protect property values from deteriorating any farther than they
already have. He asked staff if wrought iron was actually allowed.
Planning Director Johnson responded there was a provision which
stated ornamental iron and tubular steel fencing was allowed in the
front or street side yards.

He suggested there be a way of flagging these illegal building
activities; possibly when an owner comes in for a permit to remodel
their home. The City could then address all the updated safety,
building, and materials issues. He contrasted that with Mr. Pitts'
fence which was aesthetically pleasing, but without a permit.

BACKGROUND:
This application was originally scheduled for a public hearing with the Planning
Commission on June 26, 2012, and was continued twice to the July 24, 2012,
Planning Commission meeting to allow the City Council opportunity to review lease
terms for locating the proposed tower on public property. The City Council
reviewed the lease terms at their meeting on July 17, 2012, and has provided
direction to move the application forward.
Eisenhower Park, located at the northeast corner of Eisenhower Drive and Calle
Colima in the La Quinta Cove, is a .45 acre City -owned park. The park was
established in 1989, and includes a children's area with play equipment and swing -
sets, a grass play area, and picnic tables. The park has interior and perimeter
landscaped and contains several mature shade trees. -
REQUEST:
Crown Castle International is requesting to remove an existing twenty (20) foot tall
light pole at Eisenhower Park and install a thirty-five (35) foot tall tower to
accommodate up to four (4) antennas, park lighting, and equipment cabinets at
Eisenhower Park (Attachment 2 & 3). The applicant is working out the details for a
lease agreement with the City Manager's Office and the applicant and tower are
registered and licensed with the State's Public Utilities Commission (PUC)
(Attachments 4).
ANALYSIS:
Chapter 9.170 of the La Quinta Municipal Code regulates the use of Wireless
Telecommunication Facilities. This section establishes setbacks and operational
standards for newly proposed towers and collocation of existing towers. The
proposed tower, which is centrally located in the park, is approximately forty (40)
feet from the eastern property line. In addition, the applicant proposes to place the
tower adjacent to three mature deciduous trees, each approximately thirty (30) feet
in height. The tower's location adjacent to taller, mature, trees will provide
screening of the pole from the north and east. The proposed location of the tower
complies with all setback and screening standards listed in the Municipal Code.
Section 9.170 encourages the co -location of poles and antenna equipment to
minimize adverse visual impacts and the proliferation of towers in the community.
The total tower height with attached antenna is thirty five (35) feet. The tower is
designed to accommodate both telecommunication antennas and park lighting. The
applicant, working with City staff, has agreed to remove the existing light pole,
located in the children's play area, and replace the lights by accommodating them
on the new tower (Attachment 2, Pg. 4). The removal of the existing lighting pole
will minimize the total number of poles at the park and will decrease the number of
obstructions within the park's play area (Attachment 3). This proposal is similar to
a co -location as a single pole will accommodate different types of equipment and
only one pole will remain at the site.
The proposed tower is twenty-nine (29) feet in height with a six (6) foot tall
antenna attached to the top. The tower's total height is thirty five (35) feet, fifteen
feet higher than the existing light pole at the park, and eighteen 08) feet above the
maximum height limit for the Residential Cove (RC) zoning district. The towers
height is intended to reduce antenna interference from nearby power cables and
existing homes in the vicinity. The height is within the height limits established in
Municipal Code for telecommunication towers.
The tower, as proposed, is for a Distributed Antenna System (DAS) and is the first
of four total towers that Crown Castle will propose in the City (Attachment 5). The
DAS or "nodes" are part of a larger network of antennas that fill in smaller
coverage gaps, such as those gaps in the La Quinta Cove. DAS towers are smaller,
require less energy, and improve telecommunication coverage over smaller areas
than non-DAS or "macro" towers. DASs are connected to a "HUB" site via fiber-
optic cables. The HUB site for Crown Castle's proposal is located at Fire Station
#70, at the southwest corner of Avenue 54 and Madison Street. The DAS expands
telecommunication networks capacity for high-speed data transmissions by using
less energy, having low interference levels, and relaying data information to the
macro -site.
The proposed height of the antennas will not cause significant radio frequency (RF)
interference with existing and approved telecommunication services in the area.
The proposed antennas will increase service options for customers within this
portion of the La Quinta Cove. Attachment 6 provides a general visual
representation of how services are expected to increase; green areas show the
greatest amount of service improvement, while yellow and red shows areas
expected to receive marginal service improvements.
The applicant has met the intent of this code section and has complied with the
setback, operations and screening requirements set forth in this section.
Public Notice
This request was published in the Desert Sun newspaper on June 10, 2012, and
mailed to all affected property owners within 500 feet of site as required by
Section 9.200.110 of the La Quinta Municipal Code.
Public Agency Review
A copy of this request has been sent to all applicable public agencies and City
Departments on April 23, 2012. All written comments received are on file with the
Planning Department. Applicable comments received have been included in the
recommended Conditions of Approval.
CEQA:
The proposed Conditional Use Permit is categorically exempt from environmental
review pursuant to provisions of Section 15332 (Class 32) of the California
Environmental Quality Act, in that this is an in -fill project surrounded by urban
services and existing improvements.
STATEMENT OF MANDATORY FINDINGS:
Findings to approve this request per Section 9.210.020.F of the City of La Quinta
Zoning Code can be made and are contained in the attached Resolution.
RECOMMENDATION:
Staff is recommending that the Planning Commission approve the Conditional Use
Permit, subject to conditions, for the placement of a single -pole DAS and ancillary
equipment at Eisenhower Park, in the La Quinta Cove.

