Planning M". � David Sawyer introduced Anne Phillips, Museum Manager
of the La QUMuseum.
Mrs. Phillips gave a brief overview of her previous professional experience,
education, and qualifications, including her most recent position held as
Education and Program Director at the Tolerance Education Center, a new
non-profit organization in the City of Rancho Mirage which opened
approximately three years ago. While there she facilitated meetings between

high school students and Holocaust survivors, as well as filming the
survivors' stories.
Mrs. Phillips talked about some of the new events and exhibits she was
currently working on.

that certain historical listings were not identified on the map located at the

attending as he was not reapplying as a Commissioner. He thanked his
fellow Commissioners and said it was a pleasure to serve with them.

SUBJECT: REVIEW OF 2011/12 WORK PROGRAM AND DISCUSSION OF WORK
TOPICS FOR 2012/2013
The purpose of this memorandum is to provide a brief status of the key work
program items the Historic Preservation Commission identified as work items for
the past fiscal year and to identify items for inclusion in the work program for
2012/13.
2011/2012 WORK PROGRAM PROJECTS
Historic Sites Tour Brochure:
The Tour Brochure was identified as a high priority item and was completed in
May. The brochure is available at City Hall, the La Quinta Library, the La Quinta
Museum and various other locations in town. The tour which begins at the
Museum and ends at the La Quinta Resort and Spa takes about 45 minutes to drive
with additional time as desired to walk about the Resort's historical grounds and
structures.
Digitization of Historic Surveys and Creation of Interactive Database and Map:
This project was funded through the State Office of Historic Preservation (OHP)'s
2011 Certified Local Grant program. The work schedule, as part of the grant,
called for completion of the project in October, 2012. Staff and the consultant
retained to assist staff met each of the prescribed work product checkpoints
throughout the year and completed the project the project as scheduled. The
interactive database and map can be accessed through the City's new historic
preservation webpages.

Enhanced Website:
In association with the digitized Historic Survey and Interactive Database/Map
project, staff began work on a series of new historic preservation related webpages
on the City's website. Along with the digitized survey, database and map, the new
historic preservation webpages have been completed this month and are accessible
as part of the Planning Department's portion of the City's website (http://www.la-
yuinra.org/1ndex.aspx?page=7lol. These new pages provide access to a number of
historic preservation -related City documents and resources as well as numerous
links to related local, State and national agencies and organizations, along with
related information available online. Continued enhancement of the webpages will
be an on -going project and suggestions and ideas are welcome.
Historic Context Survey Formal Approval:
Staff first prepared a draft Historic Context Statement in 1996 and more recently
began an update of the draft in 2008. However, at that time further work on the
draft was halted in order to explore the potential to acquire grant funds to hire a
historic preservation consultant to comprehensively review and complete the
Statement consistent with OHP guidelines for Historic Context Statements. In
2010 staff applied for an OHP grant to complete the Statement but did not receive
funding. Again in 2011 the City's request for funding was denied, however OHP
did offer to review the draft statement and provide staff comments on what would
be needed to complete the Statement. During 2012, staff's resources have been
focused on the completion of the 2011 OHP grant the City received for the
digitization of the City's Historic Resources Surveys and creation of the interactive
database and map. Having completed this project this month, staff resources can
be redirected to completing the draft Statement and its formal approval by the City
Council in 2013.
Local Training and Education Opportunities:
Throughout the 2011/2012 work program period, staff provided Historic
Preservation Commissioners with a variety of local training and educational
opportunities. Although due to limited budget resources, the City was unable to
fund the Commissioners' attendance at the California Preservation Foundation's
annual conference, other opportunities included a number of webinars and training
sessions, offered by the State Office of Historic Preservation, invitations to the
monthly Coachella Valley Archaeological Society, a tour of one of the area's
historical museums, and seminar and meeting invitations from various historical
groups throughout the Valley.

Curation:
Development of improved curation procedures as been an item on the work
program for the past couple of years. During 201 1 /2012 it was identified as a low
priority item and staff resources was focus on the higher priority items listed
above.
WORK TOPICS FOR 2012/2013 WORK PROGRAM
The following topics are provided for discussion purposes regarding inclusion in the
2012/2013 work program.
• Continued enhancement of historic preservation webpages and public
education.
• Improved curation procedures.
• Completion of Historic Context Statement and formal approval.
• Improved mitigation monitoring follow up and reporting.
• Continued local training and education opportunities.
Following discussion and direction by the Commission, staff will prepare a draft
2012/2013 work program for submittal to the City Council.
