Ms. Karen Creasey, Aquatics Manager, for the Family YMCA of the Desert (YMCA) have been invited to attend the meeting to provide the Commission with information and answer questions. The YMCA offers youth activities at local schools, Vista Dunes and Wolff Waters Housing Developments and provides full day preschool programs at the facility located on Park Avenue. The YMCA is also contracted with the City to operate the Fritz Burns Pool during the summer. During the summer, the turf began encroaching into the infields. The landscape contractor removed the infield growth and the youth baseball association will drag and prep the infield clay material. The replacement of burned -out sports field lights was scheduled for the end of August. Due to scheduling conflicts with the 80ft lift truck, the lights will not be replaced the first week of September. Scheduled use of the fields for all three youth sports organizations will be at the end of September. Additional sod has been added to the Pioneer Dog Park. Due to the popularity of the facility, the dogs have worn several areas of turf down to the dirt. Staff has had two meetings with active users of the Fritz Burns Skate Park. Improvements are being made to the concrete surfaces that use to be tennis courts. The lighting has been improved and vandalized equipment and fencing has been repaired. The users were informed about the impacts of graffiti and vandalism to the overall cost of maintaining the facility. Staff is working with the users who are interested in taking a collection to pay for additional skate equipment at the facility. New tennis nets have been ordered for the Fritz Burns Tennis Courts and installed. The replacement of all of the sports field lights including the tennis courts at Fritz Burns Park has been complete. The youth sports associations will begin their Fall programs during the month of September. The numerous trees and branches that were damaged during the September 9, 2012 wind storm continue to be removed. The landscape contractors have been busy citywide addressing safety and access issues first. The clean-up is expected to continue for a week and an inventory is being made of the trees that will need to be replaced. There has been an increase in thefts of backflow preventers throughout the Coachella Valley. In September, thieves stole the water backflows from Monticello Park and La Quinta Park. CVWD is the owner of the devices and has replaced the backflows at each facility. The thieves also damaged the irrigation and landscape during the thefts and the cost to the City was approximately $400 at each site. A few residents from the La Quinta Cove have inquired about the creation of a community garden. Staff has been researching the idea and has been in communication with the Cities of Palm Desert, Indian Wells, and Indio regarding their community garden programs. Staff will be working with residents of the Cove to bring forward costs to create a community garden program and the additional costs that would be associated with the administration and maintenance. New shade covers have been installed at the rest stations along the Bear Creek Trail. A shade cover at Adams Park and a shade cover at Fritz Burns Park have been vandalized. In Fiscal Year 2011/2012, the tile mosaic murals were repaired and cleaned at the Civic Center Campus; the Artists, Veterans, and Sports Acknowledgement pieces were waxed and the bases were painted; the Spirit of La Quinta Fountain was repaired (broken arm), cleaned, and waxed; the bases of the Eagle Mystic Flight and the Balancing Forms located behind City Hall were repaired, cleaned, and painted; the artists for the signal boxes "touched -up" damage from graffiti; and the art bus stops on Highway 111 were repainted. After reviewing all of the art work throughout the City, the following pieces are considered a priority for preventative maintenance and repair for this fiscal year: 1. Repaint the bases and wax the bronze on the three Acknowledgement pieces at the Civic Center Campus. 2. Clean and wax the Spirit of La Quinta located near the north City Hall entry twice annually. 3. Clean and wax the Civic Center Campus Bronze Relief Map. 4. Clean and check the In Between the Earth and Sky Spray Tower and the Gateway to the Desert at Fritz Burns Park. 5. Inspect the painted signal boxes and apply anti -graffiti coating if needed. 6. Recommend relocating or removing the Fritz Burns Park mosaics. 7. Replace the water pumps for the art pieces in front of LG's Restaurant. 27 8. Re -secure the Sniff monument in the Campus lake. 9. Refinish the patina on the Veterans Acknowledgement that was damaged during graffiti removal. 10. Clean and wax the bronze pieces at the Library Bus Stop.