WHEREAS, the Planning Commission of the City of La Quinta,
California, did, on the 241" day of July, 2012, hold a noticed Public Hearing
to consider a request by Crown Castle, to permit the construction and
placement of thirty-five (35) foot tall pole for lighting and an antenna
distribution system at Eisenhower Park, located at the northeast, corner of
Calle Colima and Eisenhower Drive, in the La Quinta Cove and in the RC
(Residential Cove) zoning district, more particularly described as:

mailing a copy of said public hearing notice to all property owners and
residents within 500 feet of the site; and
WHEREAS, the Planning Commission continued the public hearing on
June 26, 2012, to their meeting on July 10, 2012, and subsequently

of lease terms prior to Planning Commission review of the Conditional Use

heard, said Planning Commission did make the following mandatory findings
pursuant to Section 9.210.020 of the Zoning Code to justify approval of said
Conditional Use Permit:
1. Consistency with the General Plan: The design and improvements of
the proposed pole and equipment are consistent with La Quinta
General Plan (Chapter 7) that requires utilities and communication
facilities to blend in with the surrounding improvements and insures
residents have access to reliable telecommunication services such as
wireless telephones. The co -location of antenna equipment and lighting
on a single pole at this site will have a negligible impact on the
surrounding public thoroughfares and land uses.
2. Consistency with the Zoning Code: The placement of the pole and
equipment are consistent with current standards of the Zoning Code
(Chapter 9.90 and 9.170) in that the potential adverse visual effects
have been mitigated, and all perimeter setback requirements have been
met.
3. Compliance with CEQA: The placement of a new pole for antenna and
lighting co -location has been determined to be exempt from CEQA,
under Guidelines Section 15332 (Infill Development), in that the site is
developed as City park surrounded by urban infrastructure
improvements (e.g., roads, water, sanitation, etc.).
4. Compatibility with Surrounding Uses: The proposed improvements are
located on an existing built site. The proposed tower and equipment
do not conflict with the surrounding park improvements.

