Community Services Commission Agenda 2 APPROVAL OF MINUTES: 1 COMMUNITY SERVICES COMMISSION MINUTES December 12, 2011 CALL TO ORDER A regular meeting of the Community Services Commission was called to order at 5:30 p.m. by Chairperson Fitzpatrick. Commissioner Blakeley led the Pledge of Allegiance. PRESENT: Commissioners Blakeley, Engel, Fitzpatrick, Lawrence, and Leidner STAFF PRESENT: Edie Hylton, Community Services Director; Steve Howlett, Golf & Parks Manager; Christina Calderon, Recreation Supervisor, and Angela Guereque, Senior Secretary PUBLIC COMMENT - Joseph Oleson introduced himself as a potential Council Member. CONFIRMATION OF AGENDA Motion - It was moved by Commissioners Blakeley/Leidner to confirm the agenda as submitted. Motion carried unanimously. PRESENTATIONS - None. APPROVAL OF MINUTES 1. Chairperson Fitzpatrick suggested nominating Jack Barth. Commissioner Lawrence suggested nominating Ann Kosich. WV4VWJ(-- Angela Guereque Community Services Senior Secretary 0 COMMISSION MEETING DATE: January 9, 2012 ITEM TITLE: Consideration to Recommend the Design, Location, and Appropriation of Art in Public Places Funding for a 9/11 Memorial at the Civic Center Campus RECOMMENDATION: AGENDA CATEGORY: BUSINESS SESSION: i CONSENT CALENDAR: STUDY SESSION: PUBLIC HEARING: As deemed appropriate by the Community Services Commission FISCAL IMPLICATIONS: Andrew Davis is pursuing an Eagle Scout requirement to construct a 9/11 Memorial. Andrew has been seeking donations to fund the construction and installation estimated at approximately $40,000. A preliminary design has been created by local La Quinta resident and designer Robert Radi at no cost to the City. The City has not funded Eagle Scout Projects; however, if this project is determined to be an Art in Public Places Project, Art in Public Places funding is available to offset a portion of the construction costs. Andrew Davis has secured local contractors to build portions of the memorial as a donation to the City. Werner Boettcher, a La Quinta Resident and General Contractor, has agreed to oversee the design and construction of this project. Mohr Electric and Vintage Landscape have offered to donate electrical work and landscaping needed for the project. Fundraising efforts by Andrew has raised $7,000 to pay for materials and labor. It is anticipated that $33,000 would be needed to complete the project and provide a contingency for any unforeseen changes during the construction. BACKGROUND AND OVERVIEW: On January 4, 2011, Andrew Davis made a presentation to the City Council requesting a piece of steel to create a 9/11 Memorial in the City of La Quinta. The City Council approved sending the request to the Port Authority of New York (Authority) for the steel. The Port Authority of New York, upon the written consent of cities and counties across the nation, had a program that would ship (at the agency's cost) a piece of the steel from the World Trade Center building. 5 On June 28, 2011 the Authority approved the formal request to send a piece of the steel to the City. Mr. Robert Radi paid for the shipping of the steel to the City. The steel arrived in August 2011 and is housed in a City facility until the memorial is completed. Mr. Radi has created an original design integrating the steel into the 9/11 Memorial at no cost to the City. The design is a contemporary design that integrates the steel into a nine foot semi -circular structure (Attachment 1). Andrew Davis has been seeking donations and discussing the project with contractors to donate labor and some materials for the construction. He has also held several fundraising events to raise the money through local donations. In addition to the design, staff is requesting direction on the location of the memorial and its placement in at a City owned facility. The Civic Center Campus has art pieces within the facility and recognizes groups such as Police and Firemen, Veterans, Sports Figures, and Artists within the Civic Center Campus. There are two twenty -foot pads available for the 9/11 Memorial to be placed on the Civic Center Campus (Attachment 2). The preferred location by the designer and Andrew Davis is at the northwest corner of the campus. The other location at the campus is located on the southwest side of the park. Both locations have electricity located at the site which will reduce the cost of the project. ALTERNATIVES: The alternatives available to the Commission are: 1.. The property is located west of Avenida Montezuma, between Calle Ensenada and Calle Chillon. On December 8, 2003, the Community Services Commission hosted a public meeting requesting input as to what amenities the community would like to see at the newly acquired 19 acre park. The overwhelming response from the public was to maintain the site as a nature preserve. On July 6, 2004, the City Council