A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LA QUINTA, CALIFORNIA, APPROVING A
MODIFICATION BY APPLICANT TO APPROVE THE DESIGN
OF EXTERIOR IMPROVEMENTS TO AN EXISTING BUILDING
AND SITE, AND FIND THE PROJECT EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT

APPLICANT: WASHINGTON STREET UROLOGY PROPERTY, LLC
WHEREAS, the Planning Commission of the City of La Quinta, California did, on
the 23rd day of May, 2017, approve a request by Washington Street Urology Property,
LLC for the proposed Modification by Applicant, generally located at 47474
Washington Street, more particularly described as:
APN: 643-200-005
WHEREAS, upon hearing and considering all testimony and arguments, if any,
of all interested persons desiring to be heard, said Planning Commission did make the
following findings pursuant to Section 9.200.090 of the La Quinta Municipal Code to
justify approval of said Modification by Applicant:
1. Changes to landscaping
The proposed Modification by Applicant includes a minor change to approved
landscaping site plans.
2. Changes to the approved color palette
The applicant proposes changes to the approved color palette that constitutes
a minor change from the approved Site Development Permit.
3. Minor addition to architectural feature
The proposed Modification by Applicant includes a minor addition of a shade
structure to the parking lot that does not result in a significant effect on the
overall aesthetic or architectural style of the building.
4. Architectural Design. The architectural design of the proposed improvements,
including, but not limited to, the architectural style, scale, materials, colors,
architectural details, and other architectural elements are compatible with
surrounding development and with the quality of design prevalent in the city.

5. Landscape Design. Project landscaping, including, but not limited to, the
location, type, size, color, texture and coverage of plant materials, has been
designed so as to provide visual relief, complement buildings, visually
emphasize prominent design elements and vistas, screen undesirable views,
provide a harmonious transition between adjacent land uses and between
development and open space, and provide an overall unifying influence to
enhance the visual continuity of the project.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
La Quinta, California, as follows:
SECTION 1. That the above recitations are true and constitute the Findings of the
Planning Commission in this case.
SECTION 2. That the above project be determined to be exempt from CEQA pursuant
to Section 15301 of the CEQA Guidelines.
SECTION 3. That it does hereby approve Modification by Applicant 2017-0003, for the
reasons set forth in this Resolution and attached Conditions of Approval
PASSED, APPROVED, and ADOPTED at a regular meeting of the City of La
Quinta Planning Commission, held on this the 23rd day of May, 2017, by the following
vote:
AYES: Commissioners Blum, Caldwell, Hansen, McCune and Quill
NOES: None
ABSENT: Commissioner Wright and Chairperson Bettencourt

GENERAL
1. The applicant agrees to indemnify, defend and hold harmless the City of La
Quinta, its agents, officers, and employees from any claim, action, or
proceeding to attack, set aside, void, or annul the approval of this Conditional
Use Permit. The City of La Quinta shall have the right to select its defense
counsel at its sole discretion.
The City of La Quinta shall promptly notify the applicant of any claim, action, or
proceeding and shall cooperate fully in the defense.
2. The applicant shall conform to all other corresponding Conditions of Approval
for Conditional Use Permit 2016-0005.
3. Plans to reestablish the retention basin adjacent to Washington Street and
shall be included in the design of the Final Landscape Plan and approved by the
City Engineer.
4. Exterior improvements shall be completed prior to issuance of Certificate of
Occupancy for building.
5. Parking lot lighting standards shall comply with all applicable provisions of the
La Quinta Municipal Code Chapter 9.150.080.