GENERAL
1. The applicant agrees to defend, indemnify, and hold harmless the City of La
Quinta (the "City"), its agents, officers and employees from any claim, action
or proceeding to attack, set aside, void, or annul the approval of this
Conditional Use Permit. The City shall have sole discretion in selecting its
defense council.
The City shall promptly notify the applicant of any claim, action or
proceeding and shall cooperate fully in the defense.
2. Prior to the issuance of a grading, construction or building permit, the
applicant shall obtain applicable permits and/or clearances from the following
agencies, if applicable or required:
• Riverside County Fire Marshall
• Public Works Department (Grading Permit, Improvement Permit)
• Planning Department
• Riverside County Environmental Health Department
• Public Utilities Commission (PUC)
• Federal Communication Commission (FCC)
• Federal Aviation Agency (FAA)
• Desert Recreation District
The applicant is responsible for all requirements of the permits or clearances
from the above listed agencies and departments. If the requirements include
approval of improvement plans, the applicant shall furnish proof of said
approvals prior to obtaining City approval of the plans.
IMPROVEMENT PLANS
As used throughout these Conditions of Approval, professional titles such as
"engineer," "surveyor," and "architect," refer to persons currently certified or
licensed to practice their respective professions in the State of California.
3. Improvement plans shall be prepared by or under the direct supervision of
qualified engineers and/or architects, as appropriate, and shall comply with
the provisions of LQMC Section 13.24.040 (Improvement Plans).

4. The following plans shall be submitted to the Building and Safety Department
for review and approval. The plans shall utilize the minimum scale specified,
unless otherwise authorized by the Building and Safety Director in writing.
Plans may be prepared at a larger scale if additional detail or plan clarity is
desired. Note, the applicant may be required to prepare other improvement
plans not listed here pursuant to improvements required by other agencies
and utility purveyors.
A. On -Site Commercial Building and Precise Grading Plan (as required by

Other engineered improvement plans prepared for City approval that are not
listed above shall be prepared in formats approved by the City Engineer prior
to commencing plan preparation.
5. Upon completion of construction, and prior to record drawing submittal of
the improvements by the City, the applicant shall furnish the City with
reproducible record drawings of all improvement plans which were approved
by the City. Each sheet shall be clearly marked "Record Drawing" and shall
be stamped and signed by the engineer or surveyor certifying to the accuracy
and completeness of the drawings. The applicant shall have all approved
mylars previously submitted to the City, revised to reflect the as -built
conditions. The applicant shall employ or retain the Engineer Of Record
during the construction phase of the project so that the EOR. can make site
visits in support of preparing Record Drawings. However, if subsequent
approved revisions have been approved by the City Engineer and reflect said
"As -Built" conditions, the Engineer Of Record may submit a letter attesting
to said fact to the City Engineer in lieu of mylar submittal.
PROPERTY RIGHTS
6. Prior to issuance of any permit(s), the applicant shall acquire or confer
easements and other property rights necessary for the construction or proper
functioning of the proposed installation. Conferred rights shall include
irrevocable offers to dedicate or grant access easements to the City for
emergency services and for maintenance, construction and reconstruction of
essential improvements. Pursuant to this' condition, the applicant shall
comply with the applicable lease agreements entered upon with the City of
La Quinta.

UTILITIES
7. The applicant shall comply with the provisions of LQMC Section 13.24.110
(Utilities).
PARKING/ACCESS POINTS
8. The applicant shall protect existing hardscape along the proposed
Communication equipment building and monopole construction area to
include but not limited to garden walls, landscaping, irrigation systems, curb
and gutter, sidewalk and pavement. Restoration to any damaged hardscape
shall be to the satisfaction of the City of La Quinta.
MAINTENANCE
9. The applicant shall comply with the provisions of LQMC Section 13.24.160,
and shall make provisions for continuous, perpetual maintenance of all on -
site improvements, perimeter landscaping, access drives, and sidewalks. The
applicant shall maintain required public improvements until expressly released
from its responsibility by the appropriate public agency.
FEE AND DEPOSITS
10. The applicant shall pay the City's established fees for plan checking and
construction inspection. Fee amounts shall be those in effect when the
applicant makes application for plan checking and permits.
MISCELLANEOUS
11. The applicant shall secure a lease agreement with the City of La Quinta for
the placement of the telecommunication tower and equipment within City
property prior to issuance of a building permit.
12. Total tower height shall not exceed thirty-five (35) feet measured from
finished grade, and shall not exceed a diameter greater than twelve (12)
inches.