approved the name of the 19 acre Nature Preserve to be the "Fred Wolff Bear Creek Nature Preserve." A plaque recognizing the Fred Wolff Bear Creek Nature Preserve was installed and dedicated on March 18, 2006 just south of Calle Ensenada and on the west side of the Fred Wolff Bear Creek Nature Preserve. The La Quinta Cove Community Association formed the "Stewards of the Fred Wolff Bear Creek Nature Preserve." Staff meets regularly with representatives of the Stewards group regarding the Master Plan and outdoor education programming for the Fred Wolff Bear Creek Nature Preserve. The Nature Preserve Master Plan was approved by the Community Services Commission on February 12, 2007. The original Master Plan recommended improving safety, landscape, and communication. Safety recommendations include posting and enforcing rules and 10 regulations, improving the ability to visually observe the property and securing the area with a low fence. The landscape recommendations include planting only those varieties that are listed in the approved plant list, removing mailboxes from the property, and limiting trails to only those that are necessary within the Preserve. The communication recommendations include developing signs to improve the visitor experience, maintain communications with other municipal and environmental groups, and establish a working relationship with the Coachella Valley Water District. On January 19, 2010, the Stewards of the Fred Wolff Bear Creek Nature Preserve recommended the 8.99 acres of property directly to the south of the Preserve be included in the Master Plan. The City Council approved the inclusion of this property into the Preserve. On November 8, 2010, the updated Fred Wolff Bear Creek Nature Preserve Master Plan was presented to the Community Services Commission for review and comment. Highlights to the updated plan included addressing continued safety of the area through landscape maintenance, police monitoring, signage, landscape improvements, future plant replacement, mailbox relocation, minimizing trail fragmentation, and ongoing communication with the users, residents; and public agencies. On December 22, 2011, the Community Service Department received a letter (Attachment 1) from the Stewards requesting a modification for the names of the Fred Wolff Bear Creek Nature Preserve and the Fred Wolff Bear Creek Trail. The Stewards recommend modifying the name of the nature preserve to simply the "Fred Wolff Nature Preserve" and modifying the name of the trail to simply the 'Bear Creek Trail" for the entire length of the trail. ALTERNATIVES: The alternatives available to the Commission are: 1. Recommend for approval the modification of names for the nature preserve and trail to the "Fred Wolff Nature Preserve" and the "Bear Creek Trail;" or 2. Do not recommend for the modification of names for the nature preserve and trail to the "Fred Wolff Nature Preserve" and the 'Bear Creek Trail;" or 3. Provide staff with alternate direction. Box 1504 La Quinta, CA 92247 Dear Edie: Please take into consideration this recommendation from the Stewards of the Fred Wolff Bear Creek Nature Preserve to make modifications to the names of the Trail and Nature Preserve. The official name of the Nature Preserve is "Fred Wolff Bear Creek Nature Preserve". We recommend simplifying the name of the Preserve to "Fred Wolff Nature Preserve" and simplifying the name of the Trail to 'Bear Creek Trail". Officially, the Trail is called `Bear Creek Trail" from Tampico to Montezuma and "Fred Wolff Bear Creek Trail' from Montezuma to Tecate. We believe that shortening the names will diminish confusion yet maintain the historical links to both Bear Creek and Fred Wolff. By way of background, On July 6, 2004, the ` City Council approved the designation of 19 acres (located west of Avenida Montezuma, between Calle Ensenada and Calle Chillon) as a Nature Preserve to be named "Fred Wolff Bear Creek Nature Preserve." On January 19, 2010, the City Council approved the addition of 8.99 acres of property directly to the south of the Preserve (between Avenida Chillon and Avenida Tecate) per the recommendation of the Stewards and the Community Services Commission. This action enlarged the total acreage of the Nature Preserve to almost 28 acres. We members of the La Quinta Cove Neighborhood Association formed the "Stewards of the Fred Wolff Bear Creek Nature Preserve." Together with City Staff, we developed the Master Plan and outdoor education programming for the Fred Wolff Bear Creek Nature Preserve. Highlights to the Master Plan include addressing', continued safety of the area through landscape maintenance, police monitoring, signage, landscape improvements, future plant replacement, mailbox relocation, minimizing trail fragmentation, and ongoing communication with the users, residents, and public agencies.
