This meeting of the Housing Commission was called to order at 6:05 p.m. by
Chairperson LaRocca.

There will be a Joint Commission and Housing Authority meeting in couple of
months, either late October - early November. Staff will let Commission
know of the date and if Commission has questions or is in need of
information prior to the joint meeting, a Housing Commission meeting will be
scheduled prior to the Joint Commission meeting.

It was moved by Commissioner Leidner and seconded by
Commissioner Dorsey to approve the minutes as submitted. Motion
carried unanimously.

VII. STAFF fJ'DATES
1. Staff pr':esented staff report regarding an Update on Redevelopment.
Staff explain d that the Governor signed two bills, one to eliminate
redevelopment but on that gives us an option to continue with
redevelopment agencies by paying the State $18,500,000, with a
January 2012 due date. There is a possibility of the City losing
assets, including land and cash if it does not opt into to the payment
program. Looking at long-term, the City has decided to opt into the
program, however, League of California Cites, the California
Redevelopment Association and two other cities decided to sue the
State and filed a lawsuit with the Supreme Court stating bills are
unconstitutional. As of right now, all redevelopment agencies are on
hold, meaning we cannot issue bonds, nor enter into any contracts.
The redevelopment agency can only pay existing obligations.

2. Staff presented staff report regarding an Update on Washington Street
Apartments.
Staff updated the Commission on the progress of Washington Street
Apartments and introduced the names of the design groups on the
project: Altum Group, engineers; RGA Landscape Architects,
landscape architecture and landscaping around the sound wall; Studio
E Architects, site planning, building design and sound wall.
The City's goal in the design of the site and the buildings is to
maximize efficiency, improve accessibility,: and make the units more
energy efficient for lower utility bills :Staff indicated that the sound
wall on Washington Street is the, ,key;item to finalize as soon as
possible.
Commissioner Hunter had4' everal questions regarding parking space
and gate placement, IcVdaScaping, outside privacy wall, and sound
pollution from Washington Street. I;�taff addressed the, questions and
will share final designs with the6Co[r)t'rtission in the future.

Adopt a Resolution to change the time for meetings of the La Quinta Housing
Commission.
BACKGROUND AND OVERVIEW:
Pursuant to the City of La Quinta ordinance, the Housing Commission is required to
adopt a resolution for the time and place of holding their regular meetings. On October
13, 2010, the Housing Commission adopted Resolution 2010-001 which established
that the Housing Commission will meet the second Wednesday of each month at 6:00
p.m. on an as needed basis.
It is anticipated that it will not be necessary for the Housing Commission to meet each
month for the 2012 calendar year. Therefore, staff is recommending that the Housing
Commission meet on a quarterly basis with the first meeting taking place on the first
Wednesday of March with the remainder meetings taking place the first Wednesday of
June, September, and December at 6:00 p.m. Special meetings may be called by the
chairperson or by two commissioners and notice will be mailed to each commissioner
at least forty-eight hours before the meetings.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Commission are:
1 . Adopt a resolution changing the time for meetings of the La Quinta Housing
Commission; or
2. Do not adopt a resolution changing the time for meeting of the La Quinta
Housing Commission; or
3. Provide staff with alternative direction.

HOUSING COMMISSION RESOLUTION 2011-
A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY
OF LA QUINTA, CALIFORNIA, TO CHANGE THE TIME OF
HOUSING COMMISSION MEETINGS FOR THE 2012 CALENDAR
YEAR.
WHEREAS, the La Quinta Housing Commission has met and conferred
to determine a time and location for commission meetings.
NOW THEREFORE, BE IT RESOLVED by the Housing Commission of
the City of La Quinta, California, as follows:
SECTION 1. The Housing Commission meetings shall be held on a
quarterly basis on the second Wednesday, starting in March of 2012, at 6:00 p.m.,
and the meetings shall be open to the public. Meetings may be adjourned by the
presiding officer or by the Secretary if a quorum is not present.
SECTION 2. The location of the Housing Commission meetings shall
be the La Quinta City Hall, 78-495 Calle Tampico, La Quinta, California.
SECTION 3. Any meeting, once adjourned, may not be reconvened.
SECTION 4. Special meetings may be called by the Chairperson or by
two (2) commissioners, and notice thereof shall be mailed to each commissioner at
least forty-eight (48) hours before the meeting.

Discuss potential topics for calendar year 2012 Housing Commission meetings.
BACKGROUND AND OVERVIEW:
On May 17, 2011, the Housing Commission approved a work plan for Fiscal Year
201 1-2012. The following items were approved as part of the work plan:
• Continue to review the Bylaws and Rules of Procedure of the La Quinta Housing
Authority as they pertain to the Housing Commission
• Review of properties transferred from the Redevelopment Agency (RDA) to the
Housing Authority
• Review documents for Housing Authority -owned properties, including:
o Plan to select applicants to assure equal opportunity and
nondiscrimination
o Application for Admission or Recertification - Washington Street
Apartments
o Rental Agreement - Washington Street Apartments
o Rental Agreement - Cove Homes
o Rules and Regulations - Washington Street Apartments
o Rules and Regulations - Cove Homes
These items will be included in future agendas. The Housing Commission is also
tasked with reviewing and making recommendations on items that require Housing
Authority action. These items will be placed on future agendas when needed.
Staff has prepared a list of other potential Housing Commission meeting agenda
items/topics for calendar year 2012. This list contains suggested topics that may be
of interest; some items were mentioned at the Joint Housing Authority/Housing
Commission meeting on November 1, 2011. The Housing Commission may add or
delete items/topics as it deems appropriate.
Presentation by the YMCA regarding services and programs provided at Vista Dunes
Courtyard Homes and Wolff Waters Place
Presentation by La Quinta Palms Realty regarding the Foreclosed Home Purchase
Program (this one is dependent upon the status of redevelopment)
Education programs provided by our affordable housing operators to help rental tenants
become homeowners
Education "seminar" for the local brokerage community regarding affordable housing
programs and projects in La Quinta
Periodic updates on affordable housing projects underway (e.g., Washington Street
Apartments, Foreclosed Home Purchase Program, future projects)
Presentation by the City's Emergency Services Coordinator regarding emergency
preparedness; tour of the City's Emergency Operations Center
Staff would also request the Commission select the items it would like to discuss at its
next meeting.