13. The tower shall accommodate the relocation of existing park lighting
improvements to the tower. Park lighting shall be incompliance with the
City's Outdoor Lighting Ordinance (L.O.M.C. Section 9.100.150) and shall
minimize light pollution on surrounding properties. Park lighting shall be
attached to the pole at a maximum height of twenty (20) feet.
14. The placement of the pole shall not interfere with the existing infrastructure
and improvements at this location. The pole shall not be placed on a public
paths -of -travel and must be located in an existing landscaped area.
15. Panel antennas shall be flush -mounted and be attached securely to the
tower. The panel antennas shall be painted to match the tower, and shall not
be placed higher than twenty-nine (29) feet on the tower. All panel antennas
are limited to a maximum of thirty (30) inches in height. A single antenna is
permitted to be placed on top of the tower. The antenna shall not exceed a
height greater than six (6) feet in height and shall be painted to match the
tower.
16. The applicant shall negotiate in good faith for shared use by third parties; an
owner generally will negotiate in the order in which requests for information
are received, except an owner generally will negotiate with a party who has
received an FCC license or permit before doing so with other parties.
17. The entire facility shall be maintained in a condition consistent with the
conditions of this approval and, if the facility is not so maintained this
approval is subject to revocation or other correcting actions as determined
appropriate by the City.
18. This permit shall expire on July 24, 2014, unless a building permit has been
finalized and/or a time extension is applied for and granted by the Planning
Commission pursuant to Section 9.200.080 of the Zoning Code.

Dear. Mr. Hute:
NewPath Networks,-LLC. submitted a Notice of Proposed Construction (NPC) for authorization
to proceed with the construction of the La Quints Distributed Antennae System (DAS) project.
According to the NPC, the project involves the installation of fiber optic cable, DAS antenna
nodes, and other associated equipment in the City of La Quinta, California. The NPC requests
the Energy Division to act upon NewPath's request fora determination that the project is
consistent with the activities determined to be categorically exempt from the California
Environmental Quality Act (CEQA) by the, California Public Utilities Commission
(Commission).
On November 9, 2004 the Commission granted NewPath's request for a certificate of public
convenience and necessity to provide inter/intra- local access and transport area services in
Califomia asa non -dominant interexchange carrier. On May 25, 2005, NewPath submitted
A.05-05-021 seeking expansion of its authority to include the installation of DAS antennae,
nodes, and other related equipment in Califomia. Under D. 06-04-030, the Commission
determined that the DAS projects proposed by NewPath would fall within one or more
categorical exemptions identified under CEQA, and that further environmental review of these
proposals would not be required.
The Energy Division has reviewed NewPath's proposal to construct the La Quinta DAS project
in the City of La Qunta, California and has determined that the proposed construction activities
are consistent with the activities found by the Commission to be categorically exempt from the
requirements of CEQA. The Energy Division hereby grants NewPath with the authority to
proceed with the construction of the project as described in the NPC.

SUBJECT: Update on Green and Sustainable La Quints Program
This report provides a quarterly update to La Quinta's environmental initiatives and
activities for the period from April 2612 through June 2012.
City-wide Projects, Outreach, and Activities
As reported by Lindsay Buckley in the July 2012 issue. of Western Cities magazine,
many California cities. are saving money in these challenging .financial times by
reducing energy usage at municipal facilities. La Quints has been active in setting
a good example. Over the past few years, a number of energy efficiency
improvements were made to City Hall which ere now providing tangible benefits.
In 2010, occupancy -sensing light switches were installed in many areas of City Hall
to reduce the time that 119hts illuminate unoccupied rooms. More recently, the
indirect lighting serving most of the open office areas of City Hall (including the
public areas of Public Works; Planning, Building & Safety, Finance, and Community
Services Departments) was upgraded.' The project, replaced older fluorescent
lighting with new, high -efficiency fixtures and lamps that increased the lighting
level, thereby reducing the need to use task ilghts at Individual desks. in addition,
mechanical time mocks were replaced by computer controls, allowing the lights to
be programmed precisely for the time required for activities in the building.
New controls have been added to the three large air cpnditioning units that serve:
Most of City Hall. As the various.spacoo in the building cool to the set temperature
the controls reduce the speed'of the large air handler motors and their energy
usage. Preliminary analysis of City Hall power bills indicate that, from 2009
through 2011, overall power usage has decreased by 12.2 percent. Dollars spent
for power has been reduced by 16.3 percent, from $144,700 in 2009 to $121,100
in 2011. The recent air conditioning improvements are expected to produce even
greater savings.
Finally, a major project was just completed in early July: replacing five of the seven
rooftop air conditioning units at the Senior Center. Through design and technology
advances, the new units operate more efficiently. Also, aging air conditioning
systems (the previous units were 15 years old) incur higher maintenance costs than
do new systems. Both of these factors are expected to generate measurable
savings for the City's General Fund.
The City of La Quinta concluded a successful season as a citrus collection site for
Hidden Harvest's expanded citrus recovery program. The citrus recovery program
continued through the winter season and concluded on April 30, 2012.
Final collection numbers show that since the "Got Citrus" Program began collection
on January 2, 2012, the La Quinta site received a total of 16,175 pounds of citrus,
which is120A of the total volume of 135,604 collected in the Valley for the 2012
Season ending April 30, 2012. It should be noted that there. was a significant
decline in all 2012 collections from the prior (2011) collection period, but Hidden
Harvest has not been able to identify the factors behind this.
On April 28, 2012 the Drug Enforcement Administration (DEA) scheduled a
National Prescription Drug Take -Back Day, from 10:00 a.m. to 2:00 p.m. at the
following Coachella Valley locations:

