Please review the noted site preparation for mitigation of long term/differential settlement. Response 2: The generally low blow counts encountered within each of our bores are not considered unusual for the native soil common to the area of the subject site. The native soil 'underlying the site is comprised primarily of generally fine grained silty sand. and sandy -silt that inherently exhibit low sampler penetration resistance and consequently low blow counts even when relatively dense. The laboratory testing performed on relatively undisturbed samples obtained indicated relative_ compaction near. or above 85 percent that is generally considered "competent".native soil throughout Southern California (greater than 85 percent relative compaction or greater. than 85 percent saturation). In addition, the consolidation testing performed on the sample of the native sandy.silt with the lowest density indicated' hydro -collapse potential of only 0.2 percent that is' considered negligible. Although there were a few samples with generally low moisture 'content, the majority of the samples indicated moisture content near or above optimum moisture. The condition of the native soil underlying the site (including the somewhat low blow counts and inconsistent moisture content), were considered in developing the recommendations provided in the referenced report for remedial grading and foundation design. It is not practical or necessary to increase the removal depths to correct the conditions of the deeper native soil. It should be noted that similar removals (3 to 5 feet) were performed throughout the Tradition project site -prior to -the construction of the existing residences and clubhouse complex (over 10 years ago) and we are not.aware-of any issues within the development related to detrimental settlement or inadequate structural support. It is our opinion -that the remedial --grading and foundation design recommendations provided within the referenced report remain appropriate and no revisions are necessary. B.The Contractor shall be held responsible for the protection' and correction of the work of all trades from smears, splashes, stains or damages that might occur in the process•of the work. 1.9 CLEANING OF EQUIPMENT, MATERIALS AND PREMISES A.The parts of the equipment shall be thoroughly cleaned of dirt, rust, cement, plaster, etc., and all cracks and • corners scraped out clean. Surfaces to be'painted shall be carefully cleaned of grease and oil spots and left smooth, clean and in proper condition to receive paint finish. 1/1- RECORD DRAWINGS A.At the beginning of the project, one blue -line print and one transparent ozalid (reproducible) of each applicable drawing, will be issued by the Architect's office for use in preparing record drawings. Upon completion of the work, the Contractor shall transfer the information to the reproducible in a neat, legible manner,. using black ink' only for drawing and signature, and forward it to the Architect's office, unfolded. 1.11 TESTS A.The Contractor shall make any and all tests necessary to satisfy the Owner and the Architect or his represen- tative that he has carried out the true intent and meaning of the Specifications. Should any trouble develop during this period due to defective materials or faulty workmanship, the Contractor shall furnish all necessary labor and mate- rials to correct the trouble without any cost to the Owner. • 1.14 SAFETY A.Contractor shall be solely and completely responsible for condition of the premises on which the work is performed and for safety of all persons and property on the site during performance of the contract. This requirement shall not limited to normal working hours, but shall apply continuously. B.Contractor shall conform with all governing safety regulations. 1.15 EARTHQUAKE RESTRAINT A.All electrical equipment shall be braced or anchored to resist a horizontal force acting in any direction using the following criteria: GENERAL PROVISIONS 16010-6 • TRADITION FITNESS CENTER Fixed Equipment on Grade: 20% of Operating Weight Fixed Equipment on Structure: 30% of Operating Weight For Flexibly -Mounted Equipment - Use 2x the above values. PART 2 - PRODUCT • 2.1 STEEL GAUGE AND FINISH • A.A11 panelboards shall be finished with one coat of zinc, chromate and coat of primer sealer after a thorough cleaning where exposed to public view (e.g., corridors, ,covered passages, offices, etc.) and baked.gray enamel in switchboard, janitor',s, heater and storage rooms. Primer coated panelboards shall,be painted. to match surroundings after installation. Panelboards shall be fabricated of sheet steel of the following minimum gauges: Door and trim #12; Enclosure; code gauge steel. 2.2 KEYING A.All,panelboards shall be furnished with flush locks using the manufacturer's standard lock and key. Door handles which extend beyond face of panel with integral locks will not be accepted for flush mounted panels but will be allowed on surface mounted panel. 2.3 CIRCUIT BREAKER WIRE TEMPERATURE RATING A.All circuit breakers shall be UL labeled,as suitable for use with 60 degree/75 degree C. or 75' degree C. rated conductors. PANELBOARDS 16160-1 C • TRADITION FITNESS CENTER 2.4 CIRCUIT BREAKER FEATURES AND AUXILIARIES A.Where two or three pole breakers occur in the panels, they shall be common trip units. Single pole breakers with tie -bar between handles will not be accepted. B.All branch circuit breakers shall be padlockable in the "off" position. Locking facilities shall be factory installed. C.Where branch circuit breakers supply the power to motors and signal systems, the breakers shall be furnished with lockout clips, mounted in the "on" position" in addition to the padlockable facilities. The breakers shall be able to trip automatically with lockout clips in place. 