Dear Dick:
A walk-through of the entire. project was conducted on March 15, 1996, to inspect the landscaping,
exterior lighting, . project layout; colors and materials, etc. per the Conditions of Approval
(Resolution No. 94-63). The following items were found to be laclang and shall be -corrected:
1. At the north end'of Rainbow.Circl6, a-double.gated: recycling center was constructed
without pedestrian.gate or internal ramp,;f Opening at :center rear is. accessible only through
a planter area..Attached is'a copyof the;letter from:Waste Management describing the
design requirements:for.the recycling center Please propose some remedial action that will
achieve the same goal as the original Waste Man 'design for review and approval
by the Communnty-Develooment Department prior to the issuance of any' -further
Certificates of Occupancy m' the project.
2. An exterior lightingplan for. the parlang area, pen imeter.wall,entrys, and,buildings was
required to be submitted to,the Planning depart nen t.pr or to issuance of i building permit,
as stated in Condition No: 4` of the Conditions of Approval Since this was not complied
with; please prepare and. subin06' rgrge r and4pproval an "As=Built" exterior lighting
plan to the Commui ity Development Departirient; prior to the issuance of:any further

Other observations noted by staff, are as follows:
1. The perimeter vehicular.gates are;not completed and operational.
2. The.,planned trash enclosure at the'southerr �us. of Paradise West Circle.was not
constructed in the planned'location; but rather across the`sireet.

This letter is to confirm a meeting that Waste Management of the ,Desert
had with Ms. Marty Butler, President of Williams Development Corporation.
Earlier this week, Ms. Butler brought -over blueprints for The Seasons
Senior Apartments which will be located north of Tampico, across from
City Hall. She had a location on a cud -a -sac, south'of the clubhouse,
for an enclosure to be built for three recycling bins -- one three yard
for newspapers, one three•yard for aluminum cans, tin cans, and plastic
bottles and a two yarder for glass bottles and jars. Scematics were
given to Ms. Butler that she plans to modify to fit.the three recycling
bins.
We feel the centralized location of the recycling enclosure will be
easy for all resident access. We are confident that one location
will be suffic-ient to handle the amount of recyclables in a senior
project like this.