The 2011 Take -Back Day produced a national total of more than 377,086 pounds
(188.5 tons) of unwanted or expired medications for safe and proper disposal.
This year's event produced a record•breaking total of 552,161 pounds (275 tons)
of unwanted to expired medications for safe disposal at the 5,659 take -back sites

located in all 50 states and U.S. territories. An additional. event will be held on
_September 29, 2012 to provide an additional opportunity to rid homes of unwanted
or expired prescription drugs and dramatically reduce the risk of prescription drug
diversion and abuse, and increased awareness of this critical public health issue.

On May 5, 2012, Burrtec conducted the last of two scheduled Shred Day Events
for Fiscal Year 201112012. Held in the north City Hall parking area, this event was
much busier than last year, with 269 vehicles versus 143 (last October). The
event was held from 7:60 a.m. to 11:00 a.m. and vehicles remained open the
entire time due to the addition of a second truck. The event netted approximately
five (5) tons of material. The first Fiscal Year 2012/2013 Shred Day Event is
tentatively scheduled for October13, 2012.
On May 12, 2012, the City of La Quints, in conjunction with Coachella Valley
Association of Governments (CVAG), hosted a Free Waste Tire Collection Event at
The Home Depot. The event was lightly attended with about 180 tires received.
This was a good turnout considering there were also seven previous events held in
the Valley this year with one additional event scheduled in Indio on March 19,.
2012. The number of these events this was a good turnout and provided a local
opportunity to properly discpose of used tires.
On June 2, 2012, the City, in conjunction with the Coachella Valley Association of
Governments,. hosted an oil recycling event at the La Quints Auto Zone.
Participants brought their used oil and oil filters for recycling and in return received
a free shop towel, funnel and drainer container. The event was very well received
and there were 114 filters recycled; a 39% increase over last year. This figure is
even more impressive considering this was the sixth event (out of seven) held in
the Valley.
Upcoming events are posted on the City's electronic calendar and announcements
have been, or are scheduled for the La Quints Gem, as well as other media outlets.
Updates of Utility Programs
Coachella Valley Water District (CVWD)
The City and CVWD continue to provide residents with the Water Waste Helpline
(1-888-398-5008), to allow individuals to report violations contributing to water
waste. Calls are received at CVWD, who then dispatch City staff to the reported
location for follow-up. For after-hours and weekends, the calls are responded -to
the following day or Monday. From April through the and of June 2012, there
were a total of three calls: one call related to a broken sprinkler head, one call
related to an irrigation line break, and one call for a running valve. Section

