chloride, and soluble sulfate (results are pending and will be submitted in a separate
letter). This type of testing serves as an indicator as to the potential adverse effects of
reinforcing steel, concrete, and buried pipes. Based on other testing on the site we anticipate the
soils to have low sulfate ion concentration and low chloride ion concentrations. Sulfate ions can
attack the cementitious material in concrete, causing weakening of the cement matrix and
eventual deterioration by raveling. Chloride ions can cause corrosion of reinforcing steel. The
Uniform Building Code does not require any special provisions if low sulfate conditions exist,
but requires a low water/cement ratio and extra strength concrete if higher sulfate conditions
exist. '
Nonetheless, a minimum concrete cover of 3 inches should be provided around steel reinforcing
or embedded components exposed to native soil or landscape water (to 18 inches above grade).
Additionally, the concrete should be thoroughly vibrated during placement.
Corrosion protection of steel pipes can be achieved by using epoxy corrosion inhibitors; asphalt
coatings, cathodic protection, or encapsulating with densely consolidated concrete. Aqualified
corrosion engineer should be consulted regarding mitigation of the corrosive effects of site soils
on metals.
Seismic Design
At a minimum, design of structures should conform to the 1997 edition of the Uniform Building
Code (UBC). It should be noted that the UBC is generally intended to protect human safety and
prevent structural collapse. They are not necessarily intended to prevent structural damage or
preserve functionality after a large earthquake. Therefore, more stringent seismic designs should
be considered if a particular level of structural performance is desirable after a large earthquake.
That design should be based on a site and project specific seismicity analysis.