2.5 CIRCUIT BREAKER ARRANGEMENT A.Circuit breakers shall be arranged in the panels so that the breakers of the proper trip settings and numbers correspond to the numbering in the panel schedules on the drawings. Circuit numbers of breakers shall be black -on -white micarta. tabs or other previously approved method. Circuit number 'tabs which can readily be changed from front of panel will not be accepted. Circuit number tabs shall not be attached to or be a part of the breaker. 2.6 PANELBOARD AND CIRCUIT BREAKER IDENTIFICATION A.In addition to the engraved bakelite nameplate hereinbefore specified, panelboard manufacturer shall stencil the panel number or letter on inside of panel door to correspond with panel designation on drawings. 2.7 BUSSING A.Bussing shall be rectangular cross section copper or full length silver or tin plated aluminum. B.Each panelboard shall be equipped with a ground bus secured to the interior of the enclosure of sufficient size for the panel being used and shall have a separate lug for each ground conductor. No more than one conductor shall be installed per lug. , 2.8 ANCILLARY EQUIPMENT A.Where contactors, relays and/or time switches are installed • in the panelboards, they shall be installed in separate. In all panels where double lugs are required or where feeder cable size exceeds bus size, minimum.gutter space shall be 12" high at the end where feeder enters. 2.10 CARD HOLDERS A.Only welded -on metallic index card holders with clear plastic shield will be acceptable. 2.11 DIMENSIONS A.Unless specifically noted otherwise, all panelboards shall be 20" wide and nominally 5-3/4" deep. 2.12SHORT CIRCUIT CAPACITY AND SERIES RATING • A.All panelboards shall have bus bracing and circuit breaker fault interrupting capability to withstand and interrupt the available rms symmetrical fault currents indicated on the drawings. In no case, however, shall this capability be 'less than for 10,000 amperes at 208/240 volts. B.When so indicated on the drawings or when not indicated but required to comply with paragraph "A" preceding, the panelboard main breaker (or the feeder breaker ahead of the panel if so indicated) and the branch circuit breakers shall be UL approved and tested "SERIES RATED". The shop drawing submittal shall document this rating and its suitability based on the available fault currents shown or specified. B.The motor control center shall contain circuit breakers or motor circuit protectors, magnetic motor starters, control relays and other control devices, and pilot lights for the circuits supplied as shown 'on the me- chanical and/or electrical wiring diagrams. C.Magnetic motor starters shall be full voltage, across the line starters, 600 volt (max) rated, three phase, and -shall be horsepower rated for the motor controlled and shall be equipped with properly sized overload elements in each phase. D.Furnish all starters in barriered compartments complete with pilot lights, HOA switches, and control power • transformers. Each unit shall be identified with an engraved bakelite nameplate attached with rivets or screws identifying the equipment served. Provide adjustable frequency motor drives in the motor control center as shown on the drawings. These drives shall be connected to control building fan motors provided under Division 15. Certified factory start-up shall be provided for each drive by a factory authorized service center. A certified start-up form shall be filled out for each drive with a copy provided to the Engineer, and a copy kept on file at the manufacturer. Warranty shall be 24 -months from the date of start-up, not to exceed 30 -months from the date of shipment. The warranty shall • include all parts, labor, travel time, and expenses. B.Adjustable frequency motor drive consisting of a .Pulse Width Modulated (PWM) invertor for use on a standard NEMA Design B induction motor. , The drive shall be manufac- tured in the USA. The variable frequency drives (VFD's) shall be solid state, with Pulse Width Modulated (PWM) output. waveform (VV1, six -step, and current source drives are not acceptable). The entire VFD package as specified herein shall be enclosed in a NEMA 1 enclosure, completely assembled and tested by the manufacturer. The VFD shall employ a full wave recti- fier (to prevent input line notching), DC bus choke, DC bus filter capacitors, and insulated Gate Bipolar Transistors (IGBT's) as the output switching device (SCR'S GTO'S and Darlington transistors are" not accept- able). The drive efficiency shall be 97% or better at full speed and full load. Fundamental power factor shall be 0.98 at all speeds and loads. C.Manufacturer with SCR inputs shall provide an isolation transformer either built into the cabinet or pay for . installation and wiring of the transformer. D.The invertor manufacturer shall provide estimated line distortion percentages in accordance with IEEE STD -519, based upon the total connected horsepower and source KVA of power of distribution system. E.All printed circuit boards shall be completely tested and burned - in before being assembled into the completed VFD. The VFD shall then be subjected to a preliminary functional test,, eight (8) hour burn -in, and computerized final test. The burn -in shall be at 113° F (45° C), at full rated load, or cycled load. Drive input power shall be continuously cycled .for maximum stress and thermal variation. F.VFD's shall be UL listed. The VFD's shall be designed to meet the requirements of the following standards: IEC 801-2, IEC 801-4, IEC 255-4. G. Input 440/460/480 VAC +J10%. 