8.13.040 of the Municipal Code has a provision which prohibits irrigation water
from flowing onto adjacent properties and the street.
Funding for the City/CVWD Weather Based Irrigation Clock Rebate Program
("Smart Controllers") continues to be available. Coachella Valley Water District
reports that 14 Smart Controllers were installed in the City between April and
June.
There were a total of 17 turf conversions reported during the second quarter of
2012; 16 residential and one Homeowners' Association (La Quinta Renaissance).
Imperial Irrigation District (IID)
IID is currently sponsoring a refrigerator recycling program for La Quinta residents.
Any resident with an old, working refrigerator or freezer can call IID to have them
picked up, free of charge, and properly recycled. In addition, residents will receive
$50 back from IID for their old refrigerator. Residents must be a residential electric
customer of IID and must own the refrigerator or freezer to be recycled.
..Refrigerators or freezers are limited to 10 to 27 cubic feet in size and must be in
working (cooling) order. The appliance will be picked up from the address listed on
the billing account at no charge. There is a limit of two (2) appliances per
household. Any La Quints residents considering replacing their old refrigerator are
encouraged to take advantage of this program.
The Desert Sun recently wrote an article in their July 2, 2012 issue about the
ongoing Direct Install "Open for Business" commercial rebate program. The free
program, valued up to $2,500 to qualifying businesses, offers an onsite energy
consultation and the installation of energy -efficient measures.. These .measures
include upgrades to lighting, refrigeration and other energy -efficient products. La
Quints was one of two cities in IID's service area that elected to serve as hosts for
the program's initial "kick-off" last summer. The successful program has since
been expanded to other Desert cities. The article references that more than 900
businesses in IID's service area have participated since last year.
IID reported the awards for the PV Solutions Program {photovoltaic solar.panels): 5
Residential Customers, 39.5kW installed and $78,470.70 worth of rebates were
awarded as incentive. Anyone interested in the PV Solutions program is
recommended to contact IID as early as possible due to high program demand and
limited annual funding.
IID continues to have a number of rebate programs available to commercial and
residential customers who purchase products that improve energy efficiency such
as attic fans and insulation, dual -pane windows, and Energy Star refrigerators and
air conditioners. Before purchasing these items, residents are recommended to
contact the Rebate Processing Center at 1-877-811-8700 or by e-mail

information.

In conjunction with the City's ongoing Green and Sustainable program, III) recently
installed a Vending Miser on two vending machines in the City Employees'
lunchroom. The Vending Miser reduces the energy consumption of vending
machines by using an occupancy sensor to power down the lights and compressor.
The device powers the machine back up as needed to keep items at the appropriate
temperature. The plug-in device is compatible with all types of vending machines.
Vending Misers provide an estimated energy cost savings of $40 per year, per
machine, with electricity consumption reduced an average of 46%. IID currently
offers an $80 incentive for every vending miser installed on qualified vending
machines for La Quints business customers. With the device installed, the vending
machine is currently dispensing beverages at 39°F.
Community Outreach:
Learning Energy Awareness Program (LEAP) — Call for Projects:
• IID hosted an information meeting for the school districts on Wednesday,
June 27, 2012, at the La Quinta boardroom to promote LEAP — Call for
Projects. Each school may qualify to receive up to $35,000 for energy
efficiency upgrades to their HVAC and lighting systems.

Summer Energy Efficiency Campaign:
• IID's educational summer campaign began to run in local media. This year's
theme is "Summertime and the living is EZ." In addition to informational
advertisements with tips, IID has also set-up an "Energy Zone" at the La
Quinta Customer Service Center where customers can learn how to save
energy and money, and enter a weekly raffle to win an energy efficiency kit.
Southern California Gas Company (Gas Company)
SoCalGas continues to market and promote rebate programs, financial incentives,
energy audits, and needs -based financial assistance programs for La Quints
businesses and residents. A complete and up-to-date list of all available programs
is posted on their website, as well as.a brief summary of available programs on the
City's website.
The City of La Quinta, its residents, and businesses, received a total of 103 rebates
in the amount of $3,500 paid through the Home Energy Efficiency Rebate Program
for the installation of High Efficiency natural gas storage water heaters, ENERGY
STAR dishwashers, and ENERGY STAR clothes washers during the first half of
2012 through the City of La Quinta. These results save La Quinta residents
approximately 1,500 therms annually and are the equivalent of:
o Greenhouse gas emissions save of 8.2 metric tons of CO2.
o Greenhouse gas emissions saved equivalent of removing
1.6 cars from the road.
o Natural gas savings equivalent of using natural gas for 3
homes.

