XPark (TIED) 6.Corporation Yard Improvements REPORTS AND INFORMATIONAL ITEM NO. 3 317 318 319 320 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING: February 12, 2018 STAFF REPORT AGENDA TITLE: APPOINT TWO COMMISSIONERS TO THE CIVIC CENTER ART PURCHASE COMMITTEE RECOMMENDATION: Appoint two Commissioners to the Civic Center Art Purchase Committee to select Civic Center Art during the La Quinta Arts Festival. EXECUTIVE SUMMARY: The Civic Center Art Purchase Committee (Committee) selects artwork from the La Quinta Arts Festival (Festival). The availability of original artwork provides an opportunity to purchase unique pieces for the City’s Art in Public Places collection. Staff recommends the appointment of two Community Services Commissioners (Commissioners) to the Committee. FISCAL IMPACT: An amount of $10,000 has been budgeted in the Art Purchase Account (270-0000- 74800). BACKGROUND/ANALYSIS: The Festival will be held from March 1 through March 4, 2018 at the Civic Center Campus. Since 1989, the City has selected artwork from the Festival to display at City facilities. The Committee, comprised of two Council Members and two Commissioners, view and select artwork at the Festival for purchase. In 2017, Commissioners Johnson and Simonds served on the Committee. Historically, the Committee has met on the first day of the Festival to select artwork. The artwork is delivered to the City after the Festival. ALTERNATIVES: Do not appoint two Commissioners to the Committee. EXECUTIVE SUMMARY •On March 18, 2014, Council directed staff to redesign the Pillars of the Community nomination process and include more biographical information, omit the 25 signatures requirement, and present nominations to the Community Services Commission (Commission) for review and recommendation. •Staff introduced Google Forms as a new method to submit nominations. •Three nominations were received from the community; the 2018 Senior Inspiration Award nominee will be recognized as a Pillar. •Upon Commission recommendation the nominee will be given to Council for approval at the February 20, 2018 council meeting. •The Pillars of the Community event will be held in March 2018. FISCAL IMPACT The total cost for the plaque is $200 and funds are available in the Community Resources Special Events budget (Account No. 101-3003-60149). BACKGROUND/ANALYSIS The Pillars of the Community nominees’ criteria include: •City residency for a minimum of three years, •significant contribution to the development of the City, •recognition for contribution efforts. BUSINESS SESSION ITEM NO. 4 The Community Resources department requested nominations from the community beginning May 1 and ending May 26. When her volunteer service was not needed at La Quinta High School, she approached Coachella Valley High School and was warmly received, especially by the girls tennis squad that lovingly calls her "Mama Sue." Some of the Latina girls she coached had never had a conversation with a 60-something Anglo women, much less bonded with one. Her willingness to reach out and embrace the youth of the eastern Coachella Valley makes us all better citizens and neighbors. Sue’s dedication to healthcare and preparedness is the backbone of the Health Academy at CVHS, La Quinta High School and all the way to Palm Springs H.S. For the past three years, Sue has helped to make it possible for HOSA – Future Health Professionals to produce mental health awareness symposiums that included students from nearly all valley high schools. These events brought critical awareness to problems that face youth across the valley and beyond. While most residents of gated communities across the valley play tennis for their enjoyment, Sue has dedicated countless hours to provide equitable tennis access for all. From volunteering 2 to 4 days per week on the tennis courts in the heat of the summer, to raising funds for equipment, uniforms and cool drinks – to using what has to be her own money to provide what others cannot, Sue likely has no idea of the opportunity she has provided to hundreds of girls for more than the past five years. From Sue’s commitment to the youth of the Coachella Valley, she has been personally responsible for securing funds well over $25,000 for tennis programs, art programs, health academy, HOSA – Future Health Professionals, sports programs, and likely others I am not even aware of. Most public schools are stretched to provide resources, funds, personnel, judges, business & professional perspective to validate their program and project. Without people like Sue, these programs would struggle for significance. Sue is a recipient of the President’s Volunteer Service Award, has received Congressional, CA State Assembly, and Riverside County Board of Supervisors recognition for her service. She is also our 2017 HOSA Hero for her service above self to the communities of the Coachella Valley. In 2016, Sue was honored for performance of over 400 hours of community service in one year period. Additionally, her grassroots efforts to register voters, speak out on social injustice, and share her personal and professional experience to empower young women and men. Her service in and outside of La Quinta send the message to all, “I live here, yet I can still lend a hand over there.” Sue is, undoubtedly, a pillar of the community. She has donated countless hours in painting and sewing for her art classes at Jackson Elementary. She has volunteered her time there for over 9 years. She has published 2 books. "The Living Desert," was about conservation of our habitat. Her book was a gift and wonderful memory to all the students that attended her outings at the Living Desert. Her 2nd book, "Where Does Our Garden Grow," was about the children at Jackson learning the development of the way plants grow. They received a grant that has enabled Jackson to install large cedar planters in the schools courtyard. The children participate in nurturing the life span of vegetables and fruits. They are educated on the beneAts of organic gardens. She is still very active with her gardens as well as her art classes. Ms Kronemeyer received her degree in Arts Education Technology in 2012. She volunteers her skills to assist her students in learning computer art that will ultimately advance their opportunities in creative design. She is currently involved with a nonproAt called No One Stand Alone. This group educates immigrant families on their rights, raises money to support legal assistance, supports families under threat of deportation. www.noonestandsalone.org. This non-proAt is based here in La Quinta. She spent countless hours building their website. Prior recipients such as Phyllis Stuchel, Kay Wolff, Linda Williams and other eximplirary LQ residents are a part of this Board. Ms. Kronemeyer also volunteered on the commitee to elect Robert Radi to City Council. She served briehy as a volunteer for Old Town Artisan Studio which is a local non-proAt here in LQ. Kathy Kronmeyer is such an inspiration. She lost everything in a natural disaster in Palm Desert, in 1976. She moved to La Quinta in the early 90's. She perservered and became a teacher. She recieved her masters at the age of 70. All while volunteering at Jackson Elementary. I had the pleasure and honor of meeting “Ms Kathy” when my husband and I purchased a home here in the beautiful Cove of La Quinta. For years I have watched her paint projects and make costumes at her home. She has sponsored countless Aeld trips for 'her kids', all while educating them along the way. From theatre, to art, to organic gardening, she is always there. She has watched her students grow up and graduate. One in particular, Stephanie Abale, became a nurse and moved to Houston, Texas. When the hurricane devastated the community, Ms Kronemeyer went into action and immediatly started raising funds for her family. This is only one of many stories. Ms Kromemeyer has also been involved with preservation to the Salton Sea and has volunteered her time to guide these tours. She is somebody that will always inspire others. She is such a blessing and certainly deserves to be recognized as a pillar of this community! Forms January 27, 2018 Dear La Quinta City Council Members, It is an honor to write this letter on behalf of Ms. Kathy Kronemeyer for the nomination of Pillars of the Community Award. My name is Alma Gomez and I am a teacher at Jackson Elementary. I have known Ms. Kathy for about twenty years now. I have worked alongside her here at Jackson, first at teachers and now as friends. Ms. Kathy has volunteered at Jackson since her retirement. First, Kathy ran the computer lab afterschool to help students improve their writing. Later on, Kathy began to volunteer in my classroom. She has helped us with art projects such as piggy banks, African Masks, and most recently crafting a snowmen out of recycled bottles. In addition, to her volunteering in my classroom, Kathy volunteers her time twice a week for afterschool clubs. She joins me in the Garden Club each Monday, as we teach 16 students to plant, grow, and care for the school garden. On Wednesdays, Kathy runs the Writers' Club for an hour and a half, teaching 30 students to write stories and draw illustrations for publishing. By May, each child in her Writers' Club will have a published book of stories for our Art and Authors' Fair. Ms. Kathy works tirelessly, using her own supplies to publish each students work. Our Jackson students love Ms. Kathy and know that she has a heart of gold. As she arrives at school each day she is greeted with cheers and smiles. Students know that she is here to help them and teach them. As a lifelong learner she can't help but be enthusiastic about what they are learning in the classroom. She even pitches in when they are learning math, which is not her favorite subject, helping to simplify problems and encouraging students to "give it a go". Thank you for your consideration of Kathy Kronemeyer as a Pillar of the Community. I have often heard the phrase "it takes a village" well Ms. Kathy is epitome of the Village Grandmother. Ms. Kronemeyer has served the children of La Quinta since the early 70’s when all La Quinta elementary students attended Van Buren Elementary School. It was during these years, that I met Kathy. I was a first year teacher and Kathy became my mentor. She taught me to have compassion towards children, recognize a child’s academic, social, emotional and language ability as the first steps necessary to teach a child the required curriculum. She also taught me to teach in a fun, creative and interactive approach to learning. Had it not been for her guidance and enthusiasm I may not have enjoyed the educational profession as much as I have. I am proud to say that I grew far in my profession as a professional development trainer, a school principal and district level director. The strategies and training that I acquired from Kathy, I was able to pass on to literally hundreds of teachers at Desert Sands Unified School District. Kathy is not only a loyal friend; she is loyal to her profession and her community. She proudly shares her community by highlighting all the LQ events she attends and LQ future development plans on her Face Book page. Kathy gives so much to those around her and never expects financial or social recognition. It is for these reasons I feel Kathy is deserving of this prestigious award. Kathy has been a La Quinta resident for decades, and is occasionally seen before City Council, bringing a little known cause to its attention. Kathy was a teacher for Desert Sands Unified School District for about 40 years. She was not only creative in her teaching, but was truly a 24/7 educator, who conducted after-school classes for students and for parents, including leading families on field trips, in particular, to the Salton Sea. When her class put on a play, Kathy not only directed and produced it, but made scenery and sewed the costumes on evenings and weekends. Kathy believed in continuing education, so much so, that she earned a Masters Degree in computer technology as she was nearing retirement. The District, of course, recognized her dedication and excellence, and she was named District Teacher of the Year, and subsequently California Teacher of the Year! After retiring, she couldn’t tear herself away from her students and their families, so she continued many of her previous after school activities, especially, using technology to improve writing skills and introducing students to publishing using the magic of technology. She continues these activities to this day. Kathy is well known in the community for her courage to confront and support humanitarian and ecological issues. She champions such causes as Salton Sea issues and immigrant issues. Kathy is an inspiration to all who know her, and is a model teacher, as well as a model citizen of La Quinta.