3-phase, 48 - 63 HZ. H.Environmental operating conditions: 0 to 45" C, 0 to 3300 feet above sea level, less than 95% humidity, non -condensing. The electronic motor' overload protection shall protect the motor based on speed, load curve, and external fan parameter. Circuits which protect the motor only at full speed .are unacceptable. T.Speed command input shall be via: 1.Keypad or manual speed potentiometer; as selected by the user. 2.One analog input, capable of accepting a 0-2ma, 4-20ma, 0-10 volts, 2-10 volts signal. Input shall be isolated from ground, and programmable via the keypad for different uses. 3.Analog inputs shall have a programmable filter to remove any oscillation of the reference signal. The filter shall be adjustable from 0.01 to 10 -seconds. All fixtures shall be completely wired with conductors meeting applicable Underwriters' Laboratories. requirements. All fixtures shall be equipped with lamps of size and type specified. • B.All fixtures shall be complete with accessories, end caps, plaster frames, yokes, hangers, etc., which are required for the specific installations and physical conditions encountered in this project. C.The catalog numbers included in the description of the various types, of lighting fixtures shall be basically considered to establish the type or class of the fixture with a particular manufacturer only. The fixture length; number of lamps, component materials, accesso- ries and all other features required to fulfill the total description of the fixture based on all drawing and specification information shall be complied with regardless of whether or not the catalog number specif- ically includes these features. If any conflict exists between the catalog number and the description, the Contractor shall either resolve the conflict with the Architect prior to submittal of his bid or furnish the fixture to meet the intent as later interpreted by the Architect without change in contract price. Electromagnetic interference shall meet or better the Federal Communications emi Class A and Class B emission limitations. • High voltage surge protection shall -be within the guidelines of IEEE Publication 587, Category A. Neutral phase (third harmonic) current shall be limited to a maximum of 30% of the input current for T8 lamps-, and 10% (using integrated circuit technology) for T12 lamps. Ballast noise level shall be below audible under typical "quiet" ambient conditions such as sound stages.' Crest factor shall not exceed 1.4. B.Recessed incandescent fixtures shall• have Underwriters Laboratories approved thermal protection (TP). 1.5 CONTINUOUS ROW FLUORESCENT FIXTURES A.Fixture catalog numbers called out hereinafter are for individual units. Where two or -more units are combined for continuous row installation, the Contractor shall furnish and install the necessary accessories for the indicated requirements. PART 2 - PRODUCT v 2.1 LAMPS • A.General: Lamps shall be new, for the wattage indicated and the voltage to which: applied and shall be General Electric,: North American. Phillips or Sylvania. Each fixture or lighting outlet shall be supplied with the proper lamps. B.Incandescent: 1.General purpose incandescent lamps shall .be inside frosted medium base for 200 watts and smaller, and mogul base for 300 watts and larger. 2.Reflector lamps shall be PAR -38 or R40 as required unless otherwise specified hereinafter under "Fixture Types". C.Fluorescent: All fluorescent fixtures shall be for 48" rapid -start lamps unless specifically indicated other- wise. D.High Pressure Sodium; 1.High pressure sodium lamps shall be used only with high pressure sodium ballasts and shall be of the wattage as called for on the drawings .and/or as LIGHTING FIXTURES 16500-2 r TRADITION FITNESS CENTER B.All fixtures of one type shall be of one manufacture and of identical finish and appearance. 3.2 RECESSED FIXTURES A.Recessed fixtures for feed -through wiring shall have plaster, frame or mounting frame and attached junction box. Lamp enclosure, reflectors and finish wiring shall not be installed until plastering is completed. Finish trim shall not be installed until finish painting of the adjacent surface is completed. B.The Contractor shall verify the cei-ling condition for each recessed fixture before placing final order for fixtures. Recessed fixtures shall be complete with the proper type mounting accessories required for the. ceiling condition in which the fixture is mounted. 3.3 FIXTURES IN OR ON DEMOUNTABLE (TEE,, ETC.) SUSPENDED CEILINGS A.Where suspended fixtures are shown to be mounted from a v suspended "tee bar" ceiling or any related form of suspended ceiling, the fixtures shall be supported, using specifically approved devices, directly from the • building structure. They shall not, to any extent, depend on the ceiling system for support even though the fixture hangers may be located at the, ceiling members. Where fixtures are located between ceiling members the hangers shall be attached to bridging channels (1-1%2" minimum) provided under this section,` across main ceiling channels. Even in this case, however, the actual support of the hanger shall be by wire or rod'to the building structure. Any additional hanging wires or rods required for the support of fixture hangers shall be the responsibility of the, Contractor under this Division of the Specification: Hanger wires shall be as noted on the plans.