Updates on Waste and Recycling Services
Staff continues to meet and work with Burrtec Waste and Recycling (Burrtec) sand
Hilton, Farnkopf & Hobson (HF&H) Consulting with regard to waste and recycling
management services. Staff met with representatives from both entities on June
22, 2012, and discussed various programs and legislation, including Burrtec's
Restaurant. Food Waste Proposal, ,and mandatory commercial recycling
requirements now in effect under AB 341. Under current mandates of AB 939,
jurisdictions are required .to divert at least 50% of their waste stream;, AB 341
provides for a statewide goal of 75% diversion by 2020, however this is not a
mandate for local jurisdictions.
More than 80 business and multi -unit residential properties were visited, contacted
by mail, or both concerning the Mandatory Commercial Recycling requirements that
L
went into effect July 1, 2012. There were about 20 additional commercial
customers contacted to examine recycling opportunities outside of the Mandatory
Commercial Recycling project.
The Sharp's Program allows La Quinta residents to properly dispose of used
needles and syringes thereby protecting themselves, their families and the
community. The program is completely confidential and is FREE to La Quinta
residents. From March 16, 2012. through June 18, 2012, 58 "sharps" containers
were received from La Quinta residents for proper disposal.
No school presentations were made during the period of April 2012 through June
2012. School presentations are not anticipated through the summer, but should
begin again sometime in the fall.
Riverside County Household Hazardous Waste has provided staff with an updated
HHW [Household Hazardous Waste] Schedule for 2012 (attached). The schedule
also includes information on permanent HHW Sites, Regional ABOP [Antifreeze,
Batteries, Oil, and Paint] Collection Centers, the Sharps Disposal Program and a list
of Holiday Closure Dates for all permanent collection facilities. Staff has placed
copies of the schedule throughout various locations in City Hall, the Senior Center,
and the Library. In addition, residents are encouraged to go to
http://www.riveowm.org/opencros/hhw/index.htmi for the most current schedule
and to "SUBSCRIBE and receive paperless automated notifications of any changes
to the HHW schedule. This type of source reduction promotion benefits everyone
by reducing. staff time and paper waste.
City residents may also dispose of household hazardous wastes year-round at
Riverside County's Regional Household Hazardous Waste Collection Facility at
1100 Vella Road, Palm Springs (non -Holiday Saturdays only; from 9:00 a.m. to
2.00 p.m. October -May, and 7:00 a.m. to noon June - September). The Coachella
Valley Transfer Station located at 87011A Landfill Road (near Coachella) accepts
Anti -freeze, Batteries, Oil (and filters), and latex Paint (ABOP) Monday through
Friday from 8:00 a.m. to 5:00 p.m. and Saturdays from 8:00 a.m. to noon.
The Burrtec Waste and Recycling facility, at 41800 Corporate Way in Palm Desert,
is open to La Quinta residents for free disposal of batteries, fluorescent bulbs and
tubes, all electronics, oil and oil filters, Monday through Friday from 9:00 a.m. to
3:00 p.m. and Saturdays from 8:00 a.m. to noon (excluding Holidays). Le Quinta
residents may also dispose of green waste (up to 506 pounds per trip) on Monday
through Friday from 9:00 a.m. to 3:00 p.m. (Saturdays 8:00 a.m. to noon —
excluding Holidays).
Future Household Hazardous Waste Events are scheduled for December 15, 2012,
and March 30, 2013, in the Civic Center South Parking Lot. Residents will receive

advance notification of those dates via the City's web calendar and The Gem
articles as these dates approach.
Conclusion
The City of La Quinta continues its efforts in providing information and assistance.
to City residents and businesses in order to help them save money and to
encourage them to reduce water and energy consumption. City staff continually
maintains the City's "green" programs information webpage, including Waste and
Recycling information, found at http://www.la-guinta.org/indox.aspx?page=574,
so that residents and businesses may continue to obtain the most up-to-date
information on rebate programs, recycling and waste disposal services, and utility
programs. Staff is also available to assist with public information requests on any
of the upcoming recycling events and efforts, such as the anti -freeze, batteries, oil,